1 Online Permitting Contractor Registration and Permit Application Process Presented by: Tracy Valure City of Port St. Lucie Building Dept.
2 Steps to begin using Online Permitting 1. Qualifier MUST personally come into Contractor Licensing to sign an agreement to use the online system and e-signature. You CAN NOT proceed until this has been done! 2. Contractor licensing will update in our system and provide the contractor with his Online Contractor ID. This ID can also be found on our website at 3. Visit the Contractor Management Site to create your E-Signature and Register for online permitting. You MUST download Adobe Reader DC (it s free) 4. After the e-signature has been uploaded and verified you can begin applying for permits on the Panda Public Website.
3 Online Contractor Agreement Qualifier MUST sign agreement in person in the Contractor Licensing Division Agreement states that the contractor will NOT lend or let any other person use their online login information to fraudulently obtain a permit. Qualifier MUST supply a valid . A secondary can be provided so that office staff can receive the online permits when they are mailed. If a contractor has staff pulling permits for them and they choose to give them the password, the city will not be held liable. Contractor is responsible for logging into the Contractor Management page to change password if they have changes in staffing.
4 Contractor Management Website
5 Contractor Management The Contractor Management Website is the main website used to manage your contractor login and create your e-signature. You can also view other information such as Insurance expiration dates. Change your password Create a NEW digital e-signature To begin go to Click on REGISTER
6 Enter the primary address (qualifiers not the secondary ) Create a password. Remember it! You will need it to create your e-signature and to apply for permits. Enter your Online Contractor ID. Click REGISTER to submit.
7 Once you click Register an will be sent to the that you registered with. This MUST be confirmed. Please allow a couple of hours to receive this . If you still have not received it, check your SPAM mail! Click on HERE to confirm . The link will direct you back to the Contractor Management site click on REGISTER NOW.
8 Log In to Website Click Log In at the top right hand corner of main website. Enter in the form: Contractor ID Password * Click the Log In Button *If you forget your password you can click Forget your password and it will sent you a reset link to your !
9 Once you log in, you will be brought to the Register Signature page. Click Download to download the verification form (below). Save form on your computer, remember the location where you saved it. Form MUST be opened in Adobe Reader DC (free) Fill in Contractor Name and Contractor ID on the form Click on the box above Signature.
10 Creating your Digital Signature! When you click on Signature. A Sign Document dialog box will come up (below) In the Sign As box, click the drop down and select NEW ID Select A new digital ID I want to create now Click - NEXT
11 Enter Qualifier Name, Company Name and address. Leave the rest as Default and click - NEXT Select NEW PKCS option - Click NEXT
12 Enter your password in. This is the same password you used to log into the site. Click Finish
13 Your Digital Signature After you enter your password on the previous slide, you should be redirected back to the Sign Document Dialog box. Your NEW Digital Signature should show like here Enter your password in. This is the same password you have been using! Click SIGN You will be asked to SAVE AS the verification PDF. Save it and remember where you saved it. Leave the File name as is.
14 Once you Save As your signature will now show on the Verification PDF. You can close this document. You should now be back to where we began Register Signature. You created your signature, you added it to the PDF, but now you need to upload your Verification PDF back to us! Click on BROWSE. Find your file you saved and open.
15 Once you have browsed to your file, opened it you should see the file path name next to signed PDF Upload. CLICK REGISTER! You now have a Digital Signature registered in our Contractor Management Site. It should say YES here

17 How to Apply for a Permit Online Go to Pandapublicweb.cityofpsl.com - Hover over or click Online Services Click on the Contractor Menu
18 Enter your Online Contractor ID (primary ) Password (same as your registration password) Click LOG IN
19 Click on the Apply for a Permit Link This will take you to the Permit Application page. Permit applications are preset according to your type of license. If you are unsure of what type of permit you are allowed to apply for with your license, please contact contractor licensing at contractorlicensing@cityofpsl.com
20 Select Permit Type and Application Type from the drop downs. If the work requires a Notice of Commencement choose YES. If it does not choose NO. Start typing in the address. The address will autofill from our database. Fill out Owner Information. Fill our ALL areas of the specifications. If it does NOT apply to you, please put N/A or not applicable. Permits with missing information will be denied!! Payment is calculated based on type of permit. Once all information has been completed. Click NEXT.
21 Once you click Next you will be brought to the Permit Attachments page. Click on BROWSE to attach your permitting documents. (Plans, Product Approvals, surveys, etc) Select your files that you wish to attach. If you have multiple files select them all. Click open. You should see the name of the file or amount of files selected next to browse. Click Upload Attachments If it is a requirement that you have product approvals, surveys, AHRI s, or other documents for submittal, you MUST attach them to the permit. Otherwise your permit will be DENIED! If you do not need attachments for the type of permit you are obtaining, then click NO ATTACHMENTS. If you are unsure, please contact the permitting division prior to submitting for permits.
22 Adding your e- signature to the Application After you upload your attachments you will be brought to the Signature Verification Page. Click Download Application A 2 page document will open. It MUST open in Adobe! Go to the second page to add your signature. Click on Contractor Signature.
23 Once you click on the Contractor Signature a SIGN DOCUMENT box will come up. If your name is not already listed in the SIGN AS area, click on the drop box and select your name you registered with. Enter the password (same password you registered with). Then click SIGN You will be immediately asked to SAVE AS Save the application to a folder you will remember later. Do not change the FILE NAME. You will now be back to the application and your e-signature will be present. You can now exit out of the Application PDF.
24 You should now be back to the Signature Verification page on the Panda Public Web Site. Click BROWSE* Locate your permit application file. Click Open. Click VERIFY SIGNATURE If the signature is verified, you will be rerouted to the Credit Card website to make your payment. *Your computer may say BROWSE or CHOOSE FILE.
25 Enter your credit card information in. Click Pay with Your Credit Card to submit your payment! Once payment is submitted, you will be returned to the Panda Public Website and will see the below message:
26 Where is my permit? Once you have made your payment you will receive 2 s. One will be your receipt from the credit card company (Bank of America). The 2nd will be from the Building Department and will state that your application has been received. You do NOT have a permit yet! Once your application is received, staff will review the permit for content and attachments. If approved, staff will issue the permit and send your permit card and application to you via . This will go to the primary AND secondary . If denied, staff will send you a denied with the reason for denial. Your payment is voided and you will need to resubmit and pay for your permit

29 FAQ Can I use a different computer to apply for a permit? Yes, however you need to MOVE your signature to that computer. Please see the instructions How to Move a Signature. I m not seeing the box for the signature to add my e-signature, what am I doing wrong? When you select Download Verification PDF or Download Application it should open in ADOBE, however, some computers default and open in your browser. You can save the document, navigate to it on your computer, right click and open with Adobe. If that still does not work, make sure you have the correct version of Adobe download (Adobe Reader DC). I haven t received my confirmation , what do I do? It s normally sent immediately, however, lags can happen so give it a couple of hours. If you still have not received it, check your SPAM mail. Still nothing, make sure you are checking the correct (primary on the account). All else fails contact Tracy at tvalure@cityofpsl.com Can I used a Tablet or iphone to apply for online permits? Unfortunately tablets do not support the e-signature through adobe at this time. There are other programs out there that have e-signatures, however you must pay for them for each use. To save you added cost, we choose to go with FREE software to create your e-signature. We are actively working on other options. I have new staff in the office and want to change my password. How do I do that? Go to register.cityofpsl.com, login and then go to the Contractor tab at the top. At the top of the page you will see Change your Password. Click on it and follow the instructions to change your password. You will now use this password to log into Panda Public Web to schedule inspections or apply for permits online. My computer crashed, I had to buy a new one and now it s saying it can t verify my signature. What do I do? Your e- signature is a file on your computer. If you no longer have that computer and are unable to move that file to your new computer, then you simply need to log into the Contractor Management site (register.cityofpsl.com), go to the Contractors Tab at the top and below that it will say Change your Digital Signature go through the steps to create a NEW digital signature.
