3 Empowered by the Equal Opportunities (Persons with Disability) Act On the 10th February, 2000, KNPD was officially constituted, after the House of Representatives passed a unanimous vote that enacted Act I of 2000, the Equal Opportunities (Persons with Disability) Act.
4 Empowered by the Equal Opportunities (Persons with Disability) Act The Kummissjoni Nazzjonali Persuni b DiŜabilità (KNPD) commits itself to achieve: an inclusive society equal opportunities in all aspects of life a quality of life of high standard the elimination of all forms of discrimination (direct, or indirect) to provide help and support according to need.
5 KNPD Roles and Functions Monitor the implementation of the Equal Opportunities Act Protect, promote and monitor the UN Convention on the Rights of Persons with Disability Investigate cases of discrimination Coordinate work in the disability sector Raise awareness about disability issues
6 KNPD Roles and Functions Work in collaboration with disabled people and their representative organisations. Conduct investigations and research Monitor services provided for disabled persons Provide some services itself Propose policies in the disability sector Ensure mainstreaming of disability issues
7 The Equal Opportunities (Persons with Disability) Act The Equal Opportunities Compliance Unit investigates cases of discrimination according to the Equal Opportunities (Persons with Disability) Act KNPD is empowered to: investigate alleged acts of discrimination on the basis of disability, against governmental, parastatal and private entities, including the Church and unions carry out discussions with all parties concerned attempt to reach an amicable and reasonable conclusion, or to as a last resort to take the case before a Tribunal, or Court.
8 The UN Convention on the Rights of Persons with Disabilities KNPD has the role of independent mechanism, to promote, protect, and monitor the UNCRPD Malta has signed the UNCRPD and the Optional Protocol on the 30 th March, 2007 Malta ratified the Convention and the Optional Protocol on the 10 th October, 2012
9 The UN Convention on the Rights of Persons with Disabilities ARTICLE 1 Definition of Disability Persons with disabilities include those who have long-term physical, mental, intellectual or sensory impairments which in interaction with various Barriers may hinder their full and effective participation in society on an equal basis with others.
10 Policy and Research KNPD has proposed policies, carried out research and drawn up relevant reports and documents in the following areas: Independent Supported Living Inclusive Education Employment Day Services Self-Advocacy for Persons with Intellectual Disability It also collaborates with other entities on issues such as; Health services Tourism (with the Malta Tourism Authority) Disability Studies (with the University of Malta) It has also published a comprehensive report on Working Towards the Implementation of the UNCRPD in Malta
11 Awareness Raising Work related to awareness raising includes among others: Disability Equality Training (2812 participants in 2012) Wenzu Dalli Resources Centre (1527 members) Disabled Persons Week (3 to 10 December) Publications in accessible formats Development of website, Facebook page and Twitter account Participation in television and radio programmes and publication of newspaper articles and interviews Organisation of seminars and conferences and other events Participation in activities held by other entities
12 The European Union KNPD is represented on the European Commission s Disability High Level Group and attends its meetings in Brussels It also takes part in the annual UNCRPD Work Forum and Disabled Persons Parliament organised by the European Commission in Brussels KNPD is also an observer member of the European Disability Forum Member on the Equinet network of European Equality Bodies

15 National Register of Persons with Disability Applicants fill in a questionnaire dealing with the medical and social aspects of disability Registration is voluntary Only statistical information is used Use of the National Register Service is made under conditions drawn up by KNPD Strict confidentiality is always maintained
16 Special Identity Card The SID enables one to qualify for different benefits and services, a list of which is available from: The KNPD Secretariat A printed booklet entitled Service & Benefits for Persons with Disability Or from the KNPD website (
17 Assistive Apparatus Fund Provides up-to-date information about assistive apparata for disabled persons available locally and internationally Advice is given by trained professionals who recommend apparata based on personalised assessments Financial assistance is provided to assist in the purchase of specialised equipment Assistance is provided on a needs basis VAT refunds on the purchase of ICT equipment and electronic wheelchair batteries.
18 Wenzu Dalli Resource Centre Is situated at the KNPD premises in Santa Venera. Everyone may avail themselves of the services of the resource centre Open during office hours Contains books, journals, video tapes and some electronic material An electronic catalogue of acquisitions is maintained and is accessible from the KNPD website.
19 Pektur Programme Continuing Education, Research and Development Programme This service offers limited financial assistance to (disabled and non-disabled) people who wish to undertake: Further &/or continuing studies To carry out research To organise training programmes To produce publications in different media Or to participate in activities considered a priority Assistance is given on the basis of issues which KNPD declares as priority areas. All decisions are taken by an autonomous board
20 Pektur Programme Speak Out! Courses organised for disability activists and/or their family members Basic training in disability issues and media skills (TV, radio and print) Courses and activities aimed at identifying and developing disability activists from among disabled people themselves.
21 Disability Issues Courses are organised to ensure greater awareness about Disability. These are given to: University students Public entities Private entities at community & parish levels The courses are designed and delivered principally by disabled persons themselves Aim: to increase awareness of disability a social (not medical) construct The courses are strongly rooted in personal narrative and direct experience of discrimination.

24 Exemption from the payment of the Vehicle Registration fee Open for; persons with disability who can only drive automatic transmission and/or modified vehicles parents/carers of disabled persons who need to stay in their wheelchair or buggy when travelling in a vehicle
25 Exemption from vehicle road tax Open for; persons with disability whose vehicle is registered in his or her own name Owners of a wheelchair accessible van
26 VAT Refund A request for compensation on the equivalent of the VAT paid on imported items can be effected Scheme open for persons with disability who purchase equipment designed to improve independent living (including personal computers) and who are in possetion of a Special ID
