SCOPE: DD Specifications No.: SD 08/2011 Dated: These specifications lay down required technical characteristics of 22.5" to 24" wide screen multi-format LCD/Active matrix TFT-LCD broadcast master / reference colour video monitor to be used in a professional TV production environment for visual preview, evaluation and quality control of the HDTV images produced in field, Studios and OB vans for Doordarshan network. 2. GENERAL: (a) The offered LCD Monitor should be of internationally reputed make. Only the proven products in the broadcasting field will be acceptable. The firm should enclose the user list of the broadcasters to whom the offered model has been supplied. The tenders without the model specific user list shall liable to be rejected. (b) The firm has to mention the make and model of the LCD panel used in the offered monitor and also enclose the Data sheet of the same. 3. ESSENTIAL FEATURES: (a) The offered monitor should incorporate high intensity, high contrast, wide screen of size 22.5" to 24" (diagonal), wide viewing angle, grade-1 and true 10-bit full resolution LCD panel. (b) The LCD panel should have RGB LED backlight system for producing images for reference quality monitoring with highly precise color reproduction, image consistency, luminance and colour uniformity throughout the display area. (c) The incorporated LCD panel should not have visible pixel defects. The monitor should reproduce stable images from various angles - both horizontally and vertically, with no reduction in picture contrast, brightness and colour saturation. 2 (d) The LCD panel of the offered monitor should be of 16:10 aspect ratio with 1920X1200 pixel resolution. (e) The monitor should support 1920XI080/5OI (HD) and 720X576/5OI (SD) video standards. Thus the offered monitor should support 16:9 and 4:3 aspect ratio formats of the video signal. (f) The LCD colour monitor should accept SD-SDI and HD-SDI video inputs with auto-sensing. (g) The monitor is required for high-grade technical quality evaluation of picture capturing, post-production, transmission and storage. It should apply state-of-the-art technologies so that any artifact in the incoming picture should neither be unduly masked nor should additional artifacts be introduced. It should not cut off under and over-shoots or sub-black and super-white levels. It should display illegal signals in such a way that any ringing or aliasing inherent in such signals does become visible. It should display the signal as it is, and it must not attempt to 'enhance' or otherwise alter the image. It must provide reliable and repeatable results. (h) The offered monitor should have negligible cross faithful luminance, black and colours. talk to reproduce (i) The monitor will be put in use for camera control, colour grading and quality control where video technical quality parameters are evaluated, controlled and corrected. m The luminance gamma of the screen (from 10% to 90% of input signal level) should be 2.35 ±O.10. (k) The offered monitor should have faithful colour reproduction from low to high brightness levels in conformity to ITU-R BT.709 (amended upto date) for colour gamut/ colour space recommendations. It should indicate out of gamut colours and should not attempt to correct such colours. (1) The monitor should present pictures with a reference white colour 6500K, 3200K and other industry standard selectable colour temperature. (m)the LCD monitor offered should have a minimum response time and high refresh rate to 100 Hz for viewing fast moving picture like sports events without motion artifacts such as blur (both in moving edges and texture), judder, colour fringing on moving edges, false contour generation, delay etc. Thus, it should also employ suitable motion adaptive technique to reduce motion artifacts. (n) It should reproduce the scanning mode of the signal in the native way or as it is intended to be viewed. 3 ratio of the input signal without any stretch and distortion. It should also be able to display over scan, full screen and over sampled SD picture. (0) The monitor should be capable of displaying de-interlaced and native interlaced pictures. It should offer a choice of de-interlacing modes to keep the artifacts such as edge jaggedness, conversion errors, and picture delays to a minimum. It should have a highly efficient I/P (Interlace to Progressive) conversion algorithm to display degradation free interlaced fast moving pictures. (p) The LCD panel should be coated with Anti-Reflection protection layer to provide high transmission rate of the internal light source and to keep the reflection from ambient light to a minimum. (q) The offered monitor should have 12-bit or better colour signal processmg (r) The monitors should display various area markers, including aspect ratio and safe title markers. (s) It should have auto white balance/ colour calibration function. (t) It should have H/V delay function, blue only and monochrome mode. (u) It should have split-screen model function to display two input signals simultaneously. (v) The monitor should have an external remote control capability Via Ethernet, serial, parallel or similar interface. (w) The offered monitor should have tally light with necessary interface. (x) The monitor should be light weight, robust, and compact. It should have front panel controls to control the display parameters like brightness, contrast, colour saturation etc. It should be supplied along with all the essential accessories required to make it fully functional. (y) The offered monitor should function with standard 230±5% V AC, 50 Hz power supply. (z) The Bill of Material required is given in Appendix-I. ACCESSORIES: All the accessories such as power cables, AC to DC adopter etc. required to complete the system should be offered by the firm and the firm should certify the completeness of the system in all respect. All the optional items should be quoted separately. Firm must provide enough details about such optional items to decide its utility. 6. COMPLIANCE: A point-by-point full compliance statement from the principal manufacturer in respect of all the points laid down in this specification is to be enclosed along with the offer in the format given below. Mere signature on the copy of DD specifications shall not be accepted as a compliance statement. The figures so mentioned should be supported by record of these in the technical literature enclosed with the tender and reference to the page number of enclosed literature for all features and technical specifications should be mentioned in the relevant column. Offers without the compliance statement or with incomplete compliance statement will liable to be rejected with the sole responsibility of the bidder. DOCUMENTATION: One set of printed technical and operation & maintenance manuals for all the equipments are to be provided on non-returnable basis along with the tender to facilitate the technical evaluation, otherwise the tender is liable to be ignored. The successful bidder will have to supply the printed operation, service and maintenance manuals with respect to each equipment. 8. GUARANTEE: (a) With reference to the clause no.8.2 of the "General Terms And Conditions (GTC)"under ANNEXURE-IIof tender document, the equipment should be guaranteed for two years of trouble free operation from the date of supply. In case of equipment failure including software and hardware within this period, the same shall be rectified or replaced free of cost to Doordarshan. (b) The guarantee includes all hardware, software and modules of the complete system. 9. DEMONSTRATION: If necessary, the bidder may be asked for demonstration of the offered system as part of the technical evaluation. In such case the bidder will have to make suitable arrangement for the demonstration of the offered system at Doordarshan Bhawan, New Delhi, on notice of 15 days. Accordingly the bidder should be in readiness for demonstration on a notice of 15 days. 10. INSPECTION: The equipment shall be subjected to inspection by Doordarshan at New Delhi. officials 11. ENCLOSURES: The bidder must necessarily submit the following enclosures the technical bid: along with (a) Compliance statement with respect to all the points of the specifications duly signed by the OEM. The reference to the page number of enclosed literature for all features and technical specifications should be essentially mentioned in the relevant column of the compliance statement. 7 (b) Technical manuals/detailed technical literature/catalogues for all the offered products for substantiating the model no. and technical specification. (c) The bidder should provide the offered un-priced bill of material in electronic form also in addition to the hard copy identical with the price bid for ease of technical evaluation. (d) Model specific User list of the offered product. (e) Any other document mentioned elsewhere in the tender document.
