At the time of application, the Customer is required to

2 deposit the corresponding basic service fees for the selected package in their account at the sales outlets of China Telecom Shanghai. The package service fees will be deducted from the account balance on a one-off basis upon service commencement Charges of the package will become effective upon service commencement The domestic data usage in this package is limited to Mainland China (local data usage is limited to Shanghai Municipality), inclusive of 4G, 3G and 2G connection but excluding WiFi (WLAN) internet access. The actual usage is limited by the capability of the data terminal device and the circumstances at the base station(s) Validity period of data usage: 90 days for the quarterly package; 180 days for the half-year package and 365 days for the one-year package, starting from the day of service commencement. During the validity period, if the inclusive data allowance in the package has been used up, wireless internet access shall be charged according to the standard rates of the package. After the validity period, the unused data allowance in the package will expire, and wireless internet access thereafter will be charged at: CNY 0.3/MB for data usage under 100MB; free for data usage of MB; the same principle applies for excessive data usage over 500MB (i.e. CNY 30 for each 500MB of data usage). The lowest charging unit is CNY /KB. Data usage is charged by the kilobyte (KB) and rounded to the nearest cent WiFi internet access via China Telecom Shanghai WLAN access will be charged according to the standard rates of the China Telecom Shanghai WLAN Service. The Customer should top up their account to avoid service suspension due to insufficient account balance Cap on Data Usage In this package, domestic mobile data charges are capped at CNY 600, inclusive of the charges for excessive domestic 4G/3G/2G data usage but excluding the basic monthly fee and charges for SMS, MMS, voice call, WLAN and other optional packages. The maximum charge of CNY 600 covers domestic data usage of no more than 15GB per month. After the 15GB limit is exceeded, the Customer s wireless internet access (4G/3G/2G/WLAN) will be automatically suspended. In the case of internet service suspension, all value added services requiring internet connection will become unavailable. Please visit the sales outlets of China Telecom Shanghai or call our hotline to reactivate internet service. After service resumption, new data usage can be covered by the unused data allowance of valid the quarterly/half-year/one-year optional data package. For excessive data usage, charges will be calculated at: CNY 0.3/MB for excessive data usage under 100MB; free for excessive data usage of MB; the same principle applies for excessive data usage over 500MB (i.e. CNY 30 for each 500MB of excessive data usage). New data usage and the charges incurred will not be capped. The cap on domestic mobile data charges and usage and the subsequent service suspension will resume in the following month After the package becomes effective, the Customer should check their account balance regularly. They should make a top-up to pay for excessive usage (including data

3 package and other usable data). If the Customer s account balance is zero or negative, China Telecom will suspend the Customer s internet access on the day after the basic package, optional data packages and internet access card expire. Within the first 90 days of service suspension, the Customer can top up their 4G Wireless Internet Access Card account by purchasing a China Telecom Top-up Card and dial 11888, or by logging in to the Online Shop of China Telecom Shanghai ( Alternatively, they can purchase a new quarterly/half-year/one-year optional package or a data top-up card in order to continue using the wireless internet access of China Telecom Shanghai. Once the account balance is sufficient, or data allowance is recharged, wireless internet access will resume automatically. If the account balance remains insufficient after 90 days, China Telecom Shanghai reserves the right to terminate the wireless internet access provided to the Customer For all other unspecified charges, the current effective standard rates apply Customers can recharge data allowance with data top-up cards. The data allowance of the basic package will be used up first, followed by optional data package and data top-up card Quarterly/half-year/one-year wireless internet access card: The Customer can top-up their internet access card through our sales outlets, online shop and top-up cards. The account balance of any pre-paid account should not exceed CNY The Customer may add an optional data package that corresponds to their e-surfing 4G Wireless Internet Access Card (Quarterly/Half-year/One-year ). Optional package subscription is limited to one per device/number. The Customer can visit the sales outlets of China Telecom Shanghai or log in to the online shop of China Telecom Shanghai ( to purchase the optional package. The package fee must be settled in full upon purchase. The optional package will become effective immediately upon subscription. 2. The domestic data usage in the optional package is limited to Mainland China,

4 inclusive of 4G, 3G and 2G connection but excluding WiFi (WLAN) internet access. The actual usage is limited by the capability of the data terminal device and the circumstances at the base station(s). 3. The validity period of the optional package begins from the day of activation. After the validity period, the unused data allowance in the package will expire. Data usage after the validity period and excessive data usage during the validity period will be charged according to the standard rates of the basic package. 4. For customers of the e-surfing 4G Wireless Internet Access Card (Quarterly/Half-year/One-year ) who have purchased optional packages, the data allowance in the basic package will be used up first, followed by the data allowance of the optional package. 6. Notes to Customers: 6.1. The offers of the e-surfing 4G Wireless Internet Access Card (Quarterly/Half-year/One-year ) will end after the validity period of the package. Customers should top-up their accounts if they would like to continue using the service. Data usage is charged at: CNY 0.3/MB for data usage under 100MB; free for data usage of MB; the same principle applies for excessive data usage over 500MB (i.e. CNY 30 for each 500MB of data usage). The Customer may purchase a quarterly/half-year/one-year optional package or a data top-up card to recharge data allowance and continue to enjoy discounted rates. The Customer may also subscribe to other wireless internet packages of China Telecom Shanghai Customers with outstanding accounts are not eligible for this promotion offer, unless the outstanding payment is settled in full The e-surfing 4G Wireless Internet Access Card (Quarterly/Half-year/One-year ) utilizes a 4G UIM card that only supports mobile data communication and internet functions via the China Telecom s mobile network, but not voice and SMS functions (except receiving messages and sending free messages to the 10000/10001 customer service centre) No refund or changes to subscription will be offered for the Quarterly/Half-year/One-year (including optional packages) The Customer opts to use the 4G UIM card provided by China Telecom Shanghai. In the case of loss, theft or damage of the UIM card, the Customer can arrange for voluntary service suspension, card replacement or card exchange. The Customer is liable for any charges that may apply. Card replacement and card exchange are charged at the standard rates for the relevant services In order to enjoy the service of this package, a wireless internet access card or e-surfing wireless router (MIFI) that supports China Telecom 4G internet access is required For ccustomers who participate in this promotion offer with their own devices, if services cannot be delivered due to the terminal device(s), China Telecom Shanghai shall not be

5 obliged to reduce the service charges When connecting to wireless internet in different places, the Customer may experience uneven connection speed or internet service may be temporarily unavailable when the network is busy. The quality of domestic roaming service depends on the service coverage of the place of roaming. Your understanding is very much appreciated if internet service is unavailable in the place of roaming due to network coverage problems During the service period, in the case of account transfer, service suspension with number retention or service termination relating to this promotion offer, the Customer will be considered to have withdrawn from this promotion campaign. The package fees deducted (including optional packages) will not be refunded. 7. During the service period, China Telecom Shanghai shall provide communications services in compliance with The Telecom Regulations of the Peoples Republic of China and related ordinances and regulations. In the case of violation, Chine Telecom Shanghai shall take responsibility for contract violation. 8. These Terms and Conditions serve as a supplementary agreement to the Service Agreement of China Telecom Corporation Limited Shanghai Branch and the Mobile Service Subscription Agreement of China Telecom Corporation Limited Shanghai Branch. Should the aforementioned agreements interfere with the contents of these Terms and Conditions, these Terms and Conditions shall prevail. The Customer Registration Form of China Telecom Corporation Limited Shanghai Branch is a component of these Terms and Conditions. These Terms and Conditions shall become effective after the Customer signs the Customer Registration Form. The Customer s signature on the Customer Registration Form serves as proof of their confirmation and signing of these Terms and Conditions and the aforementioned agreements. Product for Promotion: China Telecom Corporation Limited Shanghai Branch (China Telecom Shanghai) E-Surfing Prepaid 4G Data Card Service 4. Duration of Campaign: April 1 to December 31, Details of Campaign: 1) Details of : includes Name of Fee Domestic Data Usage Additional Charge on Top of limit (Local and Validity Period Domestic inclusive) E-Surfing 4G Domestic Data Usage Under 100MB, CNY 0.30/MB; Wireless MB, free; the same principle Internet CNY GB applies for excessive data usage of 30 Days Access Card 500 MB or more (i.e. CNY 30 for (30-Day every 500 MB). ) Note: Taiwan, Hong Kong and Macau are not covered in the service area for domestic internet access. Local refers to Shanghai Municipality. 2) Description 1. E-Surfing 4G Domestic Data Usage Internet Access Card (30-Day ) stipulates a real-time pre-paid service. Customers are required to deposit the corresponding basic fee in accordance with the package chosen at China Telecom Shanghai sales outlet when they subscribe the service package. The deposited basic fee will be charged on a one-off basis upon service activation. 2. Charges of the package will become effective upon service activation. 3. The data usage for local Internet access refers to the data usage incurred by local Internet access in Shanghai; the data usage for domestic Internet access refers to the data usage

7 incurred by domestic Internet access (international roaming and roaming in Taiwan, Hong Kong and Macau are not supported) by China Telecom 4G, EVDO and CDMA1X, excluding Wi-Fi (WLAN) Internet access. Actual usage is limited by the capability of data terminal device and the circumstance of corresponding base station. 4. Validity period of data usage: The validity period is 30 days, starting from the day of service activation. During validity period, if the data usage included in the package has been used up, thereafter data usage will be calculated on additional basis. After validity period, the remaining unused data usage included in the subscribed package will be ineffective, thereafter additional charge of 0.3 CNY/MB is incurred for usage below 100MB. All additional charge will be waived for usage in between 100MB to 500MB. While the data usage out of package exceeds 500MB, it will also be charged according to the principle mentioned above (30 CNY/ 500MB) and by this analogy. (Usage under 1KB will be rounded up to the nearest 1KB and charges under 0.01 CNY will be rounded up to the nearest 0.01 CNY). 5. Customers accessing the internet via China Telecom Shanghai WLAN access will be charged separately on the basis of WLAN internet access charging scheme. Separate top up is required for WLAN access and sufficient account balance shall be maintained to avoid service suspension due to outstanding payment. 6. In this package, domestic mobile data charges are capped at CNY 600, inclusive of the charges for excessive domestic 4G/3G/2G data usage but excluding the basic monthly fee and charges for WLAN and other add-on data applications. The maximum charge of CNY 600 covers domestic data usage of no more than 15GB (excluding designated data application usage). After the 15GB limit is exceeded, the Customer s wireless internet access (4G/3G/2G/WLAN) will be automatically suspended. In the case of internet service suspension, all value added services requiring internet connection will become unavailable. Please visit the sales outlets of China Telecom Shanghai or call our hotline to reactivate internet service. After service is reactivated, new domestic data usage will be deducted from the valid add-on package of Half-year and One-year data card. Excessive data usage will be charged at: CNY 0.3/MB for excessive data usage under 100MB; free for excessive data usage of MB; the same principle applies for excessive data usage over 500MB (i.e. CNY 30 for each 500MB of excessive data usage). 8 balance is zero or negative, China Telecom Shanghai will suspend the internet access service from the day after the basic package, the additional data package and topped-up data card expire. Customers can purchase the top-up card to call or login on China Telecom Shanghai online shop ( to recharge the 4G wireless Internet access card, or purchase add-on package or data usage card for service continuation. China Telecom Shanghai will resume the internet access function immediately. If customers do not top up with sufficient amount to cover the negative balance within 90 days after service suspension, China Telecom Shanghai reserves the right to terminate the service. 8. Any charge not mentioned in the Terms and Conditions will be charged with the standard charging scheme. 9. It is recommended for customers to prioritize their top-up choices primarily through packages, followed by add-on package and then data usage card. 10. All half-year/ one-year internet access card can be recharged/purchased through our sales outlets, online shop and top-up cards, the maximum limit for pre-paid balance should not exceed CNY Notes to Customers: 1. Upon E-Surfing 4G Wireless Internet Access Card (30-Day ) contract expiry, if the Customer does not change their service subscription or terminate their account, China Telecom Shanghai will continue to provide communications services at the standard charges of the Customer s chosen Enjoy 4G package if it remains capable of providing the Customer with the package specified in these Terms and Conditions and if there is no outstanding balance in the said Customer s account. And the package fee will be automatically deducted on the next day of original contract expiry. This package stipulates a prepaid service which requires customer to top up before the contract expiry date to avoid service suspension due to outstanding payment (one-off top up amount according to original package). 2. Customers with outstanding service charges are only eligible for subscription upon clearance of outstanding service payment. 3. E-Surfing 4G Wireless Internet Access Card (30-Day ) supports China Telecom data usage and internet access function, neither voice nor WLAN function. SMS function (only receiving messages and sending free message to 10000/10001 our customer service center) is supported. 4. E-Surfing 4G Wireless Internet Access Card (30-Day ) cannot be refunded nor changed within the validity period. 5. Customers benefit from their voluntary use of CDMA UIM card provided by China Telecom Corporation Limited Shanghai Branch. During the service period, if the UIM card is lost, stolen or damaged caused by misuse, customers can apply for temporary suspension, re-issue or replacement with additional charges. Re-issue and replacement of card are charged with the standard charging scheme.

Customers should possess a wireless internet access card ( hard card ) or e-surfing wireless router (MIFI) which supports China Telecom 4G Internet access service for normal usage of the related services in the package. 7. Customers are responsible for the terminal device. China Telecom Shanghai is not held responsible for any service irregularity caused by terminal devices and will not be liable to any reimbursement in the form of service fee reduction. 8. Under different circumstances, the speed of internet access may vary or disconnect when the network is busy. Domestic roaming service depends on the network coverage of the corresponding location. Your understanding is highly appreciated. 9. During the validity period, initiations of account transfer and service cancellation of this campaign will be regarded as withdrawal from this campaign due to personal reasons. The charges deducted will not be refunded. 7. During the service period, China Telecom Shanghai shall provide communications services in compliance with the Law and Regulations of the State. In the case of violation, Chine Telecom Shanghai shall take responsibility for contract violation. 8.
