3 1 General requirements The local authority provides financial support for children s and youth activities organized by associations in Järfälla. An association in Järfälla is defined as a voluntary society registered and approved by the leisure centre, Järfälla Fritidscenter. The association must have its headquarters and main activities based in Järfälla. The association must be organized according to democratic principles, and all that this incurs in terms of participation and responsibility. The association must have a steering committee and statutes, which where relevant shall be approved by a national organization. Financial assistance is based primarily on the activities of members in the 4-20 age group. The Culture & Leisure Committee may in certain cases, after special approval, decide on exceptions from the assistance regulations. For disability organizations special financial assistance regulations apply (see Chapter 3). For martial arts organizations special regulations apply (see 1.2). 1.1 Association eligible for financial assistance An association belonging to a national organization entitled to government grants. An association with at least 15 members aged between 4-20, and where the majority of these members reside in Järfälla. Other associations carrying out activities that the local authority consider to be important can, after special approval, be registered as a grant approved association and become eligible to apply for various forms of assistance. 1.2 Assistance for martial arts organizations In order for a martial arts organization to obtain assistance the association must be affiliated with the specialist athletics organization, Svenska Budoförbundet. 4 Fritidscenter. Before any martial arts association is approved for membership in Svenska Budoförbundet a supervisor from this organization has been present at the association s training sessions. 1.3 Associations register All associations can be registered at the leisure centre, Järfälla Fritidscenter. In order to gain financial assistance registration is obligatory. Particulars must be provided about the name of the association, postal address, postal recipient, committee members (at least 3 persons), membership numbers, main activity, statutes and where relevant postgiro number. An activity plan must also be provided. The register of associations is a good service for the local inhabitants providing the opportunity for every such organisation to reach out with its information. Many people contact the leisure centre in order to get in touch with an association catering for a specific activity. 1.4 Member eligible for support A member eligible for support is a person aged between 4-20, who is a registered and fully paid-up member for the purpose of the application. The person who only participates in open activities or is a member of temporary nature e.g. bingo or dancing participant, is not counted as a member eligible for support. A beginner participating in, for instance, football, table tennis or bandy, and who has paid a membership fee for such, is counted as a member eligible for support. A member can only be counted once in the same association or grouping of local associations. 2 Assistance 2.1 Local authority activity support The financial assistance is aimed at stimulating leisure-time activities for children and young people in the 4-20 age group. 5 2.1.1 Requirements for activity support: At least 10 sessions, the number of participants in the group shall be the normal number appropriate to the character of the activity with at least 5 participants in the 4-20 age group. The activity shall be of at least 60 minutes duration. The Järfälla leisure centre decides on the normal size for a group in each respective activity. The sessions shall be planned and documented by association s committee, section, group, members meeting or the equivalent. The premises/facility where the activity is carried out shall be located in Järfälla (with the exception of camps and larger arrangements, or when Järfälla is unable to provide a facility). In the 4-10 age group activity support is granted for max 2 sessions per week. From the age of 11 there is no limit to the number of sessions. In activities with mixed age groups the age category in majority is the one that counts. In the case of an integrated activity where children with disabilities participate the rules stipulate 3 participants per session. At camps, one camp day per natural group is counted as an activity. If an activity takes place in premises that cannot be booked at the Järfälla leisure centre, the centre must be informed of its address before the activity begins The application Activity support is sought via the leisure centre, Järfälla Fritidscenter. Applications may be sent in throughout the year immediately after 10 sessions have been completed on a form available from the leisure centre. An association affiliated with a national organization may use this organization s form. The application must include at least 10 sessions. 6 2.2 Premises support Support for running costs for own premises. If an association with children s and youth activities rents or owns premises this facility must have local authority approval. When approved the local authority will grant 25% of the rent and heating costs. Activities for girls are given priority. Applications are sought via the Järfälla leisure centre Commissioned support The aim of commissioned support is to: Stimulate other activity for the 4-20 age group that is deemed to be of importance for the local authority district. Stimulate other activity of importance for those residing in the local authority area, for instance, generation-bridging activity. Applications for commissioned support are dealt with by the Culture & Leisure Committee Project support Project support can be granted for developing and renewing activity within an association. The proposed activity of the project shall differ from the ordinary everyday activity of the association. Project support can, for instance, be used for activities with the following orientation: Children s and youth participation. Girlish methods learning to understand girls needs and adapting activities for girls rather than vice versa. Dialogues between different sports/activities for the 6-12 age group e.g. athletics schools. The integration of dysfunctional children in various activities. Applications for project support are sought via the leisure centre, Järfälla Fritidscenter. 7 accordance with agreement with the leisure centre at the commencement of the project. 3 Disability organizations 3.1 Basic support The contribution sum is calculated according to the number of registered members (aged 4 and upwards) on December 31 of the preceding year. An association with members receives SEK. An association with members receives 60 SEK per member. In addition to the above, an association with over 100 members receives 40 SEK for every member over the first 100 members. However, the maximum basic contribution sum is SEK. 3.2 Activity contribution Activity contribution is payable for a session with at least 3 participants aged 4 and upward. Each session must be of least 60 minutes duration in addition to be planned and documented by the association s steering committee. Applications may be sent in throughout the year and should cover at least 10 sessions. No reported session may be older than 7 months. An activity contribution amounts to 25 SEK/session. 4 Premises/facilities 4.1 Booking Bookings for gym/athletics facilities are made at the Järfälla leisure centre. Other premises assembly halls, canteens, schools etc are booked at each respective facility. When booking priority is given to the following: An activity with the right to activity support. 8 Other associations. Private bookings. In indoor facilities priority is given to indoor sports. 10 In the case of external rental the association involved has the right to cover the extra costs incurred in order to get the facility into playing condition. For these support regulations special clauses for interpretation have been formulated. 7 Investment grants/guarantee commitment The local authority signs a special agreement for each respective object. For existing club facilities initial agreements apply. Investments sought after by girls are given priority.
