3 Norway has two arrangements for compensation for damage due to natural disaster The Norwegian National Fund for Natural Damage Assistance Established by the Act on Natural Damage of June 9th Financed by the Government. The Fund has the following purposes: 1. to provide compensation for natural damage in those cases where insurance against such damage is not available through ordinary insurance arrangements, 2. to promote protection against natural damage, and 3. to provide support for protection measures. The Fund may not provide compensation in cases where the damage is actually covered by an insurance policy. The Norwegian Natural Perils Pool Founded Took effect 1st January 1980 Act on Natural Damage Insurance of 16 June 1989 Rules for the Norwegian Natural Perils Pool established by Royal Decree of 21 November 1979 Objects and property in Norway that are insured against damage caused by fire, are also insured against natural disasters, unless the damage to the object or property in question is covered by other insurances. Exclusions: Forests or crops prior to harvesting, goods under transport, motor vehicles and their trailers, aircraft, ships and small boats with their contents, fishing equipment on vessels or in the sea used for production of fish, fish in nets, fish keep or dam, equipment for exploration and production of oil, gas or other natural resources on the seabed Norwegian Natural Perils Pool 3
4 Natural damage is understood to be damage directly caused by a natural event such as: Landslide and avalanche Storm Floods Storm surge Earthquake Volcanic eruption Norwegian Natural Perils Pool 4
5 Norwegian Natural Perils Pool Organisation Premium, Capacity and Deductible A Board consisting of 8 members with personal deputies Committees: The Liaison Committee, the Claims Committee, the Audit Committee, the Reinsurance Committee, the Premiums Committee. Premium rate: 0.11 per mille of the sum insured Limit per event: NOK 12,500,000,000 Deductible: NOK 8,000 per insured per event Administration Norwegian Natural Perils Pool 5
6 Norwegian Natural Perils Pool Compulsory cover Premiums and claims The cover is a compulsory part of all fire insurance of objects and property in Norway All insurance companies also foreign companies writing fire insurance in Norway are obliged to become members of the Pool As per 1 July 2007: 79 members The insurance companies collect the premium (specified separately in the policy) and settle the claims The Pool equalise the overall compensations between the companies according to their market share of fire insurance in Norway. If the natural perils insurance implies a surplus for a company, this shall be allocated to a disaster fund. Norwegian Natural Perils Pool 6

8 Preparedness for large natural disasters For larger losses, the Loss Committee will take over the organisation of the assessment of the losses together with the coordinator for the given area. There is appointed one coordinator for all of the 7 areas Norway is divided into. The coordinator will call in assessors, support them with office, network, hotel, and cars. The coordinator is also responsible for QA of the assessment of damage. Once a year the Loss Committee held a meeting for the coordinators for updating, information and training. Representatives for the Committee also visit the coordinators to control the IT systems and preparedness plan. July 2008 Norwegian Natural Perils Pool 8

13 Audit of claims The Audit Committee control every year 10 % of the losses < NOK and all the losses > NOK The Autdit Committe presented their report concerning claims settled 1st July th June 2007 at the boardmeeting 5th. Of a total of claims 439 claims were controlled. The total compensation amounted to NOK For the controlled claims the compensation amounted to NOK remarks were given and the member companies had to pay back NOK Norwegian Natural Perils Pool 13
