4 PREFACE I welcome you to the new edition of Turkish Partnership for Peace Training Center course catalogue. The Turkish Partnership for Peace Training Center was inaugurated on 29 June 1998 and has the honor of being the first recognized (recognized in 1999) partnership training center by NATO. In its 16 years of history, PTC-TUR has provided an extensive support to NATO partnership initiatives and further has contributed significantly to the enhancement of partnership spirit and military cooperation efforts in accordance with the Turkish General Staff and NATO principals and priorities. PTC-TUR continues to be a meeting point for NATO, NATO Partners and other UN members. We have reached up to a total of military and civilian participants from 91 different countries (NATO, PfP, MD, ICI, PatG and UN) through the successful conduct of 385 resident courses, 14 seminars and 63 mobile training activities so far. As a justification of our quality approach PTC-TUR has been awarded NATO Quality Assurance Unconditional Accreditation Certificate as of 17 January 2014 which is effective until 17 January Among 28 Partnership Training Centers only two centers have had this certification so far. With the awarded Quality Assurance Accreditation, it has been assured that PTC-TUR s organizational process and procedures meet the education and training quality assurance standarts developed by NATO. The increasing interest respected to our center in the recent years, which leads to the creation of new cooperations, has been a challenge but an organizational pride as well. As the customer satisfaction is of highest priority for our organization, we are working closely with our national and international partners in order to meet the demands at the maximum level. In this respect, we have planned 17 resident courses and 6 mobile training activities for The staff of the PTC-TUR are dedicated to providing our participants qualitative training and education with a team of highly qualified experts, lecturers, instructors and prominent guest speakers from national and international military/civilian organizations and universities. Our participants will also find the opportunity of taking part in field trainings at different military units in Turkey. There will be visits to military and governmental organizations at some courses. Besides the education and training activities, our participants will be offered to participate in special tours to unique historical and cultural places. I believe 2015 planned activities will help enhancing NATO s partnership spirit and contribute to the regional and global peace. 5 History As a follow-up of 1994 NATO Brussels Summit Turkey decided to establish a PfP Training Center and declared its decision at the Euro Atlantic Partnership Council (EAPC) meeting in Sintra/Portugal on 30 May Turkish PfP Training Center was inaugurated on 29 June 1998 with an international opening ceremony and recognized by NATO on 12 February Since its establishment PfP Training Center has been actively contributing to Partnership initiatives by conducting courses, mobile training activities and seminars for the members of. NATO, PfP, Mediterranean Dialogue (MD), Istanbul Cooperation Initiative (ICI), Partners across the Globe (PatG) and countries that Turkey has bilateral relationship. 11 Education and Training Methods Academic courses are conducted in the center while practical/technical courses which require field applications and special expertise support are conducted by the respective Army, Navy, Air Force, Gendarmerie and Coast Guard training centers and units of Turkish Armed Forces on behalf of the center. 11

15 GENERAL REMARKS FOR THE COURSES Language proficiency All courses are conducted in English. Participants have to fulfill the following standards in English, as described in STANAG Accommodation All participants will be accommodated at the Officers' Club unless otherwise requested by the participants. Medical Care There are no medical facilities except emergency either at the Training Center or at the Officers Club. All sicknesses or accidents will be referred to civilian medical facilities at your own expense. Therefore, all participants are advised to have a medical insurance. In case of any medical care requirement after duty hours, you may directly report to Duty Officer at Training Center. Registration Individual application to courses is inadequate for acceptance. Applications should be made via authorized bodies. Registrations should be sent to POC no later than two weeks prior to the course. Those personnel also will be responsible to cover international transportation, meal and accommodation expenditures. Course fee and administrative fee are paid in cash during the course. All participants are advised to have a credit card with them. The participants from those countries which are not parties to NATO/SOFA and/or PfP/SOFA or which do not have any bilateral Military Training and Cooperation Agreement with the Republic of Turkey shall be treated in accordance with Turkish Domestic Legislation during their stay in Turkey. 15

LEARNING OBJECTIVES; Upon completion of the course the participant should; 1. Define LOAC applications, source and legal aspects of the use of Armed Forces, 2. Apply the integration of the LOAC concepts and principals into military operations in generic exercises, 3. 20 ACT-455 STAFF OFFICERS LOGISTICS ORIENTATION COURSE May 2015 TRAINING CENTER : PfP Training Center Ankara / TURKEY Phone : /120 Fax : AlM The main purpose is to train participants on NATO s logistics organization, operations, functions, the new concept/strategy and have them preared for probable NATO-led PSO missions or for the staff currently holding logistics positions to advice and guidance to NATO and partner Commanders on current NATO logistics policy. 21 ACT-297 BORDER SECURITY AND CONTROL COURSE October 2015 TRAINING CENTER : PfP Training Center Ankara / TURKEY Phone : /149 Fax : AlM The aim of the course is to prepare the participants for commanding and staff missions/duties with the provided knowledge on the principles of border security and management, border security at customs, national and international cooperation, human rights and refugee management. The course also empowers the participants with study visits to the different border security organizations of the host nation. 29 TU-535 UNITED NATIONS MILITARY OBSERVER (UNMO) COURSE 25 May-12 June 2015 TRAINING CENTER : PfP Training Center Ankara / TURKEY Phone : /123 Fax : AlM The aim of the course is to prepare officers for Military Observer Missions under the UN mandate in any part of the world. The course also empowers the participants to get the skills they need with the seven-day field training. LEARNING OBJECTIVES ; Upon completion of the course the participant should; 1. Be familiar with the UN mission, organization, Standard Operating Procedures (SOPs), staff duties, legal status of UN military observers, peacekeeping operations, 2. Manage negotiations, media handling, stress management, cultural diversities, 3. Be familiar with the equipments, weapon systems recognition, map reading, Global Positioning System (GPS), communication and radio procedures, UN reporting system, 4. Understand and apply first aid, field hygiene and sanitation, 5. Establish and run observation posts, check points, patrols, shelters and vehicle checks, 6. Be aware of human rights, human trafficking, gender and child abuses, child protection, vulnerable groups, Disarmament, Demobilisation and Reintegration (DDR), 8. Understand the UN norms of conduct, particularly regarding the prohibition of sexual exploitation and abuse, and standards of behavior required of them, and also be aware of the consequences of mis conduct, their duties and responsibilities to report misconduct and the mandate of key entities to address conduct and discipline issues. 38 Pre-Deployment Training Turkish PfP Training Center conducts Pre-Deployment Training to the personnel assigned to temporary/permanent staff positions and military attaché posts abroad. Courses are not scheduled, but conducted on request. Fax : kko10@tsk.tr, kko1@tsk.tr AlM The aim of the course is to teach military free fall techniques, tactics and procedures in order to train Military Free Fall Parachutists for Turkish Armed Forces and Allied Armed Forces personnel. LEARNING OBJECTIVES; Upon completion of the course the participant should; Be able to jump from high altitude, navigate and land as a group to a predetermined landing zone in day and night. Be able to demonstrate the skills required for military free fall insertion (HALO/HAHO) in a military scenario. REMARKS 1. Duration: 6 weeks (consists of 2 weeks Ground Training Phase and 4 weeks Jump Phase). * During Ground Training Phase, participants are trained approximately 60 minutes in vertical wind tunnel, * Jump Phase is designed to improve the participants from basic individual skills to HALO/HAHO jumps in day time and night. During this phase; Basic level administrative free fall jumps, combat equipment jumps, jumps with Oxygen Support System, High Altitude High Opening (HAHO) jumps and High Altitude Low Opening (HALO) jumps, Tactical level individual and mass exit jumps are performed, 2. Seat Allocation: Up to 30 participants (national and international). 3. The course is open to NATO, PfP, MD, ICI and Partners across the Globe (PatG) members and countries that Turkey has bilateral relationship participants from 5 partner and allied countries attended the first course in Prerequisites: Participants should be 40 years old or younger. Participants can not exceed 120 kg weight. Participants reporting to the course must provide; A medical report stating that The participant is medically suitable for air operations, which must be approved by at least two flight surgeons and one dentist/dental surgeon NLT three months prior to the course starting date, A current HALO Physiological Training Report, 6.
