4 TINIAN & AGUIGUAN LEGISLATIVE DELEGATION Second Senatorial District Seventeenth Northern Marianas Commonwealth Legislature :OURTH REGULAR SESSION, 2011 HOUSE LOCAL BILL NO Dl A LOCAL APPROPRIATION BILL FOR AN ACT FOR THE SECOND SENATORIAL DISTRICT To appropriate Forty-One Thousand Eight Hundred Thirteen Dollars ($41,813.00) from the local license fees collected from pachinko slot machines and poker machines in the Second Senatorial District; and for other purposes. BE IT ENACTED BY THE SECOND SENATORIAL DISTRICT DELEGATION PURSUANT TO CHAPTER 4, DIVISION 1, TITLE 1 OF THE Section 1. Purpose. The purpose of this Act is to appropriate Forty-One Thousand!ight Hundred Thineen Dollars ($41,813.00) collected from local license fees from pachinko lot machines and poker machines, for various programs in the Second Senatorial District. Section 2. Appropriation. There is hereby appropriated Forty-One Thousand Eight Iundred Thirteen Dollars ($41,813.00) from the local license fees for pachinko slot machines nd poker machines, pursuant to Tinian Local Law 14-2, to be expended as follows: (a) Monthly subsistence allowance for dialysis, cancer, multiple sclerosis, debilitating epilepsy seizure disorder, dermatomyositis, and post cerebral vascular accident patients with permanent neurologic deficit, for patients from Tinian $27, (b) Tinian Elementary School for the expenses of The Chamorro Language Competition held in Guam TOTAL:
5 House Local Bill No , Dl Section 3. Expenditure Authority. (a) For the funds appropriated under Section 2(a) of this Act, the Secretary of Finance shall be the expenditure authority and shall prepare and disburse the amount not to exceed Two Thousand Two Hundred Fifty Dollars ($2,250.00) for each month commencing from January to December 2011 until the entire appropriated amount of Twenty-Seven Thousand Dollars ($27,000.00) is expended. The allotted amount of Twenty-Seven Thousand Dollars ($27,000.00) shall he distributed equally among all eligible dialysis, cancer multiple sclerosis, debilitating epilepsy seizure disorder, dermatomyositis and post cerebral vascular accidents patients with permanent neurologic deficit, for patients from Tinian each month. The director of the Tinian Health Center shall provide the Secretary of Finance with the list of patient names to be paid pursuant to this Act. (b) For the funds appropriated under Section 2(b) of this Act, the Tinian Elementary Principal shall be the expenditure authority. Section 4. Severabilitv. If any provision of this Act or the application of any such provision to any person or circumstance should be held invalid by a court of competent jurisdiction, the remainder of this Act or the application of its provisions to persons or circumstances other than those to which it is held invalid shall not be affected thereby. Section 5. Savings Clause. This Act and any repealer contained herein shall not be construed as affecting any existing right acquired under contract or acquired under statutes repealed or under any rule, regulation or order adopted under the statutes. Repealers contained in this Act shall not affect any proceeding instituted under or pursuant to prior law. The enactment of the Act shall not have the effect of terminating. or in any way modifying, any liability, civil or criminal, which shall already be in existence on the date this Act becomes effective.
