I know you ve risked so much to start and grow your small business, because I ve stood in your shoes. I ve started three small businesses of my own, including a community business bank that provided capital to other small businesses. This not only strengthened my knowledge of the challenges you face, it also strengthened my resolve to help you overcome those hurdles and succeed. When I started my first business almost 20 years ago, I experienced similar changes to the ones you face today. On any given day, I could be called upon to be my company s human resources director, CFO, COO, or chief sales officer all while competing against larger firms in highly competitive markets. I know you multitask your way through similar days to grow your business and provide good jobs for your employees. My message to you is a simple one: The SBA is here for you, to help you access capital, counseling, contracts, or assistance after a natural disaster. We have dedicated resource partners in every community in America whose job is to make your job easier. They will work with you one-on-one to answer your questions, and they will help you open new doors to new business opportunities. SCORE s 11,000+ volunteer mentors are both working and retired business professionals who are dedicated to providing you with game-changing advice and support. The Guide includes the many resources and programs the Small Business Administration offers aspiring and current small business owners throughout all Small businesses are the heart and soul of America and our communities. They are at the center of our nation s economic vitality, financial strength, job creation and competitiveness in the global marketplace. They make the USA unique and the preeminent economic powerhouse in the world. The SBA is dedicated to serving the 28 million small businesses across this great nation, 3.5 million right here in California. Small businesses make up 99.7% of all employers in the U.S and 99.2% in California. So we know that when small business wins, California wins, and America wins. In SBA s Region 9, nine district offices serve Arizona, California, Hawaii, Nevada, and Guam. Nearly 20% of small businesses in the U.S. are located in these states and account for 21% of SBA lending activity last year in the entire country. Our District Directors and their highly competent teams work closely with our lending and resource partners and community business leaders to help entrepreneurs startup and grow. Our current mission is to build an SBA that is more accessible, inclusive, streamlined and modernized and we are dedicated to helping small businesses prosper through the 3 Cs, along with our disaster loan assistance to homeowners, renters and small businesses during declared disasters. Capital A primary focus for the SBA is to help small businesses get access to capital, especially in our underserved communities. The SBA 7(a) Loan Program reached another lending record in FY 2014 increasing by 12% the number of loans approved (52,044) and by 7.4% in the dollar amount of loans approved (19.19 billion) over fiscal year This year we streamlined our processes for loans less than $300,000, making it simpler for both borrowers and lenders. We also extended fee waivers for FY15 for loans under $150,000 and for Veterans Advantage loans less than $350,000. Contracting the U.S. government is the largest purchaser of goods and services in the world. The SBA works hard with federal agencies to expand contracting opportunities for small businesses, to ensure that they get their fair share. In FY 2014 the federal government reached its small business contracting goal for the first time in eight years, awarding percent in federal contracts to small businesses, totaling $83.1 billion. Counseling We offer training, education, mentoring and one-on-one counseling at our District Offices or with our valued resource partners such as SCORE, Small Business Development Centers, Women Business Centers and Veteran Business Outreach Centers. Classes such as How to Start and Manage a Business, Business Loan Options, Small Business Taxes and Bookkeeping, Business Planning and Marketing Strategies, Harnessing Social Media, Growing Your Business Through Exporting and Federal Contracting are offered regularly to small businesses. Since its founding in 1953, the Small Business Administration has been focused on making sure that entrepreneurs and small business owners have the tools, resources, and relationships you need to do what you do best: grow your business and create jobs. Over the past several years, SBA has streamlined and simplified many of its programs to better serve the small business community. And these changes are making an impact, helping more entrepreneurs access SBA capital, contracting, and counseling programs every day. One example is SBA s CAPLine program, designed to help small businesses meet their shortterm and cyclical working capital needs. SBA took feedback from lenders and small business owners about how to make the program more efficient and effective. As a result, we streamlined the paperwork and allowed banks to use more of their own processes. Since the program has been re-engineered, we are now seeing loan volumes up more than 220 percent. In addition to streamlining its programs, SBA has broadened its outreach efforts, in order to reach entrepreneurs in critically underserved communities, through partnerships with organizations such as the American Association of Retired Persons (AARP) and programs such as Operation: Boots to Business, an ongoing partnership between SBA, its resource partner network, and Syracuse University to offer entrepreneurship training to transitioning military veterans. She recounts in her book, The Plain Truth About Brows, how a photo of her with former President Bill Clinton started her on the path of rehabilitating people s eyebrows. With the help of an SBA guaranteed International Trade Loan funded by Sunwest Bank, she is one step closer to accomplishing that goal. The former White House intern turned reality television writer turned entrepreneur recently received a loan that is allowing her company to formulate recipes for its products and tailor them to specific export markets such as Japan, Norway, Finland, Norway, United Arab Emirates, Australia and the United Kingdom, among others. The company takes variations in skin tone, hair types, local fashion trends, and consumer preferences around the globe into account as it prepares its product formulas, ensuring a successful launch in each different market. The SBA-backed International Trade Loan, which features a higher-thantypical guaranty of 90% as an incentive to encourage lending to small businesses engaged in exporting, will be used to purchase inventory for the company, which has been doubling its growth yearover-year each of the last two years. The loan has also helped the business to hire new employees, such as an executive with experience launching products through large retail chains, and expand its warehouse space. The Small Business Development Centers, vital to SBA s entrepreneurial outreach, have been providing service to small businesses for almost 35 years. The efficacy of the SBDC program has been validated by a nationwide impact study. Of the clients surveyed, more than 80 percent reported that the business assistance they received from the SBDC counselor was worthwhile. The top five impacts of counseling cited by SBDC clients were revising marketing strategy, increasing sales, expanding products and services, improving cash flow and increasing profit margin. More than 40 percent of long-term clients receiving five hours or more of counseling reported an increase in sales and profit margins. The company got its start with the launch of its first product, Brow Boost, a conditioner for over-plucked or naturally thin eyebrows. The product proved to be incredibly popular when it was launched, inspiring Natalie and her husband Bob to design other products, including brow pencils, gels, powders, and eventually its patented Brow Buddy tool, which the company has used to recreate perfect brows in salons across the globe, including its own located in Beverly Hills. Their Beverly Hills salon now pulls double duty as a test kitchen for the business, allowing the owners to try out new products, conduct focus groups and listening sessions, and most importantly, get instant feedback from the stylists and end users that use their products. Area lenders have shown an increasing appetite to finance these types of loans, which can be used by a small business to expand existing export markets, develop new export markets, or even if the business has been adversely affected by import competition and can demonstrate the loan will improve their competitive position. The proceeds from an SBA International Trade Loan can be used for acquiring, constructing, renovating, modernizing, improving or expanding facilities and equipment to be used in the United States to produce goods or services involved in international trade and to develop and penetrate foreign markets; working capital; and possibly debt refinancing, if the debt incurred is eligible. Last year, SBA shattered its record for export financing, supporting some $2.8 billion in export sales nationwide. Any SBA approved 7(a) lender is authorized to underwrite an international trade loan. International trade, especially U.S. export trade, represents an integral part of our nation s economy.
