2 REQUEST FOR PROPOSAL TO PROVIDE FIRE PROTECTION SERVICES FOR THE CITY OF LOMPOC JANUARY 6, 2010 PURPOSE OF THIS REQUEST The City of Lompoc is seeking a proposal from Santa Barbara County Dependent Fire Protection District to provide Fire Protection, Hazardous Materials Response, Urban Search and Rescue, Emergency Medical Services, and related All-Risk Community Emergency Response Services to the City of Lompoc, consistent with increased staffing recommendations made in the Master Plan Study dated January 15, (See Attachment A) COMMUNITY PROFILE The City of Lompoc is a General Law City, established in 1888, that is part of the Central California region located on scenic California State Highway 1 and 246, 155 miles north of Los Angeles and 270 miles south of San Francisco. Rolling hills surround the Valley on the north, south and east. The level Valley is open at its western end to the Pacific Coast shoreline. The Pacific Ocean is only 9 miles from downtown Lompoc. The Santa Ynez River (dry most of the year) runs east to west through the Valley, while Burton Mesa, a chaparral forest with sandy soil, lies to the north. The hills to the south are mined for diatomaceous (fossil) earth. Elevation - 88 feet above mean sea level. Lompoc has a mild climate. A northwest breeze is common (average hourly wind speed: 6.1 m.p.h.). There is moderate rainfall (13.88 inches), daily fog, and no snow. There are two major highways that service Lompoc; Highways 1 and 246. In addition, there are two minor County roads that provide access for local travel, and they are Harris Grade Road and Santa Rosa Road. Primary access to the City is via one of two bridges over the Santa Ynez River. There is a small aviation airport, which will undoubtedly provide commercial and commuter service in the future. Vandenberg Air Force Base, located west of the City, has a major airport with significant jet traffic. The City is also serviced by Amtrak Railroad at Surf Beach, and has two commercial tracks dissecting the City. The City is eleven square miles, which includes the Federal Prison and Allan Hancock College, which are both separated from emergency services by the Santa Ynez River. (See Attachment B) Within the City boundaries there is a population of 42,215, which includes the prison group housing population of 3,902, (California Department of Finance), with an additional 16,763 people located in the unincorporated areas of the valley. The five-year forecast for the valley is estimated to rise at a rate of 1.1% per year. The age distribution is such that 30% of the City s population is between the ages of years of age, (Lompoc Valley Community Profile).
3 Lompoc is primarily a residential community with residential, office, strip commercial and miscellaneous light industrial occupancies. There are 1,021 transient rooms and 13,621 housing units located within the City, at an average selling price of $350,000.00, (2007 Lompoc Multiple Listing Service). BUDGET The City of Lompoc uses a two-year budget cycle beginning July 1, 2009 thru June 30, The two-year total General Fund Revenues for this period are estimated at $51,680,260, of which Lompoc Fire Department receives 15%, or $6,700,295, (operating) and $1,051, (other). (See Attachment C) FIRE SERVICE PROFILE The Lompoc Fire Department is a Class 4 full service agency that enhances the quality of life of our community through 24-hour emergency and community services. The Department is a highly trained team of professionals consisting of: 1-Fire Chief, 1-Office Staff Assistant, 3-Battalion Chiefs, 6-Captains, 6-Engineers and 9-Firefighters, totaling 26 personnel. The suppression personnel provide 24-hour coverage with 3 shifts working a 56- hour workweek. Each shift consists of 1-Battalion Chief, 2-Captains, 2-Engineers and 3-Firefighters. The emergency response team is augmented through automatic aid agreements with Vandenberg Air Force Base Fire Department, who respond 1-engine (4-Firefighters), and Santa Barbara County Fire Department, who respond 1-engine (3-Firefighters), and a medic unit (2- Firefighters). Each Battalion Chief is assigned to a 24-hour shift and is responsible for emergency response demands. In addition, the on-duty Battalion Chief serves as administrative staff and is responsible for program administration. The department administers thirteen functional areas as follows: Administration, Administrative Services; Building/Fire Safety; Fire Prevention; Hazardous Materials; Urban Search and Rescue/Confined Space; Fire Suppression; Emergency Medical Services; Functional Maintenance; Training; Public Relations; and Emergency Preparedness. (See Attachment D) FACILITIES Lompoc City Fire Station 1, constructed in 1978 is located at 115 South G Street, and consists of 8,100 square feet. The station is a 2-story building of Type III construction and has the following attached buildings (pre-1950 construction); work shop with mechanic pit (672 sq ft); vehicle garage (672 sq ft); and storage area (480 sq ft).
4 Fire Station 1 is the headquarters for fire and emergency services for the City. Staffing includes the Fire Chief, an Office Staff Assistant IV, a Battalion Chief, and a 3-person engine company. In addition to the above listed staffing, a 75 foot Aerial Platform, a Type III Brush Truck, a Hazardous Materials Trailer, a Mass Casualty Trailer and an Urban Search and Rescue (Certified Medium) Trailer are housed at this station and staffed on an as needed basis. This station responds to approximately 1,371 calls for service per year, at an average response time of 4:51. Lompoc City Fire Department Station 2 is located at 1100 North D Street and was constructed in 1985, (Type V construction). Fire Station 2 is a residential style facility with an oversized garage that houses a 3-person engine company and a reserve pumper. This station responds to approximately 1,700 calls for service per year, at an average response time of 5:24. Attachment E EQUIPMENT INVENTORY Lompoc Fire Department prides itself on having the best rolling stock of any department of equal size or greater. Currently, our capital program operates on a twenty year life cycle for fire apparatus; first line for fifteen years and five years in reserve. We replace an engine every five years. (See Attachment F) Lompoc Fire Department inventory includes the following: o 2008 KME (1,500 gpm) Pumper o 2002 KME (1,250 gpm) Pumper o 2000 Ford Expedition, (Command Vehicle) o 1998 KME (1,250 gpm) Pumper o 1993 Simon LTI 75 Aerial Quint o 1991 West Mark/International Type III Brush Truck o Hazardous Materials Response Unit, (Trailer) o Urban Search and Rescue Unit, (Type Medium Trailer) o Community Emergency Response Trailer o 2002 Ford Crown Victoria, (assigned to the Fire Chief) o 2004 Honda Civic Hybrid o Tow Vehicle, (Military Surplus) o 2009 Tow Vehicle (Ford F-450) o 2000 GMC ¾ Ton Pickup (Backup Command Vehicle) DISPATCH All dispatch service for the Lompoc Fire Department is provided by the Lompoc Police Department and is not charged to the Fire Departments budget. All Emergency Medical Dispatching pre-arrival instructions are administered through
5 transferring calls to Santa Barbara County Sheriff Dispatch, (per agreement with EMSA Agency). WATER SYSTEM The City of Lompoc maintains it own water system, consisting of well water and above ground storage. Hydrants are installed in accordance with AWIA and Uniform Fire Code Appendix III, and maintained by Water Division personnel on an annual basis. Fire Flows are available upon request. SCOPE OF WORK The City of Lompoc is seeking a proposal from Santa Barbara County Dependent Fire Protection District to provide All-Risk Community Emergency Response Services to the City of Lompoc. Proposal should include provisions for the following: Assume responsibility for delivery of fire protection services from the two existing City Fire Stations, responding to all calls for service in five minutes or less 90% of the time, using staffing recommendations made in the Fire Department s Master Plan Study dated January 15, 2007 Provide Hazardous Materials (Specialist/Technician Level) response capability Provide Urban Search and Rescue (medium Level) response capability Provide Emergency Medical Services, EMT (Expanded Scope Level) or greater response capability Provide comprehensive fire prevention services including code compliance, project review/plan checking services, annual inspections, CUPA inspections, and serve as a technical reference to City staff and the business/developmental community Providing a comprehensive training program to meet minimum state and federal mandates Provide public information services to the community Provide CPR training to the community Represent the City at meetings and community activities including but not limited to school programs, service clubs, and the business community Include a provision to integrate or appoint Lompoc Firefighters into the Santa Barbara County Fire Protection District roster as employees of the District. Proposal should include, but not be limited to, employee rank, seniority, salary, vacation, sick, holiday, insurance, balance carryovers and retirement benefits Include a provision for probationary employees and their status as a Santa Barbara County Fire Protection District employee
6 Provide for the continuance of current service agreements which include, but are not limited to, Los Padres National Forest, AMR and Vandenberg Fire Department Provide fire cause and origin investigation of all fires within the City. In those cases where it is determined to be arson, provide trained personnel to work with Lompoc Police Department to bring the case to its conclusion in a court of law Provide emergency preparedness planning and training to the City of Lompoc Provide CERT training to interested community members Serve as part of the command staff in the City s EOC for drills, exercises and in emergencies Provide Fire and EMS dispatch services Participate in medical CQI program, provide special training and support to the City s EMS providers Inspection, clearance, and issuance of all fire permits and collection of fees as identified in Resolution Number 4084-(91) of the City of Lompoc. TERM OF AGREEMENT The term of this Agreement should be a minimum of ten years from the effective date of the proposal. Subsequent to the initial ten-year term, this Agreement will automatically be extended for successive periods of five (5) years each, unless at least one (1) year prior to the end of any five (5) year term, the legislative body of either party votes not to extend the term, and written notice of such nonrenewal is given to the other party.
