1 Memo datum pagina's 9 onderwerp Rules for the Transport Index Composition of the TRX 1.1 Definition The Transport Index, hereafter referred to as TRX, is a weighted index based on daily transport activity performed on the national territory of the Netherlands. 1.2 Design The TRX is designed to reflect the current, day to day, level of transport activity in the Netherlands. This is achieved by obtaining daily data feeds regarding freight vehicle movements, and/or freight load data. 1.3 Composition The central TRX figure is a 7 day rolling average of daily transport activity aggregates from inland waterway, maritime and road modes. These aggregates are weighted according to set weights and added to obtain the daily level of transport activity. This is then expressed as a ratio compared to the average score of the TRX for that specific day of the week obtained in the period to A 7-day rolling average is then calculated from the most recent 7 days. An offset is then applied so that the 7-day rolling average value for is In the first phase TRX will be composed out of three data streams mirroring three modal transport ways: maritime, inland water, road. Air freight and rail will be added in a later phase /9
2 2. Calculation of the TRX 2.1 Calculation The TRX is a 7 day rolling average of single day TRX values. The single day TRX value is calculated by adding the weighted daily scores of the data sources and dividing by the average score achieved for that day of the week in the period to : TRXi = ((a * ROADi) + (b * IWWi) + (c * MARITIMEi)) / AVGi ROADi = (d * NDWi) + (e * Teleroutei) IWWi = Dirkzwager-IWWi MARITIMEi = Dirkzwager-Maritimei AVGi = The average score for the specific day of the week attained in the period to a = weight for road mode b = weight for inland waterway mode c = weight for maritime mode d = weight for NDW within road mode e = weight for Teleroute within road mode i = day of the week TRX value The TRX figure for a given day is the 7 day rolling average of the single day TRX values for that day and the preceding 6 days. An offset is applied to all 7 day average value so that the value for is Weights The weights for the different transportation modes making up the TRX as well as the weights for the data sources that make up the road mode are reviewed and determined annually. The current weights for modes have been determined as: Road: 0.47 Inland waterway: 0.19 Maritime: 0.34 The current weights for the data sources making up the road mode have been determined as: NDW: 0.95 Teleroute: /9
3 2.3 Data sources NDW The National Data Warehouse for Traffic Information (Nationale Databank Wegverkeersgegevens) supplies daily counts of goods vehicles for a selection of measurement sites. Royal Dirkzwager Royal Dirkzwager supplies two daily datasets: one counting maritime vessels leaving and entering the ports of Amsterdam and Rotterdam and one counting inland waterway vessels for a selection of screen lines on the inland waterway network. Teleroute Teleroute, a subsidiary of publisher Wolters Kluwer NV, is a market place for road traffic loads in Europe with a local platform for the Ducth market. Demand for transport by shippers is electronically matched by suppliers of road transport. Both market parties subscribe to the online system; transport suppliers make offers to the shippers demands. Every transaction is real time recorded. As it turns out, the Teleroute platform is mostly used by transport suppliers to get their empty capacity on the road filled in an efficient way. Returning truck trips are very often executed with empty hauls (more than 50%). Therefore, the real time Teleroute data is an interesting addition to the gross truck vehicle movement data of the NDW, that also includes all the empty hauls. The weight of the Teleroute data is set to a low value, because its market proportion of the NDW totals is relatively low as well. The Teleroute data consist of a number of transactions, reflecting the same number of truck road movements, per given day /9
4 3. Publication of the TRX 3.1 Publication period The level of the TRX is published every 24 hours. The published index level reflects the situation of the previous day. Publications are made available with priority on the web platform at hours every day. 3.2 Intervention in publication The Compiler retains the right to delay or suspend the publication of the level of the index. Furthermore, the Compiler retains the right to mark the level of the TRX indicative, if it believes that circumstances prevent the proper calculation of the index. Such circumstances may include the inability of data providers to supply data in a timely fashion, in which case estimated values may be used until they can be replaced with observed data. A list of current estimated values will be made available in this rules document. 3.3 Estimated values As of the compilation of this document the following TRX single day values are based on estimated data: Date (yyyy-mm-dd) /9

Periodical reviews of the TRX 4.1 Review schedule Every 6 months a board meeting will be held. 4.2 Review activities Review of NDW measurement sites Review of Royal Dirkzwager inland waterway screen lines Review of weights of NDW & Teleroute within road mode Review of modal weights Additional technical analysis 4.3 Permissible index change For a change in de composition and weight factors of TRX advice is requested of the index committee. Every request for change is motivated by factual statements and considerations. 4.4 Date of effectiveness Commercial launch planned for June 25 th /9
6 5. Governance and final provisions 5.1 Governance The TRX is executed and governed upon by different institutions: a compiler for the execution and a steering committee for governance and control. 5.2 Steering Committee The committee consists of selected persons with proven expertise in the field of transport and logistics, economics and/or statistics. The committee selects its members and nominates them after evaluation of candidates for appointment. The TRX property rights owner and the TRX partners perform the appointment after approval. The committee has the following tasks: - defining the set of rules for TRX - deciding upon the composition of TRX and the weights of the underlying data - deciding upon the technical and statistical properties of the TRX compiling applications and systems - governing the execution and compliance to the rules - advising the TRX property rights owner and the TRX partners, and the Compiler The committee shall communicate about every decision to the TRX property rights owner and the TRX partners, the Compiler, and also will make public these decisions to other stakeholders, e.g. the users of TRX by appropriate means. 5.3 Compiler The Compiler is responsible for the day-to-day management of the TRX and is also responsible for decisions regarding the interpretation of these rules. The steering committee assigns the Compiling task to a selected party. The Compiler also performs the reviews and makes it results available to the Steering Committee. 7 5.6 Ownership NT Publishers BV is the owner of the intellectual property rights of TRX. The providers of the underlying data are partners in TRX. Rights and liabilities are determined in detail in an agreement made separately from these rules. Division of revenues and cost resulting from the execution and distribution of TRX is arranged in this agreement /9
