1 AIP New Zealand ENR ENR 1.16 VFR OPERATIONS 1 GENERAL 1.1 Introduction This section contains additional instructions, restrictions and warnings related to VFR operations in certain parts of New Zealand Pilots are also reminded to check the FISCOM charts (Figure GEN and Figure GEN 3.4-3) and VNC for further information. 1.2 Whenuapai CTR/D/Whenuapai MBZ (NZB172) Before entering Whenuapai CTR/D/MBZ, pilots must listen to Whenuapai ATIS MHz and check if the tower is on watch. If the tower is unattended, Whenuapai Mandatory Broadcast Zone (NZB172) is active and pilots should: (a) broadcast their intentions; (b) monitor MHz; and (c) operate their anti collision and/or landing lights if fitted Whenuapai MBZ contains instrument approach tracks to Whenuapai that extend beyond the NZM107 Military Operating Area. VFR traffic within the Whenuapai MBZ should be vigilant for IFR arrivals and departures that may occur at any time A Military Operating Area (NZM107) is contained within the Whenuapai CTR/D/MBZ, active H24, to protect Whenuapai operations. Prior approval from Base Operations ( ) must be obtained prior to any entry into M There is considerable local traffic at Whenuapai on weekends and public holidays, including parachuting, gliding and local training flights. Winch launching and aero-towing of gliders up to 3500 ft takes place from Whenuapai aerodrome. Accordingly, transiting flights must remain clear of the Military Operating Area NZM Whangaparaoa VFR transit lane (T157) is crossed by instrument approach tracks to Whenuapai. VFR traffic in this lane must remain 1000 ft or below and look out for IFR traffic crossing Whangaparaoa VFR transit lane on approach to Whenuapai. Effective: 4 APR 13
2 ENR AIP New Zealand 1.3 Auckland CTR/C The pilot of any powered aircraft with an airworthiness certificate operating under VFR in the control zone must be the holder of a current pilot licence Flying training in the Auckland INTL airport traffic circuit is subject to prior authorisation by Auckland ATC The pilot of any powered aircraft must not conduct flight instruction in the aerodrome traffic circuit unless the aircraft is: (a) operated by the holder of: (i) an air operator certificate issued under Civil Aviation Rules Part 119; or (ii) a foreign air operator certificate issued under Civil Aviation Rules Part 129; or (b) operated by the New Zealand Defence Force; or (c) engaged in IFR training or practice for the issue or extension of an instrument rating; or (d) a multi-engined aircraft For VFR transit procedures between Auckland INTL and Ardmore aerodromes, see Auckland VFR Arrival/Departure procedures in AD Tauranga Area Extensive general aviation activities take place at Tauranga aerodrome, especially on the weekends and public holidays at a time when scheduled passenger transport movements tend to reduce In order to retain flexibility in the operation of the airspace adjacent to Tauranga aerodrome, subject to weather and traffic, Christchurch Control may delegate control of a portion of the Rotorua CTA/D to Tauranga Tower. Tauranga Tower may issue clearances to aircraft to operate within defined geographical areas e.g. a CTR sector, with an upper limit within the Rotorua CTA/D. Aircraft must remain within the geographical and vertical limits defined. Effective: 10 FEB 11
3 AIP New Zealand ENR Waiouru Desert Road Refer to VNC for guidance in avoiding NZM300, NZM301 and NZM Manawatu Ohakea Area Extensive general aviation activities take place around Feilding, especially on the weekends and public holidays. Feilding Common Frequency Zone (NZC376) MHz applies Extensive low level training and transiting flights take place in the area between Palmerston North, Foxpine and Levin Aircraft operating within the Manawatu Common Frequency Zone (NZC377) should listen out on MHz and transmit position, altitude andintentionsasrequired Aircraft operating along the coast between Whangaehu River mouth and Manawatu River mouth should listen to Ohakea FISB MHz, or telephone Ohakea Tower (06) or RNZAF Base Ohakea Operations 0800 RUNWAY ( ), for status of NZM306. Aircraft to remain seaward of the coast and are only permitted to enter the portion of NZM306 over the sea, without Ohakea ATC approval, if it is known to be inactive If NZM306 is active, aircraft are to remain 4NM seaward of the coast (12 OH DME) and below 1500 ft AMSL. Aircraft may call Ohakea Control MHz for assistance to remain clear of NZM306. If NZM306 is inactive aircraft are to remain in NZM306 no longer than 10 minutes. Caution: aircraft may be operating in the opposite direction. Expect extensive military activity about the coastline during weekdays and helicopter underslung load training in vicinity of visual reporting point Raumai When using NZT354 (Oroua) SFC to 1000 ft extra precaution is required to ensure you remain within the confines of the transit lane. Arrivals and departures to/from Ohakea and Palmerston North operate above and adjacent to this transit lane. Transponder equipped aircraft should operate transponder on mode A and C, and listen out on Feilding traffic frequency MHz Vigilance is required when using power lines to navigate between Whanganui and Feilding clear of NZM310. Ensure the northern most power lines are selected A Memorandum of Understanding (MOU) exists between regular Manawatu Airspace Users detailing mutual airspace procedures. This MOU can be sourced from: RNZAF Base Ohakea Operations 24/7 on Tel 0800 RUNWAY ( ) for a faxed or copy Effective: 26 MAY 16
4 ENR AIP New Zealand 1.7 Wellington CTR/C Pilots wishing to operate an aircraft NORDO, or to carry out agricultural or aerial work operations not normally associated with arrival or departure from landing points within the Wellington CTR/C must, prior to the flight, contact Wellington Tower by phone for briefing. Pilot licence requirements Each pilot-in-command of a powered aircraft with an airworthiness certificate operating under VFR in the control zone shall be: (a) (b) the holder of a current pilot licence; or authorised by the chief flying instructor of a pilot-training organisation based on the aerodrome. Circuit Procedures and the Airport Holding Pattern Refer to the Wellington Noise Abatement charts in AD 2. Loss of Communications procedures Refer to Wellington Aerodrome charts in AD 2. Training operations Flying training in the Wellington traffic circuit is subject to prior authorisation by ATC and will normally only be granted at periods of low commercial traffic density. VFR/Visual sectors VNC show the boundaries of each sector together with the designator used when issuing routing instructions to pilots Altitudes within sectors will be specified by ATC for separation purposes The pilots of arriving aircraft must remain within the cleared sector until onward clearance is received Pilots must refer to Wellington Noise Abatement Procedures in AD 2. 5 AIP New Zealand ENR Christchurch CTR/C Flying training in the Christchurch aerodrome traffic circuit is subject to prior authorisation by Christchurch ATC. 1.9 Southern Alps Area including Mount Cook & Milford Sound Clearance to enter and operate within the Christchurch CTA/C and CTA/D must be obtained from Christchurch Control MHz or MHz Clearance to enter and operate within the Queenstown CTA/D and CTR/D must be obtained from Queenstown Tower MHz or MHz In uncontrolled airspace pilots should pass position reports to Christchurch Information (122.2 MHz or MHz; MHz west of the main divide) or Queenstown Information (128.9 MHz) as appropriate (see Figure GEN 3.4-3, South Island FIS COM Chart), except that: (a) within the Fiordland Common Frequency Zone use MHz; and (b) within the Wanaka Common Frequency Zone use MHz; and (c) within the Milford Sound Common Frequency Zone use MHz The Fiordland, Wanaka and Milford Common Frequency Zones are shown on VNC. Mount Cook/Westland In valley systems all pilots should fly on the right hand side (relative to the direction of travel), if it is practical to do so. If an orbit is necessary, turns should be to the left if terrain and weather conditions permit Itinerant pilots conducting flights into the Mount Cook area should note the following procedures: (a) In addition to the entry report to the Southern Alps MBZ (B978), reports should be made at regular intervals (no more than 5 minutes apart in accordance with MBZ requirements) on frequency MHz when passing readily identifiable geographical features. Some visual reporting points in the Mount Cook area may be difficult for unfamiliar pilots to discern. Report using terms like head, upper, middle and lower for positions along glaciers, valleys and ranges or in relation to main features such as Mount Tasman. Effective: 12 NOV 15
6 ENR AIP New Zealand (b) Transmit reports blind, giving callsign, position, level and direction of travel. Limit radio use to position reports and brief essential calls. (c) Keep a good lookout for other aircraft, including fixed wing, rotary, glider and hangglider traffic that may be operating in this confined area at peak periods of activity. (d) Avoid flight in valleys by flying at higher altitudes at least 1500 ft AGL over ridges and passes. (e) Use landing and/or anti-collision lights, if equipped, in accordance with MBZ requirements. (f) Numerous reporting points not depicted on the charts are used by local operators. (g) Caution: Very high helicopter traffic densities flying in the Fox and Franz Josef valleys. (h) Peak traffic times are from November to March, between NZST or NZDT (especially on the first fine day after bad weather). (i) Please avoid flying in the following noise sensitive areas: (i) Near the summit and the summit ridge of Mount Cook. (ii) In the upper Hooker Valley and the entire Mueller Valley below 8000 ft, including the Ball Pass area, and in the lower Hooker Valley below 6000 ft. (j) For further information on weather and position reporting, refer to the CAA GAP booklet on flying in the area. Wanaka Area Intense paragliding activity is carried out in the Wanaka area up to an altitude of 5000 ft AMSL. Intensive amounts of tow launched paragliding take place behind boats over the southern end of Lake Wanaka. Intensive amounts of foot-launched hanggliding occur in the ranges to the west of Glendhu Bay. Pilots should note the Wanaka Common Frequency Zone Effective: 27 SEP 07
7 AIP New Zealand ENR West Coast Area Aerial spraying between October and August will occur each year over exotic pine forests from Westport in the north to Hari Hari in the south, up to 20 NM inland. Operations will occur during daylight hours, any day of the week and generally up to 500 ft AGL, mainly using helicopters Low flying zone NZL760 (Kapitea Creek) is adjacent to the spraying area. Pilots wishing to use the low flying area during this period should contact Timberlands West Coast for advice on spraying operations. Pilots wishing to land on Timberlands West Coast property must contact Timberlands at least 48 hrs prior to the flight Contact: Timberlands West Coast Ltd (Safety Officer), Tel (03) Dunedin Area Taieri Taieri aerodrome is located within NZT958 (Taieri) SFC to 1100 ft. By day when Dunedin Tower is on watch, operations will take place within NZT958 on frequency MHz. Aircraft entering or leaving the circuit above 1100 ft must obtain a clearance from Dunedin Tower By night when Dunedin Tower is on watch use MHz, and an ATC clearance is required for all operations At all times when Dunedin Tower is off watch use MHz as the unattended frequency. Dunedin City and Dunedin Hospital Heliports Dunedin City heliport and Dunedin Hospital heliport are located within NZT955 (Dunedin City) SFC to 1500 ft. By day when Dunedin Tower is on watch, operations will take place within NZT955 on frequency MHz By night when Dunedin Tower is on watch use MHz and an ATC clearance is required for all operations At all times when Dunedin Tower is off watch use MHz as the unattended frequency.
