3 Planning Commission AGENDA NOTES April 7, 2016 A. Call to Order B. Approval of Minutes March 3, 2016 C. Old Business D. New Business 1. Rezoning American Trust Bank of East Tennessee requests rezoning from R-1 Low Density Residential to C-4 Arterial Commercial District Veterans Boulevard (City). Staff would like to see an agreement be secured that provides access off of London Lane and/or a joint access from Veterans with the abutting parcel to the north, and would recommend approval. Refer to staff report and map for full analysis. 2. Rezoning Tennessee State Bank requests rezoning from County R-1 Rural Residential to County C-1 Rural Commercial Bryan Road (Planning Region). Due to the location of these properties in relation to other commercial uses staff can recommend approval. Refer to staff report for full analysis. 3. Site Plan Wallace Surveying Company requests site plan approval for residential office building 1833 Bertie Street (City). This site plan is located on the middle parcel of the three that were passed on third reading for rezoning to C-2 at Monday night s BOMA meeting. Staff is currently working through a few issues with the surveyor, but expect them to be fully resolved prior to Thursday s meeting. Pending these issues being resolved staff would recommend granting approval upon the effective date of the rezoning, 4/9/ Site Plan Brian Peterson requests site plan approval for Dairy Queen Dolly Parton Parkway (City). This site is located on the third outparcel of the Walmart Neighborhood development which fronts on Dolly Parton Parkway. This site plan meets regulations and staff can recommend approval. E. Staff Reports Discussion of Zoning Ordinance rewrite F. Adjournment
4 PLANNING COMMISSION MINUTES March 3, 2016 The regularly scheduled meeting of the Sevierville Regional Planning Commission was held at the Civic Center, 130 Gary Wade Blvd., Sevierville, Tennessee on Thursday, March 3, 2016 at 5:00 P.M. There were present and participating: MEMBERS PRESENT Lyle Overbay, Chairman Jim Arwood, Vice Chairman Bryan Atchley, Mayor Wayne Helton Daryl Roberts Vincent Snider MEMBERS ABSENT Conley T. Murrell, Secretary STAFF PRESENT Pam Caskie, Development Director Judi Forkner, Senior Planner Dustin Smith, Planner/Recording Secretary Butch Stott, Codes Enforcement Director Bob Parker, Parks and Recreation Director Chairman Overbay declared a quorum present and announced the meeting would proceed. APPROVAL OF MINUTES A motion was made by Mr. Snider, and seconded by Mr. Roberts, to approve the minutes from the February 4, 2016 meeting. The motion passed with a unanimous vote. OLD BUSINESS None NEW BUSINESS
5 SUBDIVISION W.C. WHALEY INC REQUESTS FINAL PLAT APPROVAL FOR THE GREEN GABLES TOWN HOMES ALLENSVILLE ROAD (PLANNING REGION). Staff Recommendation Ms. Caskie explained that this is a three lot subdivision with proposals to construct duplexes on the two lots fronting on Conley Drive and an apartment complex on the lot fronting Allensville Road. She explained that access to the parcel fronting on Allensville Road will be granted from the adjoining parcels ingress and egress access easement as referenced in a note on the plat. Staff recommended approval. Action Taken A motion was made by Mr. Snider, and seconded by Mr. Arwood, to grant final plat approval. The motion passed with a unanimous vote. SITE PLAN CIVIL AND ENVIRONMENTAL CONSULTANTS, INC REQUESTS SITE PLAN APPROVAL FOR PARKWAY SHOPS 1185 DOLLY PARTON PARKWAY (CITY). Staff Recommendation Ms. Caskie explained that this is a proposed site plan for an approximately 11,200 square foot shopping strip that will be located on the larger outparcel of the Walmart Neighborhood development. She explained that a landscape plan is still to be submitted, however the calculations of the requirements have been performed and noted on the plat. Staff recommended approval subject to the submission of the landscape plan. Action Taken A motion was made by Mr. Arwood, and seconded by Mr. Helton, to approve the site plan subject to submission of a landscape plan. The motion passed with a unanimous vote. CONSIDER FOR RECOMMENDATION LOCAL PARKS & RECREATION FUND PROJECT AND RECREATION TRAILS PROGRAM PROJECT WEST PRONG GREENWAY. Staff Recommendation Mr. Parker explained that these grants are for projects to extend the greenway trail and install lights along the trail. He explained that the City is eligible for both grants but cannot be accepted by both and therefore would apply for both with the idea of accepting whichever one was of greater value. Staff recommended approval. Action Taken A motion was made by Mr. Roberts, and seconded by Mr. Snider, to approve the efforts to seek grant funds for the two projects. The motion passed with a unanimous vote. Page 2
6 STAFF REPORTS Ms. Caskie discuss the progress of the zoning ordinance rewrite project, and reviewed proposed district classifications and uses. Ms. Caskie also announced a training class sponsored by ETDD and conducted by TDOT regarding the relationship between transportation and land use. Exhibits: Map attached Request Rezoning of acres +/- from R-1 (Low Density Residential) to C-4 (Arterial Commercial) Background This property is on the northwest corner of the intersection of London Lane with Veterans Boulevard (Blanton Drive intersects with Veterans Boulevard on the east), and has 540 of frontage on Veterans Boulevard, 540 +/- on London Lane to the south, and 680 +/- on London Lane on the west. The property is vacant and increases in elevation on its north and west boundaries. The intersection of Veterans Boulevard and London Lane is signalized, water lies along the northside of London Lane, and sewer lies at the southwest corner of the intersection of London Lane with Veterans Boulevard. The property to the east across Veterans Boulevard is zoned R-1 (Sevierville Elementary School), properties to the west are zoned R-1 (single-family homes), the property to the north is zoned R-1 (vacant), and the property to the south across London Lane is zoned C-4 (vacant). Staff Comments If rezoned, the topography of the property and the fact it has frontage on both Veterans Boulevard and London Lane will require careful siting of buildings, parking, and points of ingress/egress. As noted in staff s comments related to recent requests to rezone property on Veterans Boulevard (State Road 449), this road is viewed by TDOT as an important link in the State s regional transportation system. TDOT is presently studying this corridor with the City and with the City of Pigeon Forge, and the citizen and staff committee assigned to review growth and development issues in the East Sevierville Planning Area as part of the zoning ordinance rewrite project will also include this corridor in its study efforts. The purpose of these study efforts is to examine how growth and development along the corridor can be accommodated while assuring the travel efficiency of this corridor is maintained over time. Public Comments None to date. Staff Recommendation Provided that agreement is secured to provide access off of London Lane and/or a joint access with the property to the north (at the existing margin cut), the Staff can recommend rezoning of this property to C-4.

Current Zone: County R-1, Rural Residential Requested Zone: County C- 1, Rural Commercial Number of Lots: 2 lots Current Use: Vacant Proposed Use: Commercial Notification: County will provide notice in accordance with Sevier County Planning Department policies and procedures Exhibits: Map attached Request Rezoning of 4.9 ac. +/- from County R-1 (Rural Residential) to County C-1 (Rural Commercial) Background These properties are, adjacent to Bryan Road, the western boundary of which is the City limits, and north of Douglas Dam Road. Bryan Road is a County road that serves as a secondary access for nearby Kodak United Methodist Church and Bryan s Crossing shopping center. Parcel has 430 +/- frontage on Bryan Road, and Parcel has 140 +/- of frontage on Bryan Road, and 565 +/- on Douglas Dam Road. Parcel increases in elevation from Douglas Dam Road to the point it joins Parcel The center portion of Parcel is lower in elevation than the northern and eastern portions of the parcel, and both properties will likely require some cutting/filling to prepare for commercial use. Properties to the north (single-family home), east (agricultural and residential), and south (vacant with access to a portion of Swaggerty Sausage complex) of this property are zoned County R-1. Properties to the west are inside the City are zoned C-3 (church) and C-4 (singlefamily home and mini-storage buildings). There are City and Shady Grove Utility District waterlines in the general vicinity, and the City sewer line runs along Winfield Dunn Parkway, but is not presently available to this property. Staff Comments These properties lie on or in close to proximity to a state highway and a mix of residential and commercial uses. The County R-1 classification permits a variety of housing types, as well as a mix of community commercial uses. Public Comments None to date. Staff Recommendation Due to location of these properties in relation to other commercial uses staff can recommend approval.

All signs, pavement markings, and other traffic control devices shall conform to the FHWA manual on uniform traffic control devices, and handicapped signing shall meet Tennessee disabled parking regulations. 2. All pavement markings shall be four (4) inches wide solid white unless indicated otherwise on the drawings. All handicap parking stalls to be blue striping. 3. A minimum clearance of two feet shall be maintained between the face of curb and any part of a sign or light pole. HC signs in sidewalk shall have 3' min. clearance for HC accessibility. 4. Contractor shall furnish and install all pavement markings as shown on the plans. 5. Contractor shall coordinate installation of all signs, pavement markings, and other traffic control devices with other contractors on site. 6. Contractor shall saw-cut to provide smooth transitions at tie-ins to to existing edges of pavement. 7. Joints or score marks are to be sharp and clean without showing edges of jointing tool. 8. All concrete for curbs, sidewalks & pavement shall be class a 4000 p.s.i. Items on City/County row shall be 4000 p.s.i. unless otherwise noted. 9. Contractor shall saw-cut tie-ins at existing curbs as necessary to ensure smooth transitions.
