BACKGROUND The National Supercomputer Centre at Linköpings universitet will procure a High Performance Computing Facility during The evaluation will be based on lifetime cost/performance for the system and the performance will be calculated using benchmarks. The intention of this preannouncement is to enable vendors to be acquainted with the codes. 2. ABOUT THE CUSTOMER Linköpings universitet (LiU) is a research-based university with excellence in education. LiU is a multi-faculty university where research and education are equally important. LiU has 27,000 undergraduate students, 3,900 staff and faculty members and a turnover of 3,300 MSEK. LiU hosts one of the major HPC (High Performance Computing) centres in Sweden named National Supercomputer Centre (NSC, NSC is a national supercomputing centre within SNIC (Swedish National Infrastructure for Computing). Current staff is about 30 people. NSC has served the Swedish academic community since 1989 as a provider of leading-edge supercomputing resources and storage services to members of academic institutions throughout Sweden and to NSC s partners SMHI (Swedish Meteorological and Hydrological Institute) and SAAB. NSC owns and operates a number of large-scale compute and storage resources. NSC also offers support and help to our users to enable best possible performance and efficient usage of the resources. NSC is and has been active in several European projects such as ENACTS, HPC4U, IS-ENES1, IS-ENES2, CLIPC, EGI, PRACE 1-ip and PRACE 2-ip. NSC contributes in a direct manner to Swedish HPC research by its membership in the e-infrastructure organization SeRC (Swedish e-science Research Centre). SMHI's mission is to manage and develop information on weather, water and climate that provides knowledge and advanced decision-making data for public services, the private sector and the general public. SMHI contributes to increased social benefits, safety and a sustainable society. SMHI is a governmental agency under the Ministry of the Environment. SMHI offers products and services that provide various kinds of enterprises and organisations with an important foundation for their decision-making. General forecasts and weather warnings, industry-specific services, simulations and analyses, statistics, climate change studies and contracted research are some examples. SMHI conducts three different types of operations: government-funded operations, assignments from other governmental agencies, and business operations on a commercial basis. 3. OVERALL DESCRIPTION OF OBJECTIVE AND SCOPE OF THE UPCOMING PROCUREMENT 3.1. OBJECTIVE During 2014 NSC will procure a High Performance Computing Facility (HPCF14) intended for producing operational numerical weather forecasts in a joint operation between SMHI and MET (Norwegian Meteorological Institute) as well as for research and development for both institutes. HPCF14 will be purchased and owned by NSC. SMHI is financing the resource through governmental funding and research grants. 3(6)
4 3.2. SCOPE AND PURPOSE OF THE NEW SYSTEM MetCoOp, Meteorological Co-operation on Operational NWP (Numerical Weather Prediction) is a co-operation between SMHI and the MET. The vision of MetCoOp is to provide the best possible forecasts for Sweden and Norway. As meteorological model, the non-hydrostatic HARMONIE model with AROME physics from the HIRLAM co-operation has been chosen. This is a high-resolution model (2.5 km) with advanced physics, which require better computer performance than is available at present. Besides a high-resolution deterministic NWP model, the aim is also to run high resolution ensemble forecasts on the new HPC resource, together with other national models like HIROMB/NEMO (oceanographic models) and MATCH (atmospheric dispersion model). NWP-data are also used as input for hydrological models to calculate river runoff. The new HPC resource in Sweden will be the primary computer facility while the one, today positioned in Norway, will become a secondary computer used for back-up purposes. Data from the operational models provide the basis for SMHI s information available on the web and in mobile devices (apps) and to newspapers, radio and TV. The research groups at SMHI are working on improving existing models and on developing new models to be used operationally as well as within various R&D projects. The computer facility will also be used for climate model simulations for the future climate. 4. OVERALL DESCRIPTION 4.1. GENERAL INFORMATION HPCF14 has two parts, the High Performance Computing system (HPC14) and the attached storage system (HPCIO14). HPC14 consists of compute and system servers connected with a high performance interconnect. HPCIO14 is to be directly attached to HPC14. It is yet to be decided whether there will be a joint purchase for the complete HPCF14 system or if HPC14 and HPCIO14 will be purchased separately TECHNICAL DESCRIPTION HPCF14 will be running a mix of applications, two of which will be used for benchmarking of performance (see Section 8.1 below). The applications are written in Fortran, C and C++ and are parallel applications using MPI and/or OpenMP. The system must be able to execute a single program on all application nodes using MPI. The operating system must be based on Linux. The system must be based on processors with an x86_64 architecture. More information will be issued with the upcoming Invitation To Tender. Current NSC HPCF systems are Linux clusters. Most of the clusters are running a common NSC software stack based on primarily open software, including: - Linux, CentOS distribution - Lustre and/or GPFS - In-house developed software for installing, booting, monitoring, accounting and management built on Python, Django, Nagios, BitTorrent, Dracut, collectl, and many other packages. - SLURM job management and job scheduling. - Modules for managing software packages. - Compiler wrappers and script for compilation and execution of MPI-jobs. - Intel Cluster Studio. It is preferred that HPCF14 will run the NSC software stack. 4(6)
5 5. BUDGET A preliminary budget for HPCF14 is MSEK, including installation and 4-year nextbusiness-day service and support. 6. EVALUATION The evaluation will be based on the lifetime cost/performance for the system. Benchmarks performance numbers will be used to measure the performance of the offered HPCF SCHEDULE NSC envisages the following approximate schedule for the implementation of the project: February 2014: Invitation To Tender is submitted. End of October 2014: Installation HPCF14 starts. Beginning of December 2014: Acceptance of HPCF14 is completed. 8. BENCHMARKS 8.1. GENERAL In this pre-announcement, we have assembled two main benchmarks for HPC14: Arome and Nemo. File-IO in the benchmarks is done mainly in main memory. The purpose of the benchmarks is to enable vendors to be acquainted with the codes and how they can be executed correctly. Other benchmarks may be included in the tender, mainly aimed at testing components of the system. Performance numbers for multiple simultaneous executions of Arome and for Nemo will be required for the evaluation. The number of simultaneous copies for Arome and for Nemo will be announced in the ITT. Arome will have the largest weight in the evaluation VERSIONS To keep track of changes we will provide a version number for each release of the benchmarks. Modifications to the benchmark package will be communicated via to all vendors who has received access to the benchmark package as described in Section 8.3 below ACCESS Please fill in the attached form Annex_MoU_HirlamB.pdf and a scanned copy to the contact person in Section 10 below. You will then receive a link to a web page with a corresponding user and password combination as well as an md5 checksum for two gzipped tarfiles containing the Arome and Nemo benchmarks. When unpacked there will be a directory for each benchmark: Arome: Arome_bench_MetCoOp.v1.3 Nemo: Nemo_bench_MetCoOp.v1.4/baltix-v3.3 In each directory there is a README file describing the files as well as details on how to build and execute the application. The total sizes of the benchmark packages (in compressed format) are: 5(6)

MODIFICATIONS Each benchmark has a README file that includes a description on what type of modifications that are allowed to source codes, build environments, run scripts, etc. Specifically, no modifications are permitted to the source code unless explicitly required to be able to run the benchmark. If a modification is required that is beyond of what is allowed, it must be submitted for approval via to the contact person (see Section 10 below). 9. GENERAL INFORMATION REGARDING THE ITT 9.1. PROCURE PROCEDURE The procurement will be held as an open procurement procedure, in accordance with the Swedish law of public Procurements, (SFS 2007:1091 Section 4) FORM AND CONTENTS OF THE TENDER The entire procurement procedure will take place in Swedish (in earlier versions said it will be done in English) and the tender is to be submitted electronically via Visma OPIC TendSign.
