2 BACKGROUND The Metropolitan Park and Recreation District, doing business as The Great Rivers Greenway District ( the District ), is a multi-jurisdictional special park district serving as a political subdivision of the state of Missouri. The District was created in 2000 through a public referendum in the City of St Louis, St. Louis County, and St. Charles County. Great Rivers Greenway District is making the St. Louis region a better place to live by developing the River Ring, a 600-mile system of interconnected greenways, parks and trails. Through this effort, the District works to provide active transportation alternatives, preserve nature, improve health and increase the economic vitality of the St. Louis region. More information on the District can found online at The District is hosting numerous events on greenways throughout the region and other indoor or outdoor spaces over the next three years. The District has issues this Request for Proposals (RFP) for Event Waste Management Services. The District is seeking submissions from qualified professionals to develop a prequalified list of vendors for event waste management over the next three (3) years until August 31, The District seeks individual firm and/or team submittals. If a firm is unable to perform the full scope of services as listed below, the firm may subcontract with other firms to f orm a team that is able to perform the full scope of services. Firms choosing to respond as a team should include all information as outlined in the instructions contained in this document. Proposals are welcome from firms competent in waste management services for events comparable to those hosted by the District in the St. Louis metropolitan area. District staff will negotiate and recommend a contract for Event Waste Management Services to be authorized by the District s Board of Directors with the selected Event Waste Management consultant. SCOPE OF SERVICES Typical Waste Management services for the District s events include, but are not limited to the following: Pre-event consultation with District, vendors, volunteers and event services consultant to develop strategy for minimizing event waste sent to landfills (including recommendation of types of disposable materials used by vendors) Delivery and pickup of waste collection equipment and supplies Provide logistic support for placement and access of waste collection equipment Implement waste management strategy during event o Manage onsite recycling, composting and trash collection efforts o Manage staff and volunteers assisting with implementation of waste management strategy o Monitor recycling, composting and trash bins and change out bags as necessary

3 o Haul waste to appropriate collection area as bags are filled o Sort recycling, compostables and trash within appropriate guidelines and staff safety for greater rate of diversion o Coordinate with vendors onsite Conduct site restoration (ground sweeping) at conclusion of event Promote event as appropriate through logo placement and social media Provide a post-event report including landfill diversion date and recommendations for improving waste management at the event for the future INSTRUCTIONS FOR PREPARING PROPOSALS General Provisions Any contract awarded as a result of this RFP will be awarded without discrimination on race, color, religion, age, sex, sexual orientation, or national origin. Prospective consultants shall assure the District that they will comply with The Americans with Disabilities Act of 1990 and Revised ADA Regulations Implementing Title II and Title III, which prohibits discrimination on the basis of disability, as well as all applicable regulations and guidelines issued pursuant to the ADA (42 U.S.C et seq.) and 2010 ADA standards for Accessible Design. Minority and Women Business Enterprise Policies It is the policy of the District that minority and women-owned businesses shall have the maximum opportunity to participate in the performance of contracts utilizing District funds. Minority and Women Business Enterprise goals of 25/5% have been established by the District; i.e. 25% of the total contract amount to be awarded to Minority Business Enterprises (MBE) and 5% of the total contact amount to be awarded to Women Business Enterprises (WBE). It is the prospective consultant s responsibility to make a sufficient portion of the work available to sub-contractors to meet the goal, consistent with the availability and capacities of MBE and WBE firms. The District reserves the right to negotiate contract participation with qualified respondents. Proposed MBE/WBE firms either as prime consultants or sub-contractors, must be certified by one or more of the following agencies on or before the date of the submission of qualifications: Missouri Division of Purchasing and Materials Management City of St. Louis: Disadvantage Business Enterprise Program St. Louis Minority Business Council

One page letter of interest that includes a synopsis of qualifications of the firm and the primary contact. Please clearly state the individual representing the contractual authority of the firm on the proposal. 2. Profile of firm including number of employees, location, and relevant experience working on similar projects within the last five (5) years. Provide a brief description of the firm participating in this proposal and its ownership structure. For business enterprises, indicate percentage ownership by women and minorities. 3. Describe the firm s experience in event waste management projects. Recent project experience for outdoor events in parks or other outdoor public spaces in the St. Louis region is particularly relevant. 4. Resumes of no more than four (4) key staff members identified by the firm as having a major role in this project and their qualifications. Resumes may not be longer than two pages, double sided per person. 5. Include fees for overhead and profit; estimated reimbursable or in-kind expenses; and a fee schedule with hourly rates for all job titles anticipated with this project. 6. Project descriptions for three (3) recent projects where your firm conducted waste management services for the event, performed by the firm within the last five (5) years. Provide the name of the client (include contact information), description of services provided, key personnel involved, year the project was completed, and cost. It is acceptable if the projects were for the District. 7. Acknowledgment of intent to make a good faith effort to achieve compliance with the District Minority and Women Business Enterprise Policies. 8. Disclose any material agreements, relationships, or employment your firm or team members has with Great Rivers Greenway, any engineering, planning or design firm or contractors currently working on the project, government agency or other person or entity that is involved with this project that may create a conflict of interest or the appearance thereof.

5 9. Include (as an appendix) copies of your firm s most recent Equal Opportunity form (EEO-1) and Affirmative Action policies, if applicable. SELECTION PROCESS AND CRITERIA Process and Criteria District staff will assemble a review committee to evaluate all responses to the Request for Proposals. Interviews may be scheduled. The basis for evaluating consultants for Event Waste Management Services shall include the following: Qualifications to perform the work outlined Qualifications of personnel to manage project Demonstration of ability to perform projects comparable in scope and complexity Demonstration of good faith efforts to achieve compliance with the District s Minority and Women Business Enterprise goals References from owners on comparable projects Fees for overhead and profit Reimbursable or in-kind costs The committee may contact any or all respondents to clarify submitted information. Firms will be notified in writing via electronic mail ( ) or letter once the committee has reviewed all materials, selected a candidate, conducted due diligence and negotiated a scope and fee with a recommended consultant. Important Considerations The District reserves the right, at its sole discretion, to 1) reject any or all submittals when, in its opinion, it is determined to be in the public interest to do so, 2) waive minor informalities of a submittal, 3) cancel, revise, or extend this solicitation, 4) request additional information which the District deems necessary, 5) negotiate jointly or separately with individual firms with respect to any or all elements of this request. This Request for Proposals does not obligate the District to pay any costs incurred by any respondent in the submission of proposal or in making necessary studies or design for the preparation thereof, or for procuring or contracting for the services to be furnished under this request for proposals. The District will give preference to firms located in the District (St. Louis City, St. Louis County and/or St. Charles County) and secondly, in the State of Missouri, when other considerations are equal.

It shall be the responsibility of the respondent to insure their submittal has been received by the District prior to the deadline date and time. It should not be assumed by the respondent that their Proposal envelope sent by US mail, UPS, FedEx or any other currier will be in the correct hands by the Proposal deadline. Be sure to mark the outside of the submittal envelope with the appropriate project manager name and project name.
