Reeb AFN Coordinator Los Angeles County Office of Emergency Management Office of Emergency Management OEM is responsible for organizing and directing preparedness efforts of the Emergency Management Organization of Los Angeles County OEM is the day-to-day Los Angeles County Operational Area coordinator for the entire geographic area of the county Planning & Coordination Operations & Training Technical Operations Public Education Recovery County Code 2.68 Establishes the County Office of Emergency Management (OEM) Designates the Sheriff as the Director of Emergency Response Operations Designates the Chief Executive Officer as the Director of Emergency Recovery Operations The Board may make special provisions for Public Health Emergencies 1
2 On an Ordinary Day OEM serves on design teams for exercises with Co. Departments and emergency management partners OEM trains LACO Departments to prepare for their roles and responsibilities during an emergency OEM prepares and updates emergency plans OEM distributes and presents preparedness information OEM monitors (24x7) escalating incidents in the county OEM serves as a conduit to cities from the State Phases of Disasters Once the Response Phase has stabilized, the Recovery Phase takes precedence Recovery Mitigation Any action taken to reduce or eliminate the long-term risk to human life and property from natural hazards Disaster Event Response Preparedness immediately following a disaster, priorities are protecting life and property, and meeting human needs Governments, organizations, and individuals develop plans to save lives, minimize disaster damage, and enhance disaster response On a Bad Day OEM monitors escalating incidents OEM ensures that responding agencies get incident information OEM distributes incident information to BOS and EM partners OEM keeps the State informed about response actions & capabilities OEM coordinates with Sheriff s Department in activating CEOC OEM staffs key CEOC positions and provides liaisons to other EOCs, as necessary OEM collects cost and damage information to support requests for State or Federal assistance 2
3 Emergency Activation The County EOC will activate when: A City activates its EOC and requests support from the Operational Area Two or more cities have proclaimed a local emergency The County proclaims a local emergency Size - 4,083 sq mi Population ~12m Terrain & climate: 9 feet below sea level to 10,080 feet. Coastal plain, valleys, mountains, high desert. Flat land - 1,741 square miles. Annual mean temperature 66 degrees F. Annual average precipitation inches. Standard Systems Because California commonly experiences disasters where we need assistance from other jurisdictions, it was only logical that the State was the first in the nation to develop a comprehensive and standard approach to emergency response and relief. 5 Mutual Aid in California Based on the Master Mutual Aid Agreement. Agreement was signed in 1950 by the State, all counties and most cities; now part of State law. Specially written agreements for assistance are not necessary. Called for developing plans to mobilize both public and private resources. No party is required to unreasonably deplete its own resources. Before you ask for resources you have to reasonably commit your own. Free to the requesting agency. * California is now part of state-to-state assistance compact that allows us to assist other states, and accept assistance from other states.
