3 Dual Credit/Early Admission Registration Form Section I Introduction Welcome to Texarkana College. We are delighted that you have chosen to get a head start on your college education by participating in the Texarkana College Dual Credit Program. Texarkana College is a publicly-supported, two-year community college dedicated to serving the educational needs of diverse individuals, businesses, and the community through relevant programs and services that are high quality, affordable and accessible. Dual Credit Purpose: The Dual Credit program at Texarkana College allows high school students to earn high school and college credits simultaneously. Through dual credit agreements, the college and the public school districts have selected courses that meet both high school and college learning objectives. Dual Credit Agreements must be annually updated, approved and signed by both required parties before students are allowed to enroll in dual credit courses. These courses are offered at local high schools and as online classes. Students interested in participating in this program must meet Texas Success Initiative assessment requirements appropriate for each course. To enroll in these classes, students must complete TC s admission requirements. Interested students should contact their high school counselors. Home schooled students should contact TC s Dual Credit Coordinator. Dual Credit Partners The Texarkana College Dual Credit Program proudly serves 15 Independent School Districts. The schools that make up the Texarkana College taxing district are: DeKalb, Hooks, Liberty Eylau, Maud, New Boston, Pleasant Grove, Redwater, Simms, and Texarkana. The other schools in TC s dual credit service area are: Atlanta, Avery, Bloomburg, Linden Kildare, McLeod, and Queen City. Texarkana College has Dual Credit Institutional Agreements with all ISD partners. They are annually updated, approved and signed by both required parties before students are allowed to enroll in dual credit courses. Class Locations Academic classes are offered at local high schools and online. Check with your high school counselor for a list of approved dual credit classes. Workforce classes are offered at local high schools and TC campus/sites. Check with your high school counselor for a list of approved dual credit classes. Workforce Classes on TC Campus/Sites Students attending workforce classes located on TC campus and/or a TC site are expected to follow the Dual Credit Workforce Attendance and Behavioral Policy. Please see below: Students missing more than 10 days per semester will be dropped from the program. Some programs have a stricter policy on absentee due to state contact hour requirements. High school students attending TC campus/site workforce classes are expected to follow the same classroom policy and procedure as adult students. Classroom incidents are

4 documented and sent to the high school administrator. Students are dropped from the program on the 4 th incident report. Dual Credit Distance Education Dual Credit distance education classes follow guidelines published by the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC), the Texas Higher Education Coordinating Board, the Texas Administrative Code, and the Texarkana College Board of Trustee's Policy Manual. Please refer to the Texarkana College Distance Education handbook for more information. High school students may be able to take courses not offered as dual credit. Students are considered an early admission student and must have high school approval. Choosing Courses Core curriculum and degree plans can vary from college to college; it is advisable for students who know either their preferred degree/major or preferred college to verify the dual credit courses they choose are appropriate for that degree plan or school. This will reduce the risk of students taking courses they will not need for their degree or college. Section II General Information Eligibility Requirements To be eligible for enrollment in a dual credit course, students must have at least a junior year high school standing. High school students are only allowed to take two dual credit courses at one time. Exceptions to these requirements are listed below. Included in this program are academic and workforce course offerings. This program is not in competition with, or in lieu of, high school credit. It is designed to offer high school students the opportunity to accelerate their educational program. Policy for dual credit students taking more than 2 classes A student requesting to be enrolled in more than 2 classes must satisfy course TSI entrance requirements, receive approval (via signature) of the High School Principal and Chief Instructional Officer of the college, and meet or exceed one of the below guidelines GPA of 2.5 or higher (previous school year used if not applicable) TSI Reading 350 +, Writing MC = 363 Essay 4 or Essay 5, Math (relevant to the course) SAT 1070 Combined Score with Reading 500 ACT 23 Composite with English 19 NOTE: A Student enrolling in more than two dual credit courses in a semester must pass all courses during that semester with a grade of C or better to continue to enroll in more than two dual credit courses.

5 Policy for students enrolling in dual credit courses with less than junior year standing A student requesting to be enrolled in dual credit classes with less than a junior year in standing must satisfy course TSI entrance requirements, have a 3.0 GPA, receive approval (via signature) of the High School Principal and Chief Instructional Officer of the college, and meet or exceed one of the below guidelines. PSAT/NMSQT Combined score of 107 Reading Minimum 50, Mathematics minimum 50 (relevant to the course) a student who has enrolled in dual credit under this provision must demonstrate eligibility to enroll in dual credit courses in twelfth grade Equivalent score on the ACT-Aspire as determined by ACT TSI Reading 350 +, Writing MC = 363 Essay 4 or Essay 5, Math (relevant to the course) Courses not restricted require TSI Reading scores SAT 1070 Combined Score with Reading 500, Math 500 (relevant to the course) ACT 23 Composite with English 19, Math 19 (relevant to the course) Dual Credit Admissions Requirement To be admitted to the dual credit program, all students must: 1. Talk with their high school counselor for ISD requirements, special instructions and registration date 2. Complete a TC application for admission at (New students only) Apply Texas instructions are listed in this section 2. Present a dual credit registration form with all required signatures and information. Form should be obtained from students high school counselor 3. Present a current signed high school transcript (New students only) 4. Students who will be attending class on a TC campus will need to present a copy of their vaccination/shot record verifying the Meningitis vaccination within the last 5 years. (Students must receive vaccination no later than 10 days prior to the first day of class). Students may qualify for a waiver or exemption. Create Your Application Click on the My Applications tab. Click on Create a new application now. Scroll down and click on Create a new 2-year college admission application. Go to Search for a college from an alphabetical list. Select Texarkana College Click on Continue. Select a Semester Choose correct term from the drop-down menu.

7 Click on Continue. You must select Dual Credit Click on Continue. Select a Major Application Checklist Verify that the display indicates the correct college to which you are seeking enrollment. Click on Continue to my application. Biographical Information - Page 1 Record your application ID Number ApplyTexas Application ID # is: (Assigned to you through ApplyTexas) Verify that First Choice School and First Choice Major are correct. Proceed with completing or verifying questions Answer any questions that are blank and that apply to you. (Verify all information before saving this page.) Question 1 - Enter your Social Security Number. (The ApplyTexas directions will state that your social security number is not required; however, not entering it could result in a hold on your account. Question 14 - Indicate a valid address. Click on Save Changes. Educational Background - Page 2 Proceed with completing or verifying questions 1-4. Question 1 - High School Attended Enter full name of high school in High School Name and then click on Find Your High School. Select the correct high school. Be sure to enter Expected Graduation Date. Homeschooled Answer No Question 2 Answer No to question asking if you have graduated or taken the GED. Question 3 - List ALL colleges or universities you have attended for Dual Credit. If you have NEVER attended any college or university, DO NOT ANSWER THIS SECTION. Question 4 Under Academic Suspension Question, answer No. Click on Save Changes. Educational Information - Page 3 Answer all questions within Questions 1 3. Question 1 If you do not know what Tech Prep is, answer No. Question 2 Under Admission Basis select Dual Credit (receiving both high school and college credit) (NOTE: You MUST select the provided answer for Question 2 to ensure that you are included in all Dual Credit reports.) Question 3 Under Reason Attending, select Earn credits for transfer.

Skip to question 5. If your answer was No, answer questions 2-5. Question 5 - Current residency of parent in Texas Answer Yes or no. Question 6 - Years lived in Texas Answer a and b. (If you are not sure of the number of years your parent/legal guardian has lived in Texas, but you have been here since birth, indicate your age. For main purpose for being in the state, most students select Establish/Maintain a home.) Question 7 - Military Info Answer a and b. (If this does not apply to you, go to question 8. Answer Yes if active duty. Question 8 - Do any of the following apply to parent? You must complete at least one from a. or b. Answer questions 9 and 10 - If your parent works in Texas, answer Yes to question a. Click on Save and Continue to Next Question. Fill in General Comments if necessary. Click on Save and Continue to Next Question. Residency Section Complete - Verify all information is correct. Click on Save Page and Continue with Application. Certification Information Certifications of Information - Read the statements and check each box. Financial Aid Information - Disregard this portion. Non-Discrimination Clause - Read and continue. Application Fee Information Read and continue (NO FEE). Click on Save and Proceed to Application Submission. Submit Your Application Read the statement in the box. Locate your application ID number. At this point, you should have your username, password, and application ID number. Click on Submit Application Now. Application Completed Verify that your screen indicates that you have successfully submitted your application. Students should disregard automated s. TC works with ISD s to get all required documents.

9 Student Privacy According to federal privacy regulations (FERPA), students' educational privacy rights transfer to them once they enroll in an institution of higher education. In practical terms, this means TC cannot disclose information about a student enrolled in a college course to parents or other interested parties. In general, a college instructor cannot discuss a student s grade or progress in a course with parents unless the student has given permission. By signing the dual credit early admission form, high school students are authorizing TC to exchange all information with the high school, parents and/or legal guardian. Required Assessments and Exemptions A student must meet all of the college s regular course prerequisites and demonstrate college readiness by achieving the minimum passing standards under the provisions of the Texas Success Initiative (TSI): ACT: composite score of 23 with 19 on English and/or math SAT: composite score of 1070 (critical reading + math) with 500 on critical reading and/or math *STAAR End-of-Course (EOC) for dual credit eligibility: score of 4000 on English II; score of 4000 on Algebra II TSI Assessment standards: Reading, 351; Writing, 5 on essay or 4 on essay with score of 363; Math: 350. Equivalent score on the ACT-Aspire as determined by ACT (can only be used for enrollment during junior year unless students have satisfied TSI through completed coursework or other testing) PSAT: combined score of 107 (critical reading + math) with 50 on critical reading and/or math (can only be used for enrollment during junior year unless students have satisfied TSI through completed coursework or other testing) *English II and Algebra II EOC may be used for initial enrollment in the 11th grade. Students who enroll in 11th grade using these scores may continue enrollment until high school graduation. Further testing may be required upon high school graduation to meet the requirements of the Texas Success Initiative, unless student has otherwise satisfied TSI through completion of coursework or other testing. Workforce Dual Credit: Students wishing to enroll in workforce courses are eligible for dual credit in the 11th or 12th grade without testing requirements. If a student does not meet entrance requirements through one of the above guidelines: Students may take the state approved TSI Assessment. A pre-assessment and referral form for the test must be obtained in the TC Advising Center. There is a $10.00 fee for each part of the assessment taken. A picture ID is required in order for the Testing Center personnel to administer the assessment. All tests are administered in the Assessment & Testing Center located in the Business & Computer Technology Building. Students needing to re-test are encouraged to seek tutorial and/or test prep assistance to maximize their potential for improvement on a re-test

10 attempt. Students can obtain a practice test in the TC s Office of Enrollment Services. Students needing to test should follow the steps below. 1. See their high school counselor for advisement 2. Contact TC's Assessment and Testing Center for available test times, cost and guidelines, Visit TC's Office of Enrollment Services to receive a ticket to test. 4. Awarding Credit Official college transcripts will be made available to students while they are enrolled in high school. High school students should contact TC Admissions to request an unofficial copy of their transcript. Official transcripts can be requested using a TC transcript request form. Forms can be found on the TC website or students can visit TC s Office of Admissions. Upon graduation from high school, the student s official records will be held until the Office of Admissions receives a completed high school transcript. Re-enrollment at TC following high school graduation is encouraged, but is not required for receiving credit. TC cannot guarantee transferability of dual credit to all four-year institutions. Students should check with the receiving institution regarding course transferability. TC uses the Texas Common Course Number system. More information can be found at Workforce v. Academic Dual Credit Academic Dual Credit courses typically transfer to four-year colleges and universities. Students taking these courses often plan to pursue a four-year degree after high school graduation. Courses listed in the Academic Course Guide Manual (ACGM) are eligible for academic dual credit. Workforce Dual Credit courses usually will not transfer to four-year colleges and universities. Students taking these courses often plan to enroll in a certificate or two-year Associates of Applied Science degree program. Courses listed in the Workforce Education Course Manual (WECM) are eligible for workforce dual credit. CLEP The College-Level Examination Program (CLEP) gives you the opportunity to receive college credit for what you already know by earning qualifying scores. The student is responsible for contacting the receiving institution to determine what exams are required. CLEP is administered on a walk-in basis every day. Tests are administered in the Testing Center in BCT 11. Students may obtain a registration form online at the Advising, Recruitment and Retention Office or the Assessment and Testing Center. Students are required to complete the form and return it to the Assessment and Testing Center. You must bring your picture ID and receipts/payment on the day of testing. Exams are administered on computer and scores are furnished immediately after completion.

12 Students with Disabilities Texarkana College accepts students who have potential for academic success in a post-secondary educational institution. Texarkana College is committed to providing qualified students with disabilities equal access to its facilities, activities, and programs. Section 504 of the Federal Rehabilitation Act of 1973, as amended, and the Americans with Disabilities Act of 1990 (ADA) require that public colleges and universities provide reasonable accommodations for qualified students with disabilities Accommodations are provided on an individual basis following presentation of documentation that confirms the presence of a disability that results in a substantial limitation of a major life function as defined under Section 504 and the ADA. To request accommodations, a student with a disability should arrange an appointment with a TC advisor. Fees The course fee for dual credit students is set at a reduced rate, depending on residence in the Texarkana College taxing district. Course fee amounts can be found under section IV of this manual. TC does not pay for course fees, cost of textbooks or any required course supplies. Some ISD s cover this cost or a portion of the cost. The student is responsible for any cost not covered by their ISD. Dual Credit students are not eligible for Financial Aid. Drops If a student wishes to drop a class they should first discuss the matter with his/her high school counselor. It is the student s responsibility to let their instructor know they wish to withdraw from the class. The instructor will submit the drop and the official drop date to TC s Registrar or the Dual Credit Coordinator. Students should follow up on their drop with a phone call to TC s Office of Enrollment Services. Students can also come to TC Admissions and complete a drop request. Students will receive a W until after the official last day to drop. A W has no academic consequence. Students may not request a drop after this date. All drops after this date must be done by the instructor. Students will still receive a W unless otherwise stated by the instructor. Students should check with TC s Dual Credit Coordinator or their high school counselor for official dates. Refund Policy/Table To be eligible for a refund, students must officially drop individual courses or completely withdraw from the College by the deadline in the Refund Schedule. Specific provisions of the Texas Administrative Code, Title 19, Part I, Chapter 21, Subchapter A, Rule 21.5 Refund of Tuition and Fees at Public Community/Junior and Technical Colleges, govern the refund schedule. Only the Texas Legislature or the Texas Higher Education Coordinating Board as authorized by the Legislature can alter this schedule. Students officially withdrawing during a regular 16-week semester are eligible for a refund of tuition and fees according to the following schedule: 100% refund...prior to the first class day 70% refund...first through fifteenth class day 25% refund...sixteenth through twentieth class day

Student Services Palmer Memorial Library Truman Arnold Pinkerton Center TRIO Programs (Student Support Services and Talent Search TC Assessment and Testing Center Student Computer and Wireless Access/Online Services Services for Students with Disabilities TC Department of Public Safety Recruitment, Advising and Retention Center Recruitment, Advising and Retention offers the following services: o Career advising regarding career choices, occupational information, areas of interests, aptitudes, and abilities. o Academic advisement regarding appropriate choices of courses, educational plans, study skills, and transferability of courses. o Referral and advisement regarding assessment testing o Support services for special populations o Assisting students in selecting transfer institutions o Providing resources to assist students in selecting a major o Special accommodations TC Department of Public Safety is composed of certified law enforcement officers who have the authority to enforce all local, state and federal laws and college regulations. Officers are on duty on a 24-hour basis. The department serves the college community by helping to maintain a safe and secure environment for each person and his/her possessions while on campus. Police officers are visible on campus in marked vehicles. Academic Dishonesty Policy Scholastic dishonesty, involving but not limited to cheating on a test, plagiarism, collusion, or falsification of records will make the student liable for disciplinary action after being investigated by the Dean of Students. Proven violations of this nature will result in the student being dropped from the class with an F. This policy applies campus wide, including TC Testing Center, as well as off-campus classroom or lab sites. Student Grievance Procedure Students wishing to review the action of a particular individual or department should direct their questions to the one who supervises the individual or department in question. This grievance procedure may also be used to address concerns about discrimination based on disability and gender, including sexual harassment. 14 Student Identification DC Students can obtain their TC student identification in the TC s Office of Enrollment Services at no cost. Students should bring their driver s license or high school ID for identification purposes. Students must have their TC ID in order to check out items from the library or gain access to the Pinkerton Center. Parking Permit Texarkana College requires all vehicles parked on college property to be registered with the Department of Public Safety and to have an assigned parking permit affixed to the windshield of your vehicle, in a manner that it is plainly visible. Students can visit TC s Bursar window, located downstairs in the administration building, to obtain a parking permit. The fee for the parking permit is $ For more information call Emergency Alert and Campus Announcement System Texarkana College utilizes the Rave Alert System to notify students and employees via text message regarding campus emergency situations and important campus announcements. Subscribing to the Rave Alert System is voluntary and is dependent upon the individual providing an accurate and current cell phone number for system records. Section III Rules and Regulations Instructors Instructors must be regularly employed faculty members of the college or must meet the same standards (including minimal requirements of the Southern Association of Colleges and Schools). Instructors must go through the same hiring process as other adjunct professors in order to teach a dual credit class. Instructors interested in becoming a dual credit teacher should contact their high school administrator. ISD s seeking dual credit approval for teachers should contact the Dual Credit Coordinator. The coordinator will provide a list of information needed for instructor consideration and assist with scheduling a meeting to interview with the appropriate Dean. Hiring decisions will be made within 60 days after receipt of all required documents. Upon approval, the instructor will complete all necessary paperwork required by TC s Human Resource Department. Class Standards Regular academic policies applicable to courses taught at the college's main campus must also apply to dual credit courses. These policies include the appeal process for disputed grades, drop policy, student, administration evaluations, the communication of grading policy to students, when the syllabus must be distributed, etc. Students in dual credit courses are eligible to utilize the same or comparable services that are afforded college students on the main campus. All dual credit courses offered at the High School and the corresponding course offered at the main campus of the college are equivalent with respect to the curriculum, contact hours, materials, instruction, and method/rigor of evaluation of student performance, regardless of student composition of the class.

15 Liaison Program Texarkana College uses a liaison system to aide dual credit instructors teaching on a high school campus. The liaison system is designed to help ensure rigorousness of TC dual credit college courses. Liaisons consist of TC campus professors from the DC instructors division category. TC Liaisons contact DC instructors on a regular basis and supply instructors with all information needed to teach the college course according to required standards. Evaluation Process Dual credit teachers are evaluated in the same measure used for faculty at our main campus. Evaluations for dual credit teachers are performed annually by TC s assigned Dual Credit Evaluator.

16 DUAL CREDIT/ARTICULATION AGREEMENT (SECONDARY and POST-SECONDARY Partnership) This DUAL CREDIT/ARTICULATION AGREEMENT is between Texarkana College (TC), and, pursuant to the applicable Texas Higher Education Coordinating Board (THECB) rules, Texas Education Code state statutes, and respective governing board policies for each institution. The purpose of this agreement is to provide eligible high school students the opportunity to enroll in and complete authorized dual credit college courses at approved sites, which enable successful students the opportunity to earn both high school and college credit. Furthermore both institutions agree to share information and develop guidelines, policies and procedures beneficial to Dual Credit students in an effort to improve the quality of education byway of an early college education plan that maximizes learning opportunties and the award of dual credit. In compliance with Texas Administrative Code Title 19, Part 1, Chapter 4, Subchapter D, and Rule 4.84, the specific elements of this agreement are attached. Dual Credit students succesfully completing authorized college courses will have those courses transcribed on a TC college transcript. Likewise, Dual Credit students are eligible to take applicable credit by examination tests on the TC campus at the Testing Center. Students earning articulated credit must follow articulated credit guidelines listed in this agreement. This agreement will need to be renewed annually at which time either party may request a change or termination of this agreement. 17 Elements of Institutional Dual Credit/Articulation Agreement (SECONDARY and POST-SECONDARY Partnership) Information below taken from Texas Administrative Code Title 19, Part 1,Chapter 4, Subchapter D, RULE 4.85 (a) Eligible Courses. (1) Courses offered for dual credit by public two-year associate degree granting institutions must be identified as college-level academic courses in the current edition of the Lower Division Academic Course Guide Manual adopted by the Board or as college-level workforce education courses in the current edition of the Workforce Education Course Manual adopted by the Board. (2) Courses offered for dual credit by public universities must be in the approved undergraduate course inventory of the university. (3) Public colleges may not offer remedial and developmental courses for dual credit. (b) Student Eligibility. (1) A high school student is eligible to enroll in dual credit courses in the eleventh and/or twelfth grade if the student: (A) demonstrates college readiness by achieving the minimum passing standards under the provisions of the Texas Success Initiative as set forth in 4.57 of this title (relating to College Ready and Adult Basic Education (ABE) Standards) on relevant section(s) of an assessment instrument approved by the Board as set forth in 4.56 of this title (relating to Assessment Instrument); or (B) demonstrates that he or she is exempt under the provisions of the Texas Success Initiative as set forth 4.54 of this title (relating to Exemptions, Exceptions, and Waivers). (2) An eleventh grade high school student is also eligible to enroll in dual credit courses that are TSI liable in reading, writing, and/or mathematics under the following conditions: (A) Courses that require reading/writing TSI complete: (i) if the student achieves a Level 2 final recommended score, as defined by the Texas Education Agency (TEA), on the English II State of Texas Assessment of Academic Readiness End of Course (STAAR EOC); or (ii) if the student achieves a combined score of 107 on the PSAT/NMSQT with a minimum of 50 on the reading test; or (iii) if the student achieves a composite score of 23 on the PLAN with a 19 or higher in English or an equivalent score on the ACT-Aspire as determined by ACT. (B) Courses that require mathematics TSI complete: (i) if the student achieves a Level 2 final recommended score, as defined by TEA, on the Algebra I STAAR EOC and passing grade in the Algebra II course; or (ii) if the student achieves a Level 2 final recommended score, as defined by TEA, on the Algebra II STAAR EOC; or (iii) if the student achieves a combined score of 107 on the PSAT/NMSQT with a minimum of 50 on the mathematics test; or (iv) if the student achieves a composite score of 23 on the PLAN with a 19 or higher in mathematics or an equivalent score on the ACT-Aspire as determined by ACT. (C) An eligible high school student who enrolls in a dual credit course requiring TSI completion in reading, writing, or mathematics during their junior year under the STAAR EOC SAMPLE Revised 8/19/2014

18 provisions shall not be required to demonstrate further evidence of eligibility to enroll in dual credit courses in the twelfth grade. (D) An eligible high school student who enrolls in a dual credit course requiring TSI completion in reading, writing, or mathematics during their junior year under the PSAT/NMSQT, PLAN, or Aspire provisions and earns a grade of C or better has demonstrated eligibility to enroll in dual credit courses in the twelfth grade. (E) An eligible high school student who enrolls in a dual credit course requiring TSI completion in reading, writing, or mathematics during their junior year under the PSAT/NMSQT, PLAN, or Aspire provisions and does not earn a grade of C or better must demonstrate eligibility to enroll in dual credit courses in the twelfth grade. (3) A high school student is eligible to enroll in workforce education dual credit courses contained in a Level 1 certificate program, or a program leading to a credential of less than a Level 1 certificate, at a public junior college or public technical institute in the eleventh and/or twelfth grade and shall not be required to provide any additional demonstration of college readiness. (4) A high school student is eligible to enroll in workforce education dual credit courses contained in a Level 2 certificate or applied associate degree program in the eleventh and/or twelfth grade under the following conditions: (A) Courses that require reading/writing TSI complete: (i) if the student achieves a Level 2 final recommended score, as defined by TEA, on the English II STAAR EOC; or (ii) if the student achieves a combined score of 107 on the PSAT/NMSQT with a minimum of 50 on the reading test; or (iii) if the student achieves a composite score of 23 on the PLAN with a 19 or higher in English or an equivalent score on the ACT-Aspire as determined by ACT. (B) Courses that require mathematics TSI complete: (i) if the student achieves a Level 2 final recommended score, as defined by TEA, on the Algebra I STAAR EOC and passing grade in the Algebra II course; or (ii) if the student achieves a Level 2 final recommended score, as defined by TEA, on the Algebra II STAAR EOC; or (iii) if the student achieves a combined score of 107 on the PSAT/NMSQT with a minimum of 50 on the mathematics test; or (iv) if the student achieves a composite score of 23 on the PLAN with a 19 or higher in mathematics or an equivalent score on the ACT-Aspire as determined by ACT. (C) An eligible high school student who enrolls in workforce education dual credit courses contained in a Level 2 certificate or applied associate degree program during their junior year under the STAAR EOC provisions shall not be required to demonstrate further evidence of eligibility to enroll in dual credit courses in the twelfth grade. (D) An eligible high school student who enrolls in workforce education dual credit courses contained in a Level 2 certificate or applied associate degree program during their junior year under the PSAT/NMSQT, PLAN, or Aspire provisions and earns a grade of C or better has demonstrated eligibility to enroll in dual credit courses in the twelfth grade. (E) An eligible high school student who enrolls in workforce education dual credit courses contained in a Level 2 certificate or applied associate degree program during their junior year under the PSAT/NMSQT, PLAN, or Aspire provisions and does not earn a grade of C or better must demonstrate eligibility to enroll in dual credit courses in the twelfth grade. 19 (F) A student who is exempt from taking TAKS or STAAR EOC assessments may be otherwise evaluated by an institution to determine eligibility for enrolling in workforce education dual credit courses. (5) Students who are enrolled in private or non-accredited secondary schools or who are homeschooled must satisfy paragraphs (1) - (4) of this subsection. (6) To be eligible for enrollment in a dual credit course offered by a public college, students must meet all the college's regular prerequisite requirements designated for that course (e.g., minimum score on a specified placement test, minimum grade in a specified previous course, etc.). (7) To be eligible for enrollment in a dual credit course offered by a public college, students must have at least junior year high school standing. Exceptions to this requirement for students with demonstrated outstanding academic performance and capability (as evidenced by achieving TSI college readiness standards on SAT, ACT, or TSI Assessment) may be approved by the principal of the high school and the chief academic officer of the college. Students with less than junior year high school standing must demonstrate eligibility as outlined under paragraph (1) of this subsection. (8) High school students shall not be enrolled in more than two dual credit courses per semester. Exceptions to this requirement for students with demonstrated outstanding academic performance and capability (as evidenced by grade-point average, ACT or SAT scores, or other assessment indicators) may be approved by the principal of the high school and the chief academic officer of the college to a maximum of 15 semester credit hours. (A) Institutions of higher education must have established, written policies in place prior to approving a student to enroll in more than two dual credit courses per semester. (B) A student enrolling in more than two dual credit courses in a semester must pass all courses during that semester with a grade of C or better to continue to enroll in more than two dual credit courses in following semesters. (C) This provision does not apply to students enrolled in approved early college high school programs. (9) An institution may impose additional requirements for enrollment in courses for dual credit that do not conflict with this section. (10) An institution is not required, under the provisions of this section, to offer dual credit courses for high school students. (c) Location of Class. Dual credit courses may be taught on the college campus or on the high school campus. For dual credit courses taught exclusively to high school students on the high school campus and for dual credit courses taught electronically, public colleges shall comply with applicable rules and procedures for offering courses at a distance in Subchapters P and Q of this chapter (relating to Approval of Distance Education Courses and Programs for Public Institutions and Approval of Off-Campus and Self-Supporting Courses and Programs for Public Institutions). In addition, dual credit courses taught electronically shall comply with the Board's adopted Principles of Good Practice for Courses Offered Electronically. (1) A student may not enroll in more than three courses per academic year at a community college if the community college does not have a service area that includes the student's high school, except to the extent approved by the Commissioner of Texas Education Agency. (2) This provision does not apply to students enrolled in approved early college high school programs. SAMPLE Revised 8/19/2014

20 (d) Composition of Class. Dual credit courses may be composed of dual credit students only or of dual and college credit students. Exceptions for a mixed class, which would also include high school credit-only students, may be allowed only under one of the following conditions: (1) If the course involved is required for completion under the State Board of Education High School Program graduation requirements, and the high school involved is otherwise unable to offer such a course. (2) If the high school credit-only students are College Board Advanced Placement students. (3) If the course is a career and technology/college workforce education course and the high school credit-only students are earning articulated college credit. (e) Faculty Selection, Supervision, and Evaluation. (1) The college shall select instructors of dual credit courses. These instructors must be regularly employed faculty members of the college or must meet the same standards (including minimal requirements of the Southern Association of Colleges and Schools) and approval procedures used by the college to select faculty responsible for teaching the same courses at the main campus of the college. (2) The college shall supervise and evaluate instructors of dual credit courses using the same or comparable procedures used for faculty at the main campus of the college. (f) Course Curriculum, Instruction, and Grading. The college shall ensure that a dual credit course and the corresponding course offered at the main campus of the college are equivalent with respect to the curriculum, materials, instruction, and method/rigor of student evaluation. These standards must be upheld regardless of the student composition of the class. (g) Academic Policies and Student Support Services. (1) Regular academic policies applicable to courses taught at the college's main campus must also apply to dual credit courses. These policies could include the appeal process for disputed grades, drop policy, the communication of grading policy to students, when the syllabus must be distributed, etc. (2) Students in dual credit courses must be eligible to utilize the same or comparable support services that are afforded college students on the main campus. The college is responsible for ensuring timely and efficient access to such services (e.g., academic advising and counseling), to learning materials (e.g., library resources), and to other benefits for which the student may be eligible. (h) Transcripting of Credit. For dual credit courses, high school as well as college credit should be transcripted immediately upon a student's completion of the performance required in the course. (i) Funding. (1) The state funding for dual credit courses will be available to both public school districts and colleges based on the current funding rules of the State Board of Education and the Board. (2) The college may only claim funding for students getting college credit in core curriculum, career and technical education, and foreign language dual credit courses. (3) This provision does not apply to students enrolled in approved early college high school programs. (4) All public colleges, universities, and health-related institutions may waive all or part of tuition and fees for a Texas high school student enrolled in a course for which the student may receive dual course credit.
