Three field visits were realised to Surinam, Kenya and Tanzania to analyse the process and results of the DEC programme at the country level. These inputs were used to elaborate a 30-page strategy plan for NiZA for the period UNESCO team leader Evaluation of the Strategic Programme Objective 14: the work of UNESCO in post-conflict and post-disaster situations is the first evaluation in a process of evaluating all strategic programme objectives of UNESCO. The evaluation serves to gain insight in strategic aspects of working in post-conflict and disaster situations, in which UNESCO has become increasingly active. Four country case-studies were used to generate findings on the ground in Afghanistan, Cambodia, DRC and Indonesia. These were linked to general insights at the global level obtained through desk-study and interviews at UNESCO s HQ. The evaluation resulted in a main evaluation report in September 2008 and four country-reports (working documents). The insights of this evaluation are presented to the Spring 2009 meeting of the Executive Board of UNESCO. CBI - Centre for Promotion Imports, Agri-ProFocus NiZA, Institute for Southern Africa, Action Aid International CBI - Centre for Promotion Imports, Coordinating External Expert to CBI in Mozambique Consultant/ Team Leader Identification, programme development and start-up implementation of a Business Support Organisation Development (BSOD) Programme with the Mozambican Institute for Export Promotion (IPEX) for the Centre for Promotion of Imports (CBI). This was a four-year programme focusing on export development and promotion of specific sectors and sub-sectors and capacity development of stakeholders around specific value-chains. My function was coordinating external expert to CBI, responsible for overall project-coordination, recruitment of experts and capacity development activities. An important aspect of the programme development was setting up a base-line and a system for monitoring & evaluation of the programme. These activities were carried out in series of missions in the period and one exposure visit of IPEX to the. In total 5 missions were realised with a total approximately 2.5 man-months of days. Additionally Frans van Gerwen provided 1 man-month of worth of support from a distance and on-line. The total weight of this assignment in man-months is 3.5 Months. According to CBI rules, BSOD programmes after formulation and start up have to be handed over to implementing s. This was done in July At that time a programme document, logical framework and monitoring protocol were handed over to the implementing team. The Mid Term Review of the Agri-ProFocus Partnership was realised from October 2007 to January This review considered the successes and bottlenecks encountered by the network of 22 civil, public and private development organisations active in rural development and support to rural producer organisations in the south. Based upon an analysis of the first two years of operations of the network a workshop was realised in which conclusions and recommendations towards the future were discussed with the members of the network. The final report has further developed these conclusions and recommendations into scenarios for further future development of Agri-ProFocus. Facilitation of three network meetings of NiZA/Action Aid partners in Africa to present and discuss NiZA s new strategy on natural resources and economic justice in Africa and on the process of affiliation to the network of Action Aid. The third meeting was focused on setting up an international network on natural resources in Africa, with local organisations and local branches of Action Aid and with NiZA. Realisation of a Mid Term Review of the Peace, Principles and Participation Programme of the Institute for Southern Africa (NiZA). This programme is focusing on promoting Corporate Social Responsibility in the sector of extractive industries in Southern Africa. The programme is implemented in five different countries of the region with 19 local partner-organisations. The review consisted of a desk-study and interviewing at NiZA in the and two field-visits to Zambia and the Republique Démocratique du Congo, where all partners in the PPP programme were visited. The field-visits also contained closing national workshops with all partners. The local field-visits and workshop in RDC were co-conducted with a local. The Mid Term Review report presents the achievements in the PPP programme after two years of implementation and it contains recommendations for further improvements in the programme implementation for the following two years. Development of a methodology and realisation of an Impact Assessment of a local economic development programme through district-level public-private partnerships in Ghana. This programme was part of ILO s Ghana Decent Work Pilot Programme. This assignment was carried out in the second Semester of 2007 and had a total duration of approximately 1.5 Man-Months, during the period August November Frans van Gerwen was team-leader for this assignment of a team of three international s and five local s. He was responsible for the methodological development of the impact assessment process, the production of monitoring and assessment materials. He as also responsible for training and supervision of data-collection by local s of the Cape Coast Centre for Development Studies. The assignment was carried through a desk-study and methodology development, after which a first mission was conducted to the districts in Ghana and a training session for data-collection was organised. The teamleader provided support on-line to the local s and after a period of one-and-a-half month returned to Ghana to process the data of the local s and to conduct additional evaluation visits to districts with two other international s. At the end of the assignment a large multi-stakeholder meeting was organised to present and discuss the results of the impact assessment. After the debriefing session a final report was developed in two Volumes. This report is available at ILO. Evaluation of the CBI training seminar for Facilitators and Advisors for Marketing and Export Promotion (FAME). These training seminars cater for staff and advisors of Business Service Organisations and were conducted in the and on location in developing countries in the period The evaluation consisted of a desk-study of relevant documents, interviews with CBI staff and CBI s that have been responsible for the training activities. The evaluation was conducted by a team of two s; an energy expert and an institutional and organisational development expert. The latter position was occupied by Frans van Gerwen Preparation and delivery of a tailor made training on Institutional Development and Organisational Strengthening for the staff and satellite s of the MDF Brussels office. The course modules were applied on a research question of the MDF Brussels office and the outcome of the institutional and organisational analysis are to be used in further refining the MDF Brussels strategy. Finally, during the course, due attention was given to teambuilding aspects, considering that the MDF Brussels team is relatively new. The preparation, conducting and reporting on two three-day organisational diagnosis and capacity building planning workshops with two local HIV/AIDS organisations in Sri Lanka. The workshops were designed to allow for a participatory approach in conducting the organisational diagnosis and to identify strategic challenges of these NGO s. The strategic challenges were the basis for the identification of priority capacity building assessment needs of both organisations and to establish a basic planning for different capacity building interventions to be co-ordinated by the supporting NGO, the Academy for Educational Development. The review focused on output, outcomes and impact obtained in the provision of technical assistance and advisory services in the area of private sector development by IFC. Based upon this analysis the relevance, efficiency, effectiveness and sustainability of the partnership was evaluated. A second aspect of the review was to look at the relationship and dialogue between DGIS and IFC during the period of the partnership and to analyse the fit between strategies on Technical Assistance in Private Sector Development between IFC and DGIS. The review was conducted in the period February April 2006 by a team of two MDF s. The final report serves as input for policy-dialogue between DGIS and IFC on the future of the partnership. Team leader of an expert-team of 9 international s for the end-evaluation of the Economic Development sub-programme TMF(Thematic Co-funding Programme) of the Affairs. The TMF programme was divided in eight different thematic windows on which eight parallel evaluations were carried out. The evaluation on the Economic Development programme at the end of the process was considered one of the best evaluations of the whole process. The evaluation considered the whole chain of interventions from the Affairs- Directorate Sustainable Economic Development, through NGO s funded by TMF to local partners and targetgroups. On project sites and in countries we have looked at final outputs, outcome and impact of the project in the area of local economic development Also the quality of dialogue and individual and mutual learning processes in this chain was subject to the evaluation. This expert-study reviewed the period and it was carried out in the period 2005/2006. Field-work was conducted in different small evaluation teams in Zambia, Kenya and Ethiopia.
