5 The U.S. Small Business Administration FROM THE ADMINISTRATOR Let s Work Together When I took my oath as the new SBA Administrator I was energized to work on behalf of entrepreneurs like you. I know you ve risked so much to start and grow your small business, because I ve stood in your shoes. I ve started three small businesses of my own, including a community business bank that provided capital to other small businesses. This not only strengthened my knowledge of the challenges you face, it also strengthened my resolve to help you overcome those hurdles and succeed. When I started my first business almost 20 years ago, I experienced similar changes to the ones you face today. On any given day, I could be called upon to be my company s human resources director, CFO, COO, or chief sales officer all while competing against larger firms in highly competitive markets. I know you multitask your way through similar days to grow your business and provide good jobs for your employees. My message to you is a simple one: The SBA is here for you, to help you access capital, counseling, contracts, or assistance after a natural disaster. We have dedicated resource partners in every community in America whose job is to make your job easier. They will work with you one-on-one to answer your questions, and they will help you open new doors to new business opportunities. One of our resource partners is SCORE For the Life of Your Business-, who marks its 50th anniversary this year. SCORE s 11,000+ volunteer mentors are both working and retired business professionals who are dedicated to providing you with game-changing advice and support. You can learn more about SCORE and our other resource partners, Small Business Development Centers (SBDC) and Womens Business Centers (WBC) in the Counseling section of this guide. Our feature article also provides information about leveraging our resource partner network at different points in your small business journey and shares success stories of small businesses like you who have benefitted from SBA resource partner support. To find the location of your nearest SBA District Office or resource partner, visit At the SBA, taking care of business has been our business for 61 years. This agency has been an important force in America s economic recovery, but we re only getting started. We look forward to helping you become the next great American success story. 6 The U.S. Small Business Administration FROM THE REGIONAL ADMINISTRATOR Whether you are starting up or speeding up your business, I hope you will find this Business Resource Guide a handy and useful source of information. The Guide includes the many resources and programs the Small Business Administration offers aspiring and current small business owners throughout all stages of business. Small businesses are the heart and soul of America and our communities. They are at the center of our nation s economic vitality, financial strength, job creation and competitiveness in the global marketplace. They make the USA unique and the preeminent economic powerhouse in the world. The SBA is dedicated to serving the 28 million small businesses across this great nation, more than 3.5 million of those businesses are right here in California. Small businesses make up 99.7% of all employers in the U.S and 99.2% in California. So we know that when small business wins, California wins, and America wins. In SBA s Region 9, nine district offices serve Arizona, California, Hawaii, Nevada, and Guam. Nearly 20% of small businesses in the U.S. are located in these states and account for 21% of SBA lending activity last year in the entire country. Our District Directors and their highly competent teams work closely with our lending and resource partners and community business leaders to help entrepreneurs startup and grow. Our current mission is to build an SBA that is more accessible, inclusive, streamlined and modernized and we are dedicated to helping small businesses prosper through the 3 Cs, along with our disaster loan assistance to homeowners, renters and small businesses during declared disasters. Capital A primary focus for the SBA is to help small businesses get access to capital, especially in our underserved communities. The SBA 7(a) Loan Program reached another lending record in FY 2014 increasing by 12% the number of loans approved (52,044) and by 7.4% in the dollar amount of loans approved (19.19 billion) over fiscal year This year we streamlined our processes for loans less than $300,000, making it simpler for both borrowers and lenders. We also extended fee waivers for FY15 for loans under $150,000 and for Veterans Advantage loans less than $350,000. Contracting the U.S. government is the largest purchaser of goods and services in the world. The SBA works hard with federal agencies to expand contracting opportunities for small businesses, to ensure that they get their fair share. In FY 2014 the federal government reached its small business contracting goal for the first time in eight years, awarding percent in federal contracts to small businesses, totaling $83.1 billion. Counseling We offer training, education, mentoring and one-on-one counseling at our District Offices or with our valued resource partners such as SCORE, Small Business Development Centers, Women Business Centers and Veteran Business Outreach Centers. Classes such as How to Start and Manage a Business, Business Loan Options, Small Business Taxes and Bookkeeping, Business Planning and Marketing Strategies, Harnessing Social Media, Growing Your Business Through Exporting and Federal Contracting are offered regularly to small businesses. To all small business owners and entrepreneurs, thank you for your courage, determination, optimism and ingenuity. We promise to work diligently for small business at every stage to provide more access to the capital, contracting opportunities and counseling assistance you need to start, grow and innovate. Thank you for the opportunity to support your dreams. Kind regards, Donna J. Davis Regional Administrator U.S. Small Business Administration Region 9: Arizona, California, Hawaii, Nevada, Guam 6 Los Angeles Small Business Resource Visit us online:

10 Making the Most of SBA s Resource Partner Network by Paula Panissidi, SBA s Director of Marketing FEATURE As you ve likely read the Counseling Section of this resource guide, you already know that SBA couldn t serve every aspiring entrepreneur and small business owner without the assistance of our resource partners. With approximately 86 SBA District and Branch Offices throughout the country and its territories, our vast network of resource partners expands our outreach capacity twentyfold. In fiscal year 2013, those efforts helped small businesses get more than $4.5 billion in capital infusion, start over 15,000 new companies, and create and/or save more than 68,000 jobs. SBA s resource partner network is comprised of SCORE, Small Business Development Centers (SBDC) and Women Business Centers (WBC). In addition, 16 organizations serve as Veterans Business Outreach Centers through cooperative agreements with SBA s Office of Veterans Business Development. Although each resource partner operates differently, they are all available to assist you with your small business and entrepreneurship needs. Some resource partners have specific areas of expertise or cater to certain audiences, but all provide outstanding individual consulting, training, counseling and entrepreneurial education. We all need different things at different points in our lives, and so, too, it is with a small business. This is why many of the small business success stories we profile are repeat customers of SBA and our resource partner network. They may work with an SBDC for a business plan during their start up, attend a training course or educational series at a WBC, and seek mentorship assistance from a retired business owner at SCORE many years later. At any point in between, they may have worked with their local SBA district office or resource partner to apply for an SBA-guaranteed loan or a small business government contracting program. Each small business owner has his or her small business journey, and SBA and its resource partners are available to help along the way. Take the story of Janell s Gluten-Free Market in Everett, Washington, for example. Instead of jumping head first into the business without any prior experience, business owner Janell Farnsworth reached out to the Washington WBC and the Veterans Business Outreach Center (VBOC) in Seattle. These two SBA resource partners are co-located, which made it easy for Farnsworth to go back and forth between the two, depending on her immediate need. After receiving free counseling and low-cost classes to help her target her efforts in getting the market up and running, the 1,200 square-foot shop opened its doors in Earning top-line revenue and profits each successive year, Farnsworth considered opening a second location and reached out again to the WBC, who helped her develop a business expansion plan. She then attended classes at both the WBC and VBOC to learn about such issues as managing employees, pricing to drive revenue, the benefits of trademarking, and changing a business structure from sole proprietorship to LLC/Corp. Her second location opened in December, Janell s Gluten-Free Market serves a community of shoppers who otherwise would have little or no available alternatives. When Farnsworth encourages other entrepreneurs to take advantage of SBA s resources, the Army captain with 20 years of service emphasizes the value of the classes offered by the SBA and its resource partners, which guided her business decisions and helped her to develop a well-grounded business plan. In closing, we would like to take a moment to recognize a major milestone for one of our resource partners. This year, SCORE celebrates its 50th anniversary. Since 1964, SCORE volunteers have provided mentoring and training support to more than 10 million entrepreneurs and small business owners. That s a number to be proud of, and SBA salutes SCORE and it mentors for their significant support and contributions to the success of this nation s entrepreneurs. 11 SUCCESS STORY Décor Interior Design, Inc. Los Angeles, CA Ronda Jackson Principal Native of Chicago, Illinois Ronda Jackson is a third generation entrepreneur, a mother, a licensed contractor, a certified interior designer and no stranger to hard work. Ronda formed Décor Interior Design at the desk of her day job in 1997 as a sole proprietor, and incorporated her business in Despite the challenges of raising a family and growing a business, Ronda models the successful balance of both. Led by Ronda Jackson, Décor Interior Design Inc. is a Los Angeles-based, SBA 8(a) certified, woman-owned facility resource company specializing in tenant improvements, interior support and grounds maintenance. In the early stages of her business, she operated as a soloprenuer from her bedroom closet. Her residential client list included doctors, lawyers, and vice presidents of Fortune 500 companies who embraced her work ethic and design talent. Unfortunately, good design and quality products were not enough to keep the company going over the course of sixteen years. To keep her business alive after the recession hit, Ronda had to convert Décor Interior Design from a boutique residential design firm. Her combination of skills and talents has afforded her the opportunity to expand her residential portfolio into corporate environments. She started taking on all kinds of work, from designing handicap-accessible bathrooms to office renovations, oncology clinics, interior and exterior painting; carpet care and construction clean up. Décor has evolved into a facility support contractor, primarily for the federal government, that offers interior design, tenant improvement and custodial and grounds maintenance services. Today, Décor Interior Design, Inc. has more than 20 employees, 30 sub-contractors, and has completed projects in eight states. Décor s services and products seamlessly transition from design specification to installation and upkeep. Part of Décor s growth strategy is participation in the SBA s 8(a) program. Access to federal contracts and impeccable past performance has grown her company tremendously. The company s revenue climbed from $335,853 in 2009 to more than $1.1 million projected in 2013, an increase of over 325 percent. Ronda has a passion for people, thirst for knowledge, and the ability to ignite the best in others. A skillset that fairs her well both professionally and personally. Her ambition, perseverance to sustain and maintain, have resulted in continued to growth. To date, Ronda s accomplishments include: Increasing Décor s profitability 250% in the past 12 months Increasing hiring and retention 400% in the past 12 months Negotiating and securing a seven-figure contract with the US Army Corps of Engineers Partnering with Kaiser Permanente as a tier-one vendor Acquiring a GSA Schedule for Comprehensive Furniture Management services Expanding Décor s offering to include specialty construction, custodial services, and facility maintenance. Teaming with other women, minority, and disabled-veteran owned small business to increase capacity Goldman Sachs 10,000 Small Business Graduate NAWBO Peak Leadership Academy Graduate Recognized as a leader in the community, Ronda was nominated for the Women Making a Difference Award in 2013 by the Los Angeles Business Journal and served on the board for the Los Angeles Chapter of the American Society of Interior Designers as Professional Development Director. Ronda s interiors are engaging, innovative, and memorable. Likewise, her community service is empowering, compassionate and inspirational. Ronda makes a significant contribution to the community through youth mentoring, volunteerism, and career counseling to emerging and established professionals. Her passion and value for successful living stimulates the minds, hearts, and actions of women and youth. Her living example to cope with adversity and achieve success has inspired others to start businesses, attain their goals and live their dreams. As founder and lead designer of Décor Interior Design Inc., she has created an expanding enterprise that is committed to service, progressive growth strategies, and philanthropic community endeavors. She has: Mentored teens through community art programs in underserved communities Donated time, design services, and furnishings to several Los Angeles faith-based and non-profit organizations Partnered with community organizations to provide low-income and senior housing projects throughout the Southwest Ronda, a NCIDQ certified and a professional member of the American Society of Interior Designers, studied at the University of California Los Angeles in Interior and Environmental Design. Ronda was also a featured designer on HGTV s Designer s Challenge. The charismatic and dynamic entrepreneur has hurdled obstacles throughout her entire career. Her business model has evolved over the years but one thing has not changed: her firm belief in helping clients, employees, and colleagues achieve their best. She has always focused on listening and working closely to realize the balance of what they want, when they need it, and how she can be of service.
