3 1 Invitation to prequalification 1.1 Invitation On behalf of the Municipality of Linköping, Lejonfastigheter is issuing an invitation to prequalification with regard to a project competition for Linköping s new aquatics centre. The competition is being conducted in cooperation with the Swedish Association of Architects. The purpose of the prequalification is to appoint five (5) applicants based on the received notifications of interest who will be offered the opportunity to participate in the competition. 1.2 Background The Municipality of Linköping has decided to build a new aquatics centre that meets the needs of the future. Today s aquatics centre, which was built in 1965, is probably the facility in the city that has the greatest diversity among visitors. The aquatics centre and what it has to offer is sought after by visitors of all ages, regardless of gender or social background. The new aquatics centre shall build on this and be further developed into an attractive location for sports, exercise, amusement and recreation. The new aquatics centre shall be built mainly for those who live and work in Linköping and shall provide the conditions to develop the sport of swimming. It shall also take into consideration and provide the conditions for meetings between people. Everyone should be able to experience the joy and well-being of exercising each according to their needs and abilities. To offer an attractive aquatics centre with a well-conceived whole, dialogues have been conducted with associations and other stakeholder groups. The aquatics centre that will be built will constitute the Municipality of Linköping s main facility for recreational swimming and swimming as a sport. The facility is estimated to have premises area of around 10,500 m 2. In addition to this, there will be technical areas and connecting areas to tie together the functions of the aquatics centre. The aquatics centre will also have outer functions that connect to the directly adjacent Tinnerbäck swimming area (summer swimming), which once the new aquatics centre is completed will become a park environment open year-round. 3

4 Picture from previously conducted location investigation The aquatics centre will be in a new city district within the old Folkungavallen area south of the Linköping city centre. The proposed design of the city district is presented in the Detailed planning programme in the inner city for Folkungavallen. The new city district will mark a stage boundary for an expanded inner city in accordance with the Inner City Development Plan the municipality has worked on for several years. The Development Plan is proposed for adoption in March The vision for the work is More and better inner city. Both of the aforementioned documents are available on the municipality s website as well as attachments to this prequalification document. The plan illustration for the programme is shown here. 1.3 Municipality s ambitions The new aquatics centre building shall express its significance through a high level of architectural quality. It shall display its public function through a welcoming and inclusive design language. Towards the park space and Tinnissjön Lake north of the building, the aquatics centre shall open up and give the visitors an opportunity to partake of the water and greenery outside. The aquatics centre will gain an important role in Linköping s inner city. The aquatics centre shall fit into its urban context and be integrated with Folkungavallen s planned district development and streets. The building s interface with the street space shall be distinct it should strengthen directions and thoroughfares, and contribute to the interconnection of the city s streets. The surrounding square and park space shall be designed with care and in harmony with the aquatics centre building s architecture. The Municipality of Linköping wants to develop the city towards a sustainable society. One of the Municipality of Linköping s long-term objectives is that the city shall be carbon dioxide neutral by Consequently, energy efficiency and a low climate impact are required during the building s entire life cycle, from material production and construction to operation and future development. An important aspect is that material shall be chosen that is robust and adapted to the complex environment that exists in an aquatics centre. Material selections shall be made conscientiously and based on a non-toxic perspective. Picture from previously conducted location investigation 4

5 The planning programme for Folkungavallen proposes that the new development shall be arranged in blocks with delimited private courtyard space for the residents and with entrances passing through. The height of the buildings will vary somewhat, but will be six floors on average. Parking shall be arranged underground below the blocks and the parking required for the aquatics centre s visitors will also be arranged underground outside the competition area. Stairs up from the car park can be arranged in the aquatics centre s façade or in adjacent building frames. The new city district will be linked to surrounding urban development by two existing streets, Snickaregatan and Emriks gata, being extended from the city centre into the new city district. Both of these streets will converge in the square in front of the aquatics centre. All streets in the city district will be given an inner city character, which means that all blocks will be designed with elevated and marked bottom floors that enable various kinds of businesses. A new square shall be arranged in front of the aquatics centre and be a destination in the city. In the new city district, there is also the Tinnerbäcksbadet swimming area that comprises an artificially heated bathing pond ( Tinnissjön Lake ) and a heated 50-metre pool. The area comprises sunning areas, a playground and more, as well as a building for changing rooms and a café. The outdoor swimming area is among Linköping s most important modernist facilities. The aquatics centre and the outdoor swimming area constitute a cohesive range of swimming for the visitor in the summer, which will be strengthened even more in conjunction with the establishment of the new aquatics centre. 5

6 2 Competition 2.1 Purpose of the competition The purpose of of the competition is to negotiate an assignment to plan/prepare complete architectural documents for the construction of the aquatics centre and the adjacent environment in the competition area with the submitters of the winning proposal. 2.2 Competition area The competition area is marked with a red dashed line and includes the aquatics centre building and its immediately surrounding park and urban space. See the marked area at right. 2.3 Competition assignment The competition assignment consists of designing the aquatics centre of the future that maintains a high level of architectural quality (aesthetics, function and technology), which is assessed to meet set requirements in terms of function, quality, cost and time to completion, and which conforms well to a new urban context. Competition area The aquatics centre The aquatics centre to be built shall consist of the following main components: 50-metre competition pool with stands, divisible for competition and training on a short course 25-metre training and exercise pool Diving pool for diving from heights of 1, 3 and 5 metres Teaching pool Water park landscape with wave pool and water slides, small children s area, outdoor area, etc. Relaxation area Rehab pool Gym including group exercise premises Changing rooms, serving areas, entrances, public spaces, access and outer functions. In addition to this, there will be staff rooms, operations spaces and technical spaces. The aquatics centre s access area and outer logistics will be arranged within the competition area. A local programme will be attached to the competition programme Urban planning perspective The aquatics centre will be located in an inner city environment. Consequently, the municipality wants the design of the aquatics centre to be made so that the building ties into the surrounding street space with open bottom floors. This should either be done so that the aquatics centre s own functions open out towards the surrounding streets and square, or that complementing premises will be proposed along the streets. Since the programme requirements for the aquatics centre provide for a low building compared with the surrounding development, the competitors will be encouraged to work with proposals on extension for various operations Building Limitation in height will not be stipulated in the competition programme, but rather extensive freedom will be provided for the competitors to propose the development s height and expansion within the competition area. The assignment includes organising and designing the building in such a way that it contributes to the surrounding street atmospheres and other public spaces. Volume and function shall relate to the place and consider the surrounding cityscape. The building s form and volume must, however, be based on the aquatics centre s function and that functional inner logistics are created. 6

7 2.3.4 Square The assignment will include designing a square that will be arranged on the south side of the aquatics centre and ties together Emriks gata and Snickaregatan. Access to the aquatics centre shall take place here and shall be designed together with the square. Functional requirements linked to access will be included in the local programme. The square in itself is a destination in the city and will be designed as a flexible activity space for temporary events linked to the aquatics centre, but also for other events tied to sports and other health-promoting activities. The square also plays an important role in directing light, providing orientation and giving an overview in the new city district The park around Tinnissjön Lake Picture from previously conducted location investigation Within the new city district, there is also the Tinnerbäcksbadet swimming area, which is described above under point 1.3. Tinnissjön and the outdoor swimming area are not included in the competition, but the competition assignment includes designing the new aquatics centre s façade towards the lake and showing how a walking passage can be arranged between the lake and the centre. The aquatics centre shall have an outdoor environment that connects to Tinnissjön Lake and the park space around it. 2.4 Competition programme The competition programme is under development and will be provided to the competitors in connection with the beginning of the competition in August Number of competitors Up to five of those registering interest will be selected to participate in the competition. 2.6 Remuneration The participants that are chosen for the continued competition will each be remunerated in an amount of SEK 300,000 after a proposal correctly submitted and approved by the competition jury. 2.7 Assignment after the competition for the winner Competition submissions received will be ranked. If no agreement regarding the continued assignment is reached with the winning submitter, negotiations will be taken up with the next submitter in the order of rank. On condition that requisite decisions regarding implementation are made, Lejonfastigheter AB has the intent to negotiate an agreement for programme preparation, and establishment of system documents with an option for detailed planning regarding the aquatics centre construction, supplemental side buildings and outdoor environment with delimitation. In the programme work, the client will add quality and functional requirements and in some cases material requirements. The client will also set environmental requirements and extensive requirements regarding quality assurance in planning. The agreement will be signed with Lejonfastigheter, but may be assigned by Lejonfastigheter to another party in the project planning phase, depending on what contract form is established. A collaboration contract may potentially be applied. The form for continued assignments will be described in more detail in the competition programme. If within a period of two years after the end of the competition, the arranger has not commenced negotiations with the winning proposal submitter, a compensation of SEK 300,000 excluding value added tax is payable for the assignment regarding the aquatics centre. 7

8 3 Technical competition regulations 3.1 References A notice of interest shall present the consulting group that will participate in the competition. The availability of any subconsultants shall be confirmed with written contracts/agreements. Any replacement of consultants shall be approved by the client. The reference objects presented shall altogether indicate the team s competencies in the following areas of expertise: Aquatics centre/swimming facility or an equivalent project, considering complexity, technical requirements and logistics (also refer to section 3.5). Architecture Landscape architecture Sustainability All references regarding reference projects shall be from assignments for objects finished as of 2013 and later. 3.2 Notice of interest The notice of interest shall have been received by Lejonfastigheter no later than 28 April Electronic tender This procurement is being carried out in the electronic procurement system TendSign; As the procuring organisation, we strive to simplify and secure the tender work for both the tenderers and procurement agents; we therefore only accept electronic tendering through TendSign. Through TendSign, the tenderer receives: potentially additional or supplementing information. This also takes place with notices by to the tenderer account s address. control that all questions in the request documentation are answered before the tender is sent in. 9 3.4 Registration and updating of tenderer account Tenderers shall register in TendSign and thereby create an individual tenderer account and use this account to be able to read request documents and to create and send tenders for procurements in TendSign. NOTE that the tenderer account that the tenderer uses shall be registered with an identical corporate identity number as is held by the tendering company and by an authorised tender submitter! In addition, it is of considerable importance that the tenderer account is registered and then updated as necessary with correct information, such as addresses, phone numbers, addresses, web addresses to the company s possible website, and other relevant information. Also keep in mind that every individual account is registered to the correct department within the company at registration. This is particularly important if the individual is at a local address and not the main organisation s address. If the tender applicant/tenderer does not register through TendSign, but rather collects the documents in another way, such as from another database, we cannot guarantee that all information will be received by the tender applicant/tenderer. 3.5 Prerequisites and documents The notice of interest shall be written in Swedish, with the exception of documents such as publications, newspaper articles, jury rulings and the like, which may be in Norwegian, Danish or English or be translated to Swedish or one of these languages. The notice shall include all of the information below: List of submitted materials. Company name, contact person, corporate identity number, address, phone, , web address. * Certificates regarding registration of limited company, partnership or the like. Only applies to foreign companies. * Certificates from business and credit rating agencies, containing information on key financial indicators and risk classification (a maximum of three months old). Only applies to foreign companies. Certificates from the relevant authorities regarding proper payment of statutory taxes and social security contributions. Only applies to foreign companies. Presentation of what quality and environmental management system the company will work according to in the assignment. Exactly three (3) reference objects that are relevant to the assignment; see point 2.3. The projects shall be an aquatics centre/swimming facility or other buildings with complex flows and logistics. Examples of buildings can be large sports facilities, police buildings, universities, hospitals, court buildings, airports, theatres and concert facilities, with a size of at least 5,000 m 2. For the reference objects, it shall state what role the proposed assignment leader had in the respective project. Two reference projects that are relevant to the landscape architecture assignment, meaning square and/or park facility with or next to water. For the reference objects, it shall state what role the proposed landscape architect had in the respective project. Three reference projects where an environmental classification system has been used. For the above reference projects, reference persons shall be provided who can be reached during the evaluation period, 9 20 May 2016, and contact information for them (name, address, phone number, ). Presentation of the competition organisation with indication of key people and the roles and the resource input the participating people will have in the competition. If the proposal submitter does not have any of its own references from aquatics centres, aquatics centre expertise shall be added to the project. This may be resolved with the help of subcontracting consultants when necessary. CVs that confirm aquatics centre expertise shall be appended. One or more reference projects can be used to show all of the above experiences and competencies if it is considered suitable by the applicant (the total number of reference projects will therefore be at least 3, at most 8). * If several architectural firms collaborate, the information shall be presented for all parties. 9

10 If several companies want to submit the notice of interest together, the notice of interest shall be submitted by one of the companies (the proposal submitter). Other companies in the cooperation shall be subcontractors to the proposal submitter. The proposal submitter shall stand for the proposal and meet requirements regarding the proposal submitter. What company is the proposal submitter and who subcontractors are shall be stated. The same subcontractor can participate in several prequalification contributions, although not in the later competition phase. The arranger will check that proposed taxes and fees have been paid. Those registering interest whose operations are not based in Sweden append corresponding information in the form of certificates from their home country. 3.6 Selection criteria and assessment The selection will be made in two stages. The first stage comprises shall requirement. If any of the requirements is not met, the party registering interest will not go on to selection round two. Stage 1: The following requirements shall be met: The notice of interest shall have been received in time and be written in Swedish according to the above requirements in 3.2 The documents shall be complete Requested certificates shall be valid The proposal submitter may not have residual debts with regard to taxes and social security contributions with the Swedish Enforcement Authority according to the Swedish Tax Agency registers. The proposal submitter shall have met its statutory obligations regarding registrations and payments for social security contributions and taxes in Sweden or in the home country if the company is registered in a different country. The client will conduct a check with the Swedish Tax Agency. The proposal submitter that is registered in a different country shall append relevant documentation that confirms fulfilment of requirements of registration, tax, employer s contributions, etc. Economic and financial standing shall belong to a minimum of risk class A according to the Soliditet classification for non-nordic companies, corresponding requirements apply from equivalent credit rating institutes in the own country. Certificates shall be appended from non-nordic companies. The proposal submitter shall have a manager, policy and targets for the work on quality and the environment. The company shall have tools to ensure activities within the quality and environment areas. Documents that show this shall be appended to the notice of interest. 1 assignment manager: At least five years of documented professional experience as an assignment manager. CV shall be appended. The assignment manager shall be SAR/MSA or have equivalent expertise. 1-2 administrators: At least five years of documented professional experience as an administrator. CV shall be appended. If the expertise is not within the aforementioned team, one consultant tied to the project, with experience of aquatics centre projects, shall be presented to ensure expertise in the area. 10

11 Stage 2: The selection is made based on the notices of interest received and their content based on a total assessment of: Architectural expertise is assessed based on the quality and relevance of the reference projects to the assignments (building, urban planning, landscape) and the proposed project organisation. Ability to carry out projects within the given financial, quality and time frames. Assessed based on contact with reference persons. Experience of environmentally classed building is assessed based on contact with reference persons. Experience of aquatics centres will be beneficial. The evaluation group consists of the following: Christian Dahlén, Lejonfastigheter, Project Director Johan Larsson, Lejonfastigheter, Project Manager Maria Widfeldt, Lejonfastigheter, Sustainability Manager Johanna Wiklander, Environment and Urban Planning Administration, City Architect, SAR/MSA Hans Mayer, Cultural and Leisure Administration, Expert Roger Stigsson, Environment and Urban Planning Administration, Planning Architect, SAR/MSA A representative from the Swedish Association of Architects administers the prequalification process in support of the arranger. 3.7 Project language The project language for the competition is Swedish. 3.8 Return of submitted materials and publication Submitted materials will not be returned. Confidentiality Confidentiality applies to the procurement. Consequences to note for those registering interest: The confidentiality is broken after an award decision, i.e. after the decision of the winner in the project competition. Those selected/invited to the competition will be notified of this and be provided a selection decision on general grounds. The selection record will be made public only after the award decision. Appeal of a selection decision is only possible after an award decision. An agreement with the winning project team can be signed no earlier than 10 days after an award decision in accordance with the rules in the Public Procurement Act. The competition will follow the Swedish Association of Architects recommendation on confidentiality in prequalification and the publication of participants for invitational competitions. Consequences to note for those who have been invited to submit competition proposals: Those selected/invited to submit competition proposals will have a responsibility to not violate the anonymity or the confidentiality. This, and consequences for how competition proposals shall be presented, will be prescribed in the Competition programme. Chapter 19 Section 3 Paragraph 2 of the Public Access to Information and Secrecy Act applies until an award decision is made. Confidentiality and anonymity apply until the competition is completed, i.e. after the award decision. 11
