Box FIRST REGULAR SESSION, 2013 HOUSE LOCAL BILL NO. 18-6, Dl A LOCAL APPROPRIATION BILL FOR AN ACT FOR THE SECOND SENATORIAL DISTRICT To appropriate Ninety Four Thousand Dollars ($94,000.00) from the local license fees collected from poker machines in the Second Senatorial District; and for other purposes. l BE IT ENACTED BY THE SECOND SENATORIAL DISTRICT DELEGATION PURSUANT TO CHAPTER 4, DIVISION 1, TITLE 1 OF THE COMMONWEALTH CODE: SECTION 1. SHORT TITLE. 2 The purpose of this act is to appropriate $94, collected from the local license fees of 3 Poker machines for the various programs in the Second Senatorial District. 4 SECTION 2. APPROPRIATION. 5 There is hereby appropriated $94, from the local license fees from poker 6 machines, pursuant to Tinian Local Law 14-2, to be expended as follows: 7 (a) Monthly and retroactive subsistence allowance for dialysis, cancer, multiple 8 sclerosis, debilitating epilepsy seizure disorder, dermatomyositis and post cerebral vascular 9 accident patients from Tinian. $27, l 0 (b) Tinian Little League $7,000 l1 District Meet 12 (c) DPS- Fire Department $15,000 Fire truck Repair

Star Marianas Airlines ($2,500) 7 (f) PSS- Tinian High School-"Youth for 8 Youth" trip to Guam $7,500 9 TOTAL: $94, SECTION 3. EXPENDITURE AUTHORITY. 11 For the funds appropriated under section 2(a) of this Act, the Secretary of Finance shall 12 be the expenditure authority, who shall prepare and disburse the amount not to exceed 13 $4, for each month starting Jan I", 2013 until the entire appropriated amount of 14 $27, is expended. The allocated amount shall be distributed monthly and equally among 15 all eligible dialysis, cancer, multiple sclerosis, debilitating epilepsy seizure disorder, 16 dermatomyositis and post cerebral vascular accident patients from Tinian, in concurrence with 17 a certified physician. 18 For the funds appropriated under section 2(b) the Director of Department of 19 Community and Cultural (DCCA), Tinian shall be the expenditure authority in concurrence 20 with the Tinian Little League President. 21 For the funds appropriated under section 2( c) the Director of the Department of Public Page 2

5 House Local Bill No. 18-6, Dl 1 Safety Tinian shall be the expenditure authority. 2 For the funds appropriated under section 2(d) of thls act, the Secretary of Finance shall 3 prepare and distribute the amount. The Tinian Municipal Scholarship Board shall be the 4 expenditure authority. 5 For the funds appropriated under section 2(e), the Mayor of the Municipality oftinian 6 shall be the expenditure authority. 7 For the funds appropriated under section 2(f) the Tinian High School Principal or his 8 designee shall be the expenditure authority. 9 SECTION 4. SEVERABILITY. l 0 If any provision of this Act or the application of any such provision to any person or II circumstance should be held invalid by a court of competent.iurisdiction, the remainder of this 12 Act or the application of its provisions to persons or circumstances other than those to which it 13 is held invalid shall not be affected thereby. 14 SECTION 5. SAVINGS CLAUSE. 15 This Act and any repealer contained herein shall not be construed as affecting any 16 existing right acquired under contract or acquired under statutes repealed or under any rule, 17 regulation or order adopted under the statutes. Repealers contained in this Act shall not affect 18 any proceeding instituted under or pursuant to prior law. The enactment of the Act shall not 19 have the effect of terminating, or in any way modifying, any liability civil or criminal, which 20 shall already be in existence on the date this Act becomes effective.
