2 Introduction The Institute for Policy and Economic Development (IPED) at UTEP was contracted by the City of El Paso s Office of Management and Budget to conduct a telephone household survey and a cellphone surveys to explore citizen attitudes and perceptions about City Services and general quality of life issues. The 2014 City of El Paso Citizen Survey is the fifth in a series of similar surveys intended to guide the City of El Paso on its mission to better serve its citizens and the community as a whole.

6 Methodology The survey instruments were developed by the City of El Paso in collaboration with IPED. Stratified random digit dialing samplings were obtained from a national sampling firm. This procedure was selected to ensure that all potential respondents within a given zip code and with a working landline or cellphone had the same probability of being selected for participation.

7 Methodology The surveys were conducted from April 28 th to June 21 st during weekdays and Saturdays. 1,043 valid household responses were obtained providing a margin of error of ± 3.0 percent at the 95 percent confidence level. 624 valid cellphone responses were obtained providing a margin of error of ± 3.9 percent at the 95 percent confidence level.

8 Methodology To control for the presence of any gender bias, both samples were statistically weighted by gender for individuals of 18 years old and older.
