2 Roles, Responsibilities and Review The Head of People Development and Safety is responsible for ensuring this Order is implemented across the Brigade. The Station Manager Training will be responsible for the day to day operation of the Order. The Station Manager Training will review this Order when new legislation arises or as and when organisational needs require. 2 of 5

3 Brigade Order, Training 3 Part 2 Retained Firefighter Recruit Training Purpose This Order outlines the format of retained recruit basic training. Strategic Aims This Order supports: Strategic Aim 1 To be there when you need us in an emergency with a professional and well equipped team Strategic Aim 3 To reduce the number of fire related deaths and serious injuries Introduction Shropshire Fire and Rescue Service is fully committed to ensuring that appropriate training and development of all employees is carried out. Initial training of retained duty system recruits is designed to enable them to safely attend operational incidents upon completion of the full programme. The training course comprises of several modules designed to allow the recruit to attain competence in core skill areas. The Service recognises that staff conditioned to the retained duty system, take time away from their normal occupation to undertake training. Initial training is carried out at the during weekdays, weekends, and evenings. The training will only be successful with the full commitment of the recruit, their Officer in Charge, the Area Commanders and the Development staff. Frequency of Retained Recruit courses It is anticipated that 3 Retained Recruit courses will be scheduled every year. The dates of such courses will be allied to the recruitment processes. Timetable of events The recruit training process, from commencement of training will be carried out over a 3 month period which includes approximately 16 sessions. Prior to the beginning of initial training the recruit will attend Headquarters to collect all personal uniform and equipment and to inform the Human Resources department of their personal details and date of initial course. Following the issue of this uniform and equipment the recruit will start training on station, following information and guidance contained in the Recruit Course Induction pack. 3 of 6

A timetable will be issued to each recruit relevant to their individual course. The length of the course may also vary due to Bank Holidays. 4 of 6

5 Retained Recruit training process Induction After being accepted into the Service, the recruit will be issued with all personal uniform and equipment and a recruit course induction pack. The recruit will then work for a minimum of 2 drill nights on the subjects contained in the induction pack before attending the induction course at the Service s. During the 6 day induction course, that will normally run from Monday to Saturday, the recruit will receive training on basic competencies. Day One will include sessions covering subjects such as Health and Safety, Manual Handling and Equality and Diversity. The remaining 5 days will introduce the recruit to standard pump and ladder drills. Pumps and Ladders The evening courses will enable recruits to develop and enhance their knowledge in the use of pumps and ladders and to work as a team. It is important that Officers in Charge also support the development of the recruit firefighter during this period by carrying out relevant on station training. Support Weekend During the period of initial training, the recruit will be required to attend the support weekend (2 days). The weekend will give the recruit the opportunity to demonstrate competence attained during previous sessions and to improve their skill levels. The weekend will include assessment in the areas covered and will allow the standard of recruits to be judged across the Service. A report will be produced for each recruit detailing their level of competence. If the recruit does not achieve the desired level of competence then they will not be allowed to progress to the following sessions unless development areas can be addressed prior to the next phase of training commencing. Support will be available from Development personnel, Area Command and /or the recruit s supervisory managers. Water Safety Awareness During this support evening, the recruit will gain a basic understanding of water incidents. The information will enable the recruit to maintain their safety during attendance at this type of incident. Breathing Apparatus Initial The recruit will have already attended an induction course, received training from station personnel at their prospective station, specialist or staff, and will have been assessed as competent in the performance criteria set in the first phase of training. This is a prerequisite for attendance on the Initial BA course. Recruits who have not been assessed as competent will not be able to begin the course. 5 of 6

6 The Initial BA course will build on these operational competencies and qualify the recruit as a BA wearer. The Initial BA course is run over 11 days, starting on a Monday and running for 6 days followed by a Sunday off. This will be followed by a further 5 days. The students on the course will be continually assessed and in addition will have a final written and practical assessment to confirm the competencies gained. The recruit must achieve competence in all areas to pass the BA course. Line Safety The recruit will attend Phase 1 and Phase 2 Line Safety courses. Phase 1 will take place over 2 evenings and will culminate in an assessment which must be passed before progressing to Phase 2. Phase 2 will take place over 2 weekend days. The recruit will be continually assessed during the course and the course will culminate in a theory and practical assessment. Road Traffic Collision RTC training will take place over 2 weekend days. This will introduce the recruit to RTC procedures and safety. Following the weekend, the recruits will attend 2 evenings during which they will be given training on trauma care. Critical Incident Debriefing / Incident Command This support evening will help the recruit to understand how they may be affected by attending traumatic incidents. It will also detail the support mechanisms that are in place to assist them to deal with this type of incident. On this evening the recruit will be introduced to the organisation on the incident ground. The recruit will also be introduced to the dynamic risk assessment process. Failure to attend training It is vitally important that all recruits attend training as required. Failure to attend any of the training courses will result in the individual having to attend the next available course or may lead to termination of their employment. On successful completion of the Retained Recruit Training Phase, the individual will progress on to Phase 2 of their training and will complete the Retained Duty System Firefighter Development Programme. 6 of 6
