4 o SAIP AN AND NORTHERN ISLANDS LEGISLATIVE DELEGATION Third Senatorial District Eighteenth Northern Marianas Commonwealth Legislature SECOND REGULAR SESSION,2013 HOUSE LOCAL BILL NO A LOCAL BILL FOR AN ACT FOR THE THIRD SENATORIAL DISTRICT To rnune the public beach located behind the San Antonio Elementary School in San Antonio, Saipan (Lot Nos. 004 I 26,002 I 43, 002 I 42), to "San Antonio Village Beach Park"; and for other purposes. BE IT ENACTED BY THE THIRD SENATORIAL DISTRICT DELEGATION PURSUANT TO CHAPTER 4, DIVISION 1, TITLE 1 OF THE COMMO}'lj'WEALTH CODE: Section 1. Findings and Purpose. The Delegation finds that the public beach 2 located behind the San Antonio Elementary School in San Antonio, Saipan (Lot Nos. 004 I 26, I 43, 002 I 42), is commonly known as "San Antonio Beach." The residents of San 4 Antonio have frequented this location for over fifty years and have maintained the beach for 5 the benefit of the community and visitors alike. This beach is unofficially referred to as "San 6 Antonio Beach" and the Delegation finds it fitting and timely that it recognizes the history of 7 the residents' connection to this beach. The Delegation further recognizes the immeasurable 8 contributions of the residents in maintaining the beach. Therefore, the purpose of this Act is to 9 officially name this beach as the "San Antonio Beach Park." 10 Section 2. Public Beach Park Naming. The public beach located behind San 11 Antonio Elementary School in San Antonio, Saipan (Lot Nos. 004 ] 26, 002 I 43, 002 I 42), is 12 hereby named "San Antonio Beach Park." The Division of Parks and Recreation shall install a 13 sign bearing the new name no later than 60 days after this Act becomes law.

5 House Local Bill No Section 3. Severabilitv. If any provision of this Act or the application of any such 2 provision to any person or circumstance should be held invalid by a court of competent 3 jurisdiction, the remainder of this Act or the application of its provisions to persons or 4 circumstances other than those to which it is held invalid shall not be affected thereby. 5 Section 4. Savings Clause. This Act and any repealer contained herein shall not be 6 construed as affecting any existing right acquired under contract or acquired under statutes 7 repealed or under any rule, regulation or order adopted under the statutes. Repealers contained 8 in this Act shall not affect any proceeding instituted under or pursuant to prior law. The 9 enactment of the Act shall not have the effect of tertninating, or in any way modifying, any 10 liability, civil or criminal, which shall already be in existence on the date this Act becomes II effective. 12 Section 5.
