1 SINGAPORE CHESS FEDERATION SELECTION & TRAINING GUIDELINES The High Performance (HP) Committee 2015/2017 of the Singapore Chess Federation (SCF) comprises: High Performance Committee: Chairman: John Wong Fan Kong, Vice President Member: Tony Tan Teck Leng, Council Member Appeals: Lau Aik Soon Leonard (President), Tan Tian Wah, Jasmin Nisban (Treasurer) 1. INTRODUCTION 1.1 The HP (High Performance) Committee is appointed to oversee the execution of these guidelines. 1.2 While regularly keeping up to date with key developments, the HP reserves the right to amend the Selection Guidelines content at any time and without prior notice. The Selection & Training Guidelines are archived at the SCF website. 1.3 The following guidelines apply for selection to represent Singapore in SCF sanctioned international competitions (refer Annex A). Requirements include: a. Being a Singapore Citizen or Singapore PR b. Being a member of the National Training Program (NTP) c. Attaining minimum attendance during NTP during training d. Attained performance requirements in past tournaments e. Having participated in at least the last edition of the National Championship or National standard event (National Age Group or SG Amateur) for the last 12 months prior to the event. 2. QUALIFICATION FOR NATIONAL TRAINING PROGRAMMES (NTP) 2.1 The NTP comprises the following: a. National Junior Squad - Development Squad (NJS - DS) Players below FIDE rating 1601 (standard chess) b. National Junior Squad - High Performance Squad (NJS - HP) 1

2 2.2 Players will qualify for the NJS based on any of their performance in National Age Group Championships (NAG), National Schools Individual Championships (NSI) or Singapore Amateurs as set out in the following table: National Schools Individual National Age Group Current year Singapore Amateurs Current Year NJS Development Squad 5 points out of 9 rounds 4 points out of 8 rounds 4.5 points out of 9 rounds 3.5 points out of 9 rounds NJ High Performance Add 1 pt to score Add 1 pt to score Add 1 pt to score The National Schools Individual (NSI) results of the current year shall only be applicable for qualifying into the NJS Term 1 for the following training year. Therefore in the case of 2016, the NSI results of 2015 can be used to qualify the player till the end of Term 1 of

4 2.3 The National Squad comprises: a. Men s Squad b. Women s Squad 2.4 The HP Committee reserves the right to exercise final discretion in the selection of players for the NTP. 3. NATIONAL TRAINING PROGRAMME (NTP) 3.1 The National Training Programme (NTP) are planned and executed under the supervision of the High Performance Committee. 3.2 The NTP shall be conducted by SCF Accredited Trainers under the supervision of the SCF National Coach / Technical Director. 3.3 All trainees shall strictly comply with the NTP. Training shall be conducted at least once a week. 3.4 Trainees regardless of ability, age, and gender will be grouped according to FIDE ratings upon point of entry. 3.5 Selected trainee for specific international competitions are required to attend precompetition training. 3.6 Players who are absent from any NTP session due to illness must provide a valid medical certificate. Players who wish to be excused with approved absence from any NTP session must submit their requests to the National Coach in writing. The National Coach reserves the right to exercise final discretion in dealing with any such requests. 3.7 NATIONAL JUNIOR DEVELOPMENT Training is held once a week at SCF premises and players assigned into classes by age. Each training shall last 3 hours program for each session is as follows: 1 Theory section 45 mins 2 Break and game prep 15 mins 3 Game play 60 mins each 2 hours Theory topics shall be announced at the start of each term. 4

5 3.8 HIGH PERFORMANCE Upon qualification to the High Performance group, the player is allocated into the various groups depending on his age and rating. For those who possess a FIDE standard rating, they will be assigned the groups in their rating band. 6 Training is held twice a week at SCF Premises, with a game played Saturday at SportsHub from 2.30pm to 6.30pm based on 90 mins + 30 sec increment from move 1. All game scores should be submitted to the National Coach for record. Games should also be sent via pgn, ed to the National Coach. The National Coach shall determine the syllabus and prepare worksheets for each member of the squad. Based on the performance in ratings, players can be promoted or relegated at the end of the training term. 3.9 MEN S / WOMEN SQUAD For specific events such as SEA Games or Chess Olympiad, the National Coach shall determine the schedule of training. 4. REPRESENTING SINGAPORE IN SCF SANCTIONED INTERNATIONAL COMPETITIONS 4.1 The selection of representatives for international competitions shall be based on either nominations by HP, applications by NTP trainees or on applications by SCF members, as set out in Annex A. 4.2 A trainee may be considered for selection to represent Singapore in FIDE (World Chess Federation), ACF (Asian Chess Federation), SNOC (Singapore National Olympic Council), SportsSG (Sports Singapore), SDSC (Singapore Disability Sports Council), and MOE sanctioned events, based on the requirements set in para 1.3. Each shortlisted trainee shall present his/her player s performance card (Annex B) which indicates Name Age FIDE rating List of past tournaments played and performance at the tournament Attendance in training Attitude Discipline For SEA Games selection, players must be Singapore citizens and participate in 1 ASEAN region event. For other multi-sports Games selection, players must participate in 1 event held in Asia. 6

7 For Olympiad team selection, priority goes to participants who have played in the last edition of the National Championship. Remaining slots not filled may be chosen from a selection tournament, or ranking done based on player s performance record. 4.3 Players with FIDE rating 2300 and above (standard chess) and Women players not in the NTP with FIDE rating 1800 and above (standard chess) may be considered for selection provided they have played at least 18 FIDE rated games in the preceding 12 months prior to the date of application for consideration. 4.4 Juniors aged 16 and above, who are not in the NTP, may apply to participate in SCF sanctioned international competitions, subject to the following criteria: a. Submit their performance card with the above details listed in 4.2. They shall be ranked along the others in the NTP trainees. b. Participated in at least 1 of the National standard chess events, ie National Age Group, National Championship or SG Amateur. c. Played an additional 9 FIDE rated standard games in the preceding 12 months prior to the date of application. 4.5 For key international competitions, SCF may allocate subsidies/incentives at its discretion. 4.6 All players applying to participate in SCF sanctioned international events will be responsible for all related expenses. Additionally, they are required to submit by all their games (in single pgn or cbv format), played using standard time controls, and preferably annotated, to the National Coach, not later than ten days after the end of the last round. 4.7 All players representing Singapore in SCF key and sanctioned international events will be required to sign the Player/Accompanying Person Agreement (PPA). For players below the age of 16 as at 15 th January, their parents or legal guardians shall also be required to co-sign the PPA (See standing orders Player Accompanying Person Agreement). 5. DISCIPLINE 5.1 Members of the NTP shall comply with all the conditions set out in the SCF Code of Conducts & Ethics (Annex C). 5.2 Members of the NTP and players selected for international competitions shall maintain a high level of discipline and professionalism, both during training and participation in any competition, failing which disciplinary action will be taken 7

8 5.3 Players selected for SCF key international competitions are bound by the Anti-Doping Rules of FIDE/SSC (See Standing Orders - Anti-Doping Rules). 5.4 DRESS CODE All players under the NTP shall be adorning the NJS apparel during training and competition. Pants and shoes are to be worn over the NJS T Shirt or Jacket when attending SCF events. 6. APPEALS 6.1 The SCF appoints the HP Appeals Committee to deal with appeals on selection matters. Decisions of the HP Appeals Committee are final. 6.2 All appeals shall be submitted to the HP Appeals Committee in writing within 3 days after publication of selection on the SCF website. Grounds of the appeal shall be set out in writing, and the HP Appeals Committee reserves all rights to request further explanation or documentary evidence for submission within a prescribed time period, and if such a request is not satisfactorily complied with, the appeal shall be rejected END OF GUIDELINES
