3 OBJECTIVES To support the incorporation of sustainable development in the management, teaching and maintenance activities of educational establishments To create an environmental evaluation system that provides a step-by-step path towards EMAS-registration (European Community Environmental Management and Audit Scheme)

5 EXPECTED RESULTS 180 educational establishments are trained to construct an environmental management systems according to the environmental criteria 2004: 30 certified organisations, 10 organisations applying for EMAS-registration 2007: 200 certified organisations, 50 EMASregistered organisations Nation-wide network of auditors trained auditors - 50 registered auditors by 2004

9 1) TRAINING COURSES FOR EDUCATIONAL ESTABLISHMENTS Objective is to help educational establishments in constructing environmental management systems Target groups: teachers, management and other staff of primary and secondary level educational establishments Training is provided all around Finland in cooperation with the Universities of Oulu and Joensuu the total number of participants has been approximately 250

11 2) ENVIRONMENTAL CRITERIA The objectives of the criteria are 1. To support educational establishments in realisation of sustainable development in teaching and maintenance activities construction of environmental management systems self-evaluation of environmental performance 2. To function as the basis for external audits requirements for the award of Environmental Certificate Applying to Educational Field
12 The criteria consist of three sections: Planning, organisation and development of environmental issues (Management function) 2. Teaching, participation, cooperation and learning 3. Maintenance activities The criteria set required levels for environmental performance in different activities. The criteria focus on ecological sustainability -> the criteria with regard to social, cultural and economic aspects in 2-3 years.

20 3) AUDITING AND CERTIFICATION SYSTEM Educational establishments can apply for the Environmental Certificate Applying to Educational Field from the OKKA-Foundation, which operates as the certification body The condition for the award of the Certificate is fulfilment of the requirements set in the Environmental Criteria Verification of the fulfilment of the requirements is based on the self-evaluation report produced by the educational establishment, and on-site external audit
21 How to apply for the Environmental Certificate? The educational establishment conducts an internal audit and makes a report of it. An authorized auditor checks the report and conducts an on-site external audit. The auditor gives the educational establishment a statement about the fulfillment of the criteria. Things to be improved The educational establishment does the corrective actions, which are then verified by the auditor. Criteria fulfilled The educational establishment can apply for the Certificate from the OKKA-Foundation.
22 Training of Environmental Auditors Training is organised for teachers and other personnel of schools and municipalities to establish a nation-wide network of auditors with sufficient knowledge and skills to carry out environmental audits in educational establishments The courses organised in co-operation with the Universities of Oulu and Joensuu Courses have started in September 2003 with the aim to train a total of 150 auditors during autumn 2003 and spring 2004 The basic idea of auditing activities is not only to serve as verification for the award of the Certificate, but to allow the exchange of knowledge and good practices between different schools
