Property taxes should be increased and/or Special Assessments created to fund the cost of Undergrounding utilities on Gulf Boulevard. b. Property taxes and/or special assessments should be increased/created to fund the cost of Undergrounding utilities on residential streets. 2

3 c. Individual property owners should pay the cost of changing over utility services to connect their residence to underground utilities in the Right-of-way or utility easement. d. Undergrounding of Utilities on Gulf Boulevard should only occur if the County shares the cost with the City. COMMUNITY PLANNING ISSUES 16. On a scale from zero to four, where 0 means not at all in agreement and 4 means very much in agreement, In the event of severe storm damage, do you believe the City should: a. Permit property owners on the west side of Gulf Boulevard to rebuild at their pre-disaster density, unit square footage, and number of stories? b. Require property owners on the west side of Gulf Boulevard to redevelop their property in such a way as to restore views of the Gulf from Gulf Boulevard? c. Permit buildings up to five (5) floors above ground level parking along the west side of Gulf Boulevard if views of the Gulf from Gulf Boulevard are provided and current density limits are not exceeded? 17.
