3 Terms of Reference 1. Background National Anti Doping Agency is responsible for dope control activities in country in terms of conducting dope tests on sportspersons and also by means of spreading anti doping awareness message amongst the sportspersons and support personnel through conduct of anti doping awareness session / workshops / program for them at various levels. NADA is in process of educating the youth athletes / sportspersons by means of creating multimedia awareness campaign with the help of video films/clips on anti doping subjects. 2. Briefing: Interested Agency may depute their authorized representative(s) to attend the briefing meeting scheduled on July 28 th 2016 at AM in NADA office for any clarification in connection to the scope of work or with the work proposal. The office of NADA will provide the necessary assistance to the agency / authorized representative in terms of background information, possible themes/ materials and any other information as required. The Agency must also come up with the concept note/ideas for promotion of anti doping awareness campaign in sports and the same may be discussed on the same day. 3. Scope of Work for Agencies Designing and making of creative audio/visual small clips/films/video for multimedia media campaigns for promotion of anti-doping awareness in sports. The topic of themes may be as follows: A) Brief about National Anti Doping Agency and why doping?- The theme will explain the highlights and salient features of NADA and act as window to introduce NADA to the audience who believes in fair play. It will also include the primary functions of NADA, formation and purpose of inception etc.

4 B) Sample Collection Process (Dope Test)- This part of film will demonstrate the practical session involved in dope testing process which is based on International Standards of WADA. It will be very useful for junior and youth level sportspersons (budding athletes) to have an idea about each steps involved in actual doping control process. C) Health Hazards of Doping (Prohibited Substance)- The drugs abused in sports have very serious side effects on sportspersons. This concept of film will be able to highlight the health consequences of doping and misuse of prohibited substance by athletes to enhance sporting performance. The importance of Therapeutic Use Exemption (TUE) may also be explained in this concept. D) Interview with Eminent Sportspersons and Icons- The purpose of this theme will be to inspire the young sportspersons to play fair sports. Through the testimony of eminent sportspersons and their sporting experiences the athlete will be able to understand that why drugs should not be taken to enhance the sport performance. The idea of fair play / natural sports will be emphasized in this part. 4. Terms and conditions a) The proposal should contain the following documents: i. Proof of empanelment with DAVP. (Attach empanelment le tters with details of the performance/status/annual turnover for last 05 years/copy of Articles and Memorandum of Association and other related documents and list of Clients/Campaigns undertaken/credentials, etc., with proof). ii. Details of award winning campaigns, handled if any (Documentary proof) iii. Proof of Professional experience of at least 5 years in Youth & Sports sectors/davp advertising in Hindi, English and other regional languages. iv. Samples of creative material to promote anti-doping sports in India. v. Proof of not having been blacklisted/banned for Govt. work by any Central Ministry/State Government, (Attach self-certificate).

5 b) Agencies fulfilling the above criteria, will submit their application for making small video clips / films on anti doping subjects to the office of NADA. The agency will submit the proposal in Technical and Financial Bid separately. Technical Bid will be opened before the committee of experts constituted by the Director General, NADA and the agency will have to explain the proposed work with time line by way of presentation before such committee. Financial Bid of those qualified agency will be taken into consideration whose proposal will be found suitable on Technical ground. Financial Bid will be opened separately by that committee and the agency will be shortlisted accordingly. c) After scrutiny of applications, finally selected agencies will be given the work of creative job/publicity at DAVP rates, terms and conditions. The assigned job may or may not be inclusive of release of advertisement to press/media/field publicity. d) No payment will be made to the agencies for sample designs submitted to NADA at the stage of proposal. e) Rates, terms and conditions of DAVP will be applicable for the items/jobs mentioned in DAVP rate cats. f) Consortium of agencies/sub-contract of work not allowed without prior permission of Office of NADA g) Creative materials are required to be submitted both in open and closed file. h) Agency(ies) shall not resort to plagiarism, and will themselves be responsible for copyright issues concerning usages of images, footages, text material etc. obtained from various sources. The NADA will not be a party to any disputes relating to copyright violations by the agency. Similarly, designs/materials selected by the NADA will not be used by the Agency(ies) without explicit consent of NADA which will retain all copyright(s) on such designs/material. i) The NADA would normally supply necessary concept details to the selected empanelled agency in advance before the due date of production of materials on anti doping in sports and other material. Based on the above, the Agencies will submit:- i. At least three alternative designs/proposals (with colour scheme, wherever applicable) to the NADA within 15 days, and

Modified designs/proposals, as many times as necessary, till approval of the final design of small clips/films/other publicity material. j) No payment shall be made in case of defaulting/delay/failing the work assignment to the agency and punitive action shall be taken against the defaulting Agency. k) In the event of any dispute, decision of the Director General, NADA, shall be final and binding.
