Grateful acknowledgement of our sponsors for the lunch provided at the AGM was extended to the Achilles International Track Society and the Valley Royals Track and Field Club. Special thanks were given to April Arsene for making the arrangements for the venue and excellent meal. Condolences were extended from the membership on the passing of Ken Jackson (by John Cull), Roger Power (by Keith Newell) and Winnie Boleen (by Valerie Jerome). John provided an update on the continuing recovery of Jackie Barrington. The following BCA Officials were recognized as 2009 Award Recipients: o Mary Temple Award Randy Stuart o Ralph Coates Award Howard Brandt o Dave Coupland Award Tom Masich o Ian McNeil Award John Cull o Athletics Canada Wall of Honour Carol Cull John Cull was also the co-recipient of the Athletics Canada Official of The Year Award as well as the Sport BC Official of The Year Award All members of the Officials Committee were thanked for their great efforts over the past year. Upgrading Information Those Officials who wish to upgrade are reminded that information on this topic and forms are available on the BC Athletics website. Those wishing to upgrade are asked to complete the Upgrading Survey Form (please see - Officials Development). 2 Criminal Records Checks of BCA Officials will be required in The topic of Criminal Records Checks will be discussed at the BC Athletics AGM in January, Printing problems (duplication or missing pages) of the IAAF Rule Books that were distributed earlier this year have been noted. We will not use the same source for Rule Books in Annual Report of the Branch Officials Committee It was explained that the BCA Officials Committee is considered a branch of the National Officials Committee (NOC). As such it works as an advisory body. The Committee is made up of 12 members each of whom is elected to a two-year term. The Committee Chair is elected from this group by the members of the Committee. The Committee meets 5 to 6 times per year. An introduction of this past year s Committee was made. The Annual Report of the Branch Officials Committee (presented at this meeting and attached) is also presented at the BC Athletics AGM as well as at the NOC meeting which will be held in the Spring of The BCA Officials Budget forms a part of this Annual Report and is also attached. Discussion was held concerning the Officials Code of Conduct with particular reference to interpersonal relationships among Officials. Further discussion was moved to the Business Meeting (Part 2). Acceptance of the Report as Presented Moved by Kathy Terlicher Seconded by Jeff Byington Presentation on Long Term Athlete Development (LTAD) (Ron Bunting) Ron Bunting is the Coaching and Education Coordinator for BC Athletics as well as the Chair of the Track and Field Committee. Background to the current changes In the year 2000: Throws groups across Canada determined that changes should be made to the weight requirements of Throws Implements for the varying age groups. These changes were tied to those initiatives begun in Quebec. The weight changes were progressive from the Junior Development age groups through to the Youth age group. In 2007 representatives from each of the Provinces were named to assist in the development of Event Specifications in Throws as well as in Running Events. While there has been little difficulty in implementing these new specifications for the weights of Throwing Implements and the ages for which Throwing Events are appropriate, the same cannot be said of Running Events. Implementation of age specific Events for the Track has provoked much comment. It is, however, seen as desirable to have a National program with regard to age specific progressions of Events. Nationally, the progressions are implemented as two-year age categories, i.e. o Tyke 9 and 10 years of age o Peewee 11 and 12 years of age o Bantam 13 years of age o Midget 14 and 15 years of age
3 While implement weights and running distances are categorized by these age groups, competitions are still contested by single years. Some exceptions do exist, for example Summer Games in BC is for those athletes who are 14 and/or 15 years of age (they compete as a single age group), the Legion Meet (Youth Championships) competitors are 15, 16 and 17 years of age and again compete as a single age group. For Athletes in the younger age groups the question is not whether they can compete in a particular distance but rather whether they can successfully manage the training that is required to compete in that distance. There is still a question as to which changes are to be made in the 2011 competition season for the 9 to 13 year age groups. Further discussion is expected at the BCA AGM. Discrepancies still remain, particularly between Meets contested under Athletics Canada or BCA Rules and those that are sponsored by the Elementary and Secondary School System. Discussions will need to continue. Presentation by Dale Loewen The Past Year in Pictures All enjoyed this cleverly composed documentation of our past year in Picture and Video Clip format. Many thanks to Dale for his time, effort and expertise in creating this remembrance. Dale would like to remind all Officials and friends of Officials to send him their photographs throughout the coming competition season. This will help to make next year s show even more spectacular. Contact address for Dale Loewen - dale_loewen@telus.net Presentation by Peter Fejfar Facilities Update Please see attached Presentation by Keith Newell a message from NOC Keith Newell, a long time Athletics Official is the Chair of the National Officials Committee Rob Guy is the new CEO of Athletics Canada, a position formerly held by Joanne Mortimore. Rob Guy was most recently the managing director of Athletics Manitoba. In 2011 Calgary will be hosting the Canadian Seniors Championships. Winnipeg is the venue for the Canadian Juniors Championships, and the Legion Canadian Youth Championships will take place in Ottawa. Though it is desirable for invitations to be extended to Officials from outside of the host Province it must be remembered that the Province hosting the Meet has as its first priority the facilitation of experiences for their own Officials. NOC has a budget of $10,000(?) to expend on travel for Officials travelling to Meets from outside their own Province. The National Officials Committee has had and will continue to have discussions regarding the reduction in the number of Levels of Certification required for Officials in Canada. No conclusions on this topic have been reached but talks will continue. Attracting new Officials and maintaining current numbers is a concern for many Sports. While NOC does try to help in this regard but is working from an arms-length position. NOC is primarily dependent on the Provincial Branches to recruit and maintain Officials. John Cull was presented with a plaque commemorating his receipt of the National Officials of the Year Award (2009). Carol Cull was presented with a plaque commemorating her induction to the NOC Wall of Honour.
4 Keith reminded all Officials that if they have been individually invited to attend an Athletics Meet outside of their Home Province or outside of Canada that the Official must inform his or her Branch Chair as well as notifying NOC. Business Meeting (Part 2) Elections to the Branch Officials Committee o The following members were elected by acclamation to Two Year Terms on the Officials Committee: Alice Kubek, Kathy Terlicher, Laurel Wichmann, Shirley Young and April Arsene. o The following member was elected by acclamation to a vacant one-year term: Bill Koch A concern was raised about the process of Mentoring. It was suggested that it would be most desirable for Mentor/Evaluators for specific individuals (for Officials wishing to upgrade to Level 3 in a discipline) to be named well in advance. Discussion centered around this being ideal but not always possible when it is not always known which Meets the individual being Mentored and the Official assigned to do that mentoring will attend during the competition season. Efforts will, however, be made to implement this suggestion. Resolutions and New Business The Resolution concerning voting at the BC Athletics AGM (see the attached Resolution) was read and discussed. Prior to the BCA 2010 AGM, this Resolution would be presented to the Board of Directors. The Board will discuss whether or not they support the Resolution. Whether they choose to support the Resolution or not it would then be presented at the AGM and would be voted on by the membership. If the Resolution passes it would not take effect until the 2011 AGM. o Motion to support the Resolution Moved by Keith Newell Seconded by Jeff Byington Discussion of the BCA Officials Code of Conduct o Keith Newell reminded members that the consumption of alcohol by Officials while in the presence of minors is not allowed. o The statement in the Code of Conduct Never provide under age athletes with alcohol; should be amended to read Never provide under age athletes with alcohol or tobacco products. o It was suggested that the following statement should be added to the Code of Conduct Officials are encouraged to be an unobtrusive presence at all Athletics competitions. o It was suggested that the Officials Code of Conduct might well be rewritten with a view to making positive statements concerning values, ethics and diversity. 5 Facilities Update Nov Starting with the facilities which had work done in UBC - Rashpal Dhillon Track and Field Oval, a Track certificate was received the day before the meet after much complaining by yours truly. The Track has for some reason too many??start lines. No informationon any Field events in regards to certification. No Water line at LJ/TJ. A Dolly, 45 gallon barrel and a Watering can has to do. No Equipment Storage, Bleachers or Bathrooms as of today, to my knowledge. Langley - McLeod Athletic Park, had been resurfaced and improvements made for the 2010 BC Summer Games. New Pole Vault, new LJ/TJ area. The Parks and Rec. Dept. of the Township of Langley and the Langley Track and Field club, under the leadership of Brent Dolfo had a meeting at the Track, to improve or renew the Cage for Hammer and Discus and to relocate the runway for the Javelin, to increase the length of the landing area. And to install tie-downs for Wheel Chair Athletes. Mercer Stadium - New Westminster, The final layer of the track and field surface won't be applied until the spring of The delay is caused by water seepage from the upper fields, drainage has been installed. The jumps areas are in the final stages of completion-with some items questionable - no water line for L/J-TJ, electrical box cover on the P/V run-way. Of course the weather will be a major factor in completioneven next year. No allowance for throws at this time. Olympic Oval - Track Zone, it has a 200m oval Track and a 100m straight. No Long/Triple Jump and Pole Vault at this time, as no digging for the pit or Pole Vault box was allowed. The Achilles in conjunction with the Kajaks are trying to purchase Above the ground LJ/TJ and P/V facilities plus all other equipment which is needed. Coquitlam - Percy Perry Stadium, the whole facility has been resurfaced, with some, H/J and P/V in different locations. The same with the L/J-T/J being moved, to create more space. It is a mondo surface, alternating colours-red and grey, the line painting won't be done until the spring of About three sections of the 4' high fencing at the 200m start have been removed. The soccer/football shelters won't be moved to get a better view of the 200m start from the start or spectator area. Bear Creek Park - Surrey will be the site of the 2012 BC Summer Games. A meeting between the Surrey Parks and Rec. Dept. and the South Fraser Track & Field Club was held to find out what should be looked at before work will begin, apparently some major $$$ will be spend. Nothing to report from; South Surrey
