1 Terms of Reference For Project Supervision Consultants of South Asia Sub regional Economic Cooperation Power System expansion Project 1. Background and Definitions 1.1. Nepal is facing chronic power shortages. Currently, only 63 percent of the country s households have access to grid electricity. The Government of Nepal has set a target of providing electricity to all of the population in the nation by 2027 (75 percent through the national grid and 25 percent from decentralized generation solutions). In support of the Government s energy development goals, The Asian Development Bank (ADB) has approved financing under Loan 3139 for the South Asia Sub regional Economic Cooperation Power System Expansion Project. Loan 3139 will contribute to Nepal s energy development by scaling up both, on-grid and off-grid supply, facilitating crossborder power exchange, increasing access to electricity in rural areas and building capacity for on-grid and off-grid power sector development Nepal electricity Authority (NEA) is the Executing Agency (EA) for the on-grid component of Loan The term NEA, EA and the Employer have the same meaning and may be used interchangeably in this document depending on the context Aimed at increasing transfer capacity of the grid and access to grid electricity, the ongrid component of Loan 3139shall finance the following subprojects: a) Kaligandaki transmission corridor subproject consisting of: (i) 220kV transmission line from Dana-Kusma-New Butwal and associated 220 kv substations; (ii) 400 kv transmission line from New Butwal Bardaghat and associated substations; b) Marsyangdi - Kathmandu transmission line subproject consisting of: (i) 220 kv transmission line from Markichowk, Marsyangdi to Matatirtha, Kathmandu and associated substations at Markichowk and Matatirtha; c) Marsyangdi transmission corridor subproject consisting of: (i) 220 kv transmission line from Manang- Khudi and associated substations at Manang and bay extension at Khudi; (ii) 220 kv transmission line from Khudi-Udipur-Markichowk-Bharatpur and associated substations at Khudi, Udipur and Bharatpur and bay extension at Bharatpur; d) Samundratar - Trisuli 3 B Hub 132 kv transmission line subproject consisting of: (i) 132 kv transmission line from Samundratar to Trisuli 3 B Hub substation and associated substations at Samundratar and bay extension at Trisuli 3 B Hub substation;

2 e) Distribution system expansion in Eastern, Central and Western Nepal subproject; and f) Grid substation reinforcement subproject All subprojects listed in 1.3 shall be collectively referred to hereafter in this document as the Project The engineering design, supply of plants and equipment, construction, installation, testing and commissioning of transmission lines and associated substations, communications and protection facilities for all subprojects of the Project will be completed through turn-key contracts awarded to contractors following ADB s Procurement Guidelines The ADB has engaged a team of project preparation support consultants to assist NEA in conducting survey, carrying out design, preparing bidding documents and providing procurement support till contract award of turn-key contracts for all of the subprojects of the Project except for the section (i) in 1.3 c. For the section (i) in 1.3 c, the project preparation support consultants will finish survey and design but not the bidding documents and procurement. The project preparation support consultants are hereafter referred to as the PPS NEA seeks through this RFP to engage a team of project supervision consultants through a firm in accordance with ADB s Guidelines on the Use of Consultants by Asian Development Bank and Its Borrowers to supervise and implement the Project. This team will also provide procurement support for the turn-key contract for the section (i) in 1.3 (c) in addition to its role of Project supervision. The team of project supervision consultants is referred to hereafter as the PSC or the Consultant. The term PSC and Consultant may be used interchangeably in this document depending on the context. The services of the PSC are hereafter referred to as the Services This document set forth terms of references (TOR) for the Services. 2. Objective of the Services 2.3. The Services aim at providing high quality professional services to assist NEA in supervising and implementing the Project and to ensure that the Project will be completed according the schedule and that the completed Project will deliver the quality, capacity, performance, reliability and economic life as required by the Employer s requirement defined in the turn key contracts with the contractors. 3. Scope of the Services 3.3. The PSC is expected to deliver the Services for: a) Project supervision of all subprojects in 1.3; b) Procurement support for section (i) of subproject c) in 1.3; c) Capacity building of NEA staff.

3 4. Detailed Tasks 4.3. The PSC s detailed tasks are as follows: a) Project supervision (i) (ii) (iii) (iv) (v) For each and all turn-key contracts except for subproject (f) in 1.3for the Project, the PSC shall review and advise the NEA on approval of contractor s detailed design in accordance with the Employer s requirements and technical specifications in the contract. For each and all turn-key contracts for the Project, the PSC shall provide oversight of all aspects of the construction in order to assure that it is conducted properly in accordance with the contract. To ensure quality in project implementation, the PSC shall develop and implement a Quality Assurance Program (QAP). The QAP shall ensure that the plants and equipment supplied and installed meet the performance standards and technical characteristics of the technical specifications. The QAP shall cover all aspects of the project implementation including review and approval of design; quality of works during construction; monitoring schedule; inspection of materials before shipment, upon arrival and upon erection; review of documents to assure quality of delivered goods and comparison of as-built drawings to design. Furthermore, shortcomings in any of the aforementioned areas shall be addressed adequately by QAP. For each and all turn-key contracts for the Project, the PSC shall supervise the testing and commissioning. All components of the lines, substations, SCADA, communications and protection will be subject to an acceptance test to demonstrate their capability to meet warranted design criteria. For each component subject to test, the Consultant will review the contractor's test procedures for compliance with manufacturers' requirements and design criteria. The Consultant shall witness the tests and review the test results. If test results are not satisfactory, the consultant shall ensure that any lack of compliance is addressed and that the equipment and overall systems shall be re-tested until compliant results are achieved. During the commissioning phase, the Consultant shall provide training on the testing and commissioning of all aspects of the project. The Consultant shall assist NEA in this phase of the project and coordinate with the Contractor in addressing any issues with the project components that are unsatisfactory. At the end of this period, and when all acceptance tests have been completed to the Consultant's satisfaction, the Consultant will advise NEA that the construction is complete and all the project components are ready to be declared fully operational. The Consultant shall also prepare and recommend a provisional taking over certificate whenever due for the works or part of the works and alert NEA of work deficiencies and outstanding items, if any. The Consultant shall also confirm the remedial measures taken by the contractor, and recommend a final taking over certificate after expiry of the warranty period. The PSC shall hand over the completed Project including issuance of completion certificates, provisional acceptance and final acceptance certificates to NEA.

4 b) Procurement support for section (i) of subproject c) in 1.3. As the contract of PPS will end before the procurement of turn-key contract for the section (i) of subproject c) in 1.3, i.e. the 220 kv transmission line from Manang-Khudi and associated substation at Manang and bay extension at Khudi, the PSC shall take over for the preparation of bidding documents based on the survey and design done by the PPS. PPS shall provide procurement support to NEA until contract award. c) Capacity Building of NEA staff 5. Implementation Arrangement The PSC shall perform a needs assessment and develop a training program for NEA staff working on the Project as PSC s counterpart staff. The training program shall include tower and tower foundation design, 220 kv and higher voltage class substation design, protection system coordination and distribution system planning and loss reduction techniques. The NEA counterpart staff will assist the consultant to the extent possible during all phases of the project. All international experts of PSC are expected to work closely with the NEA staff and shall ensure that the NEA staff persons achieve higher skill levels as a result of their involvement The PSC shall report to the Project Management Directorate (PMD) of NEA and headed by the Deputy Managing Director who reports directly to the Managing Director of NEA. The PSC shall work closely with counterpart staff of PMD and NEA's specialized departments if necessary. The PSC shall also work with PPS as and when required The Consultant is expected to commence the service in December 2015, and the duration of the service will be sixty (60) months from December November Expertise and Person Month Requirements 6.1. It is estimated that in total 329 person-months of Services are required with 98 person months from international experts and 231 person months by national experts. Details on expertise and person month requirements are in Table 1. The international expertise should be provided by a consulting firm specializing in designing and supervising the construction of EHV transmission lines and substations in partnership with national firm(s) and/or individual national consultants in Nepal.

All international experts indicated in Table 1 are considered as key experts. The main responsibilities of each international experts are highlighted, but not limited to, as follows: a) Team Leader and Transmission Electrical Engineer (i) As the Team Leader, the expert is responsible for: Leading and managing the entire team including both international and national experts and act as the team s point of contact with NEA and ADB. Preparing or leading the team to prepare all the reports as listed in the Reporting Requirements in 10. Handling contract administration matters related to the PSC contract. Assisting PMD/NEA in administration of all turn-key contracts for the Project. Reviewing the turn-key contractors health and safety plans. Monitoring project progress against plan, report on progress, and propose remedial measures as necessary. Reviewing the contractor's claims for extension of time or additional costs; and preparing variation instructions and cost review; certifying invoices/volume of works completed and recommend for payment.

6 Providing technical support to NEA in settlement of claims and disputes arising from the turn-key contracts. (ii) The Team Leader must also be an expert of transmission electrical engineering. As an transmission electrical engineer, he/she is responsible for: Providing inputs and advice to the project team and to NEA on transmission line and substation technical matters. Developing and maintaining a project quality assurance plan for NEA; and ensuring that works are executed in line with the plan and project requirements. Checking the drawings and technical designs submitted by the contractors and recommending them to NEA for approval. Reviewing, checking and certifying suppliers' equipment design, and approve the technical documents. Witness and certifying main equipment shop inspections. Assisting NEA with inspections and certifications of manufactured items prior to shipment and upon receipt. Recommending the acceptability of designs and works carried out by the contractors and suggest corrective measures to be undertaken. Supervising the installation, testing and commissioning of the transmission line and substations. Review and certify the contractor's testing and commissioning plans. Supervising testing and commissioning in conjunction with NEA and other team members. Certifying substantial completion and/or completion of main project components as defined in the contract documents. (iii) The Team Leader will lead the capacity building and be responsible for: Performing a training needs assessment for NEA staff and preparing a training program with the assistance of the consultant team. Contributing to capacity building of NEA counterpart staff. b) Line Survey Engineer (i) Perform an on- site route assessment in conjunction with the contractor s survey team. (ii) Check the details of check survey submitted by the contractor and recommend for approval. (iii) Make necessary inputs and advice to the project team and to NEA on transmission line and substation survey and location matters. (iv) Perform other functions as may be assigned or delegated by Team Leader from time to time during the time of assignment. c) Structural Engineer (Transmission/Substation) (i) Assist the consultant team to perform a training needs assessment for counterpart staff and prepare a training program.

7 (ii) Make necessary inputs and advice to the project team and to NEA on transmission line and transmission substation structural matters. (iii) Contribute to capacity building of NEA counterpart staff. (iv) Review the design parameters to be used for design of transmission towers, tower foundations and substation structures. Check the tower, tower foundation and substation structure designs submitted by the contractors and assist in approval of contractor's designs, drawings and technical information. (v) Perform other functions as may be assigned or delegated by Team Leader from time to time during the time of assignment. (vi) Witness and certify tower prototype tests prior to manufacturing and shipment. d) Electrical Engineer (Substations) (i) Assist the consultant team to perform a training needs assessment for counterpart staff and prepare a training program. (ii) Make necessary inputs and advice to the project team and to NEA on transmission line and transmission substation technical matters. (iii) Contribute to capacity building of NEA counterpart staff. (iv) Assist NEA in review and approval of contractor's drawings and technical information. (v) Witness and certify main equipment shop inspections and assist NEA with inspections and certifications of manufactured items prior to shipment and upon receipt. (vi) Supervise site construction and installation works in conjunction with NEA and other team members. (vii) Review and certify the contractor's testing and commissioning plans. (viii) Supervise testing and commissioning of substations in conjunction with NEA and other team members. (ix) Review, check and certify suppliers' equipment design, and approve the technical documents. (x) Assist with the review of contractor's claims for extension of time or additional costs; and prepare variation instructions and cost review; certify volume of works completed withdrawal applications and issue of monthly and final payment certificates. (xi) Assist with the certification of substantial completion and/or completion of main project components as defined in the contract documents. (xii) Perform other functions as may be assigned or delegated by Team Leader from time to time during the time of assignment. e) Civil Engineer (Transmission/Substations) (i) Assist the consultant team to perform a training needs assessment for counterpart staff and prepare a training program.

8 (ii) Make necessary inputs and advice to the project team and to NEA on transmission line and substation on technical matters. (iii) Contribute to capacity building of NEA counterpart staff. (iv) Review the design parameters submitted by contractors for design of transmission and distribution substation equipment foundation, control and other buildings and various civil structures including protection works required. Assist NEA in approval of foundation designs for tower foundations (in the absence of Structure Engineer), substation equipment, control and other buildings and protection works if any. (v) Supervise site construction and installation works in conjunction with NEA and other team members. (vi) Monitor project progress against plan, report on progress, and propose remedial measures as necessary. (vii) Perform other functions as may be assigned or delegated by Team Leader from time to time during the time of assignment. f) SCADA/Communications Engineer (i) Make necessary inputs and advice to the project team and to NEA on transmission line and substation communication matters. (ii) Assess NEA's existing SCADA and communications systems and prepare design concepts for interfacing with the transmission line and substations. (iii) Assist NEA in review and approval of contractor's drawings and technical information with regard to communication/scada system. (iv) Supervise site construction and installation works in conjunction with NEA and other team members. (v) Review and certify the contractor's testing and commissioning plans. (vi) Supervise testing and commissioning in conjunction with NEA and other team members. (vii) Review, check and certify suppliers' equipment design, and assist NEA in approving the technical documents. (viii) Supervise installation, testing and commissioning of the transmission line and substations SCADA and communication systems. Monitor project progress against plan, report on progress, and propose remedial measures as necessary. (ix) Perform other functions as may be assigned or delegated by Team Leader from time to time during the time of assignment. g) Protection Engineer (i) With the assistance of the consultant team, perform a training needs assessment for counterpart staff and prepare a training program. (ii) Make necessary inputs and advice to the project team and to NEA on transmission line and transmission substation protection system.

9 (iii) Assess NEA's existing protection systems and prepare design concepts for protection of the transmission line and substations. (iv) Contribute to capacity building of NEA counterpart staff. (v) Supervise site construction and installation works in conjunction with NEA and other team members. (vi) Review and certify the contractor's testing and commissioning plans. (vii) Supervise testing and commissioning in conjunction with NEA and other team members. (viii) Review, check and certify suppliers' equipment design, and assist NEA in approving the technical documents. (ix) Witness and certify main equipment shop inspections. (x) Supervise the testing and commissioning of the transmission line and substation protection systems. Monitor project progress against plan, report on progress, and propose remedial measures as necessary. (xi) Perform other functions as may be assigned or delegated by Team Leader from time to time during the time of assignment. h) Distribution System Engineer (i) Assist the consultant team to perform a training needs assessment for counterpart staff and prepare a training program. (ii) Make necessary inputs and advice to the project team and to NEA on distribution networks and distribution substation technical matters. (iii) Contribute to capacity building of NEA counterpart staff. (iv) Assist NEA in review and approval of contractor's drawings and technical information. (v) Witness and certify main equipment shop inspections and assist NEA with inspections and certifications of manufactured main equipment prior to shipment and upon receipt. (vi) Supervise site construction and installation works in conjunction with NEA and other team members. (vii) Review and certify the contractor's testing and commissioning plans. (viii) Supervise testing and commissioning of substations in conjunction with NEA and other team members. (ix) Review, check and certify suppliers' equipment design, and approve the technical documents. (x) Assist with the review of contractor's claims for extension of time or additional costs; and prepare variation instructions and cost review; certify volume of works completed withdrawal applications and issue of monthly and final payment certificates. (xi) Assist with the certification of substantial completion and/or completion of main project components as defined in the contract documents. (xii) Perform other functions as may be assigned or delegated by Team Leader from time to time during the time of assignment.

10 i) Environmental Safeguard Specialist (i) Make necessary inputs and advice to the project team and to NEA on environmental distribution networks and distribution substation technical matters. (ii) Assist NEA as necessary to complete the IEEs and/or EIAs if necessary. (iii) Conduct a detailed qualitative and quantitative analysis of the anticipated changes to the baseline to determine the direct, indirect, induced and cumulative impacts of the project in construction, phase. These impacts may include, but not limited to, loss of habitat and ecosystems, loss of flora and fauna, impacts on wildlife, food supply chain and migration patterns of wild life, water quality, emission of greenhouse gases, erosion and sedimentation, loss of physical and cultural resources, impacts associated with construction etc. (iv) Update the IEEs and/or EIAs and EMP for the individual subprojects and assist NEA in implementation of EMPs for the subprojects. (v) (vi) (vii) (viii) (ix) (x) Update the Social Impact Assessment (SIA) for each subproject. Update/ Review construction contractors environmental health and safety plan (EHS) and recommend revisions as necessary. Conduct routine inspections of construction/installation activities including visual survey of ROW clearance, construction equipment storage areas, waste disposal areas and construction camps. Prepare semiannual safeguard monitoring report. Prepare an annual report on reforestation for each project component and sub-component requiring a reforestation program. Perform other functions as may be assigned or delegated by Team Leader from time to time. j) Social Safeguard Specialist (i) Update existing resettlement plan (RP) based selected transmission route alignment in accordance with the national laws, regulations and ADB s SPS (ii) Make necessary inputs and advice to the project team and to NEA on social safeguard issues as required by the national laws, regulations and ADB s SPS (iii) Prepare and /or update land acquisition and resettlement impact assessment based on selected route alignment and substation details. (iv) Review/revise the entitlement matrix for each subproject listing all likely effects, such as permanent and or temporary land acquisition, and a study to determine the replacement costs of all categories of losses based on the asset valuation process, with particular attention to vulnerable groups including indigenous peoples, women, children and the poor and socially excluded.

11 (v) Prepare and /or update detail cost estimate of land acquisition, RoW acquisition and resettlement for each subproject. Update the implementation schedule of RP. (vi) Update the implementation schedule consistent with all the resettlement plan requirements, making sure that major components are carried out before the civil works (vii) Provide guidance to the national environmental safeguard specialist and NEA s concerned staff responsible for social safeguard in data collection and census surveys of affected persons. (viii) Establish dialogue with affected peoples for incorporating their suggestions. (ix) Ensure compliance with all government rules and regulations and ensure that the RPs are in compliance with ADB s SPS (x) Submit all finalized/updated RPs to ADB for review and clearance for ADB review and clearance. (xi) Perform other functions as assigned or delegated by Team Leader from time to time during the time of assignment 8. Responsibilities of the National Experts 8.1. Although national consultants are classified as non-key in the proposal evaluation, they play important role in the PSC team with local knowledge of dealing with social, technical and geographical issues arising from the Project. Each national expert will perform the same or similar duties as his/her counterpart in the international team in his/her respective field. 9. Capacity Building 9.1. One of the basic objectives of the consulting services is the transfer of technology in this field to the NEA's engineers. This will be achieved by involving the NEA engineers with the PSC experts as much as possible in various activities of the project implementation during field works as well as in the home office of the Consultant NEA's six (6) engineers will visit the Consultant's home office for one month each to gain valuable experience and familiarity with the working and procedures of Consultant's design office particularly with regard to the detailed design review and the drawing approvals In addition to above the Consultant shall arrange four (4) training sessions in its home office for a total of sixteen (16) engineers. The duration of each session shall be one month. The cost of such training including the cost of travel, boarding, lodging and subsistence allowance in connection with the Engineer's training on Consultants offices will be quoted under Provisional Sum. The training shall be conducted in the in following disciplines: a) Design of 220 kv, 400 kv and higher voltage transmission lines (Selection of voltage level and conductor size, insulation coordination, tower earthing, conductor vibration damping, corona, sag and tension, communication, etc.)

12 b) Design of 220 kv and 400 kv tower structure and foundation ((Load calculation and analysis, tower member and connection design, foundation design, design drawings, testing procedures, etc.) c) Design of 400/220/132 kv Substations ((Selection of voltage level and switchgear (including GIS) equipment rating, insulation coordination, protection and relaying scheme, substation earthing, communication, etc.) d) Planning and Design of distribution networks and loss reduction of distribution systems The PSC shall provide hands on training on the latest version of internationally recognized transmission line design, transmission line tower/ substation design and transmission system planning software. The PLS CADD line design, PLS Tower, SAPS are recommended for this. Consultant shall provide with its proposal the details of proposed software The consultant shall also provide information and assist in procurement of latest issues of IEC and other Standards related to design, operation and maintenance of transmission and sub-station systems. 10. Reporting requirements The Consultant shall prepare the various reports and maintain records documenting decisions made at meetings, progress on project implementation, financial records and changes to the contract plans. All documents and reports would be made available on electronic format to ADB. The reporting shall, in general, comprise of the following: (i) Technical reports as necessary on designs and drawings submitted by the contractor (ii) Design report on standard transmission line towers (iii) Manual for checking drawings of towers and foundations (iv) Report on shop inspection and test witnessing (v) Formats (e.g. earthing measurement, concrete pouring, tower erection etc.) for site supervision (vi) Site supervision reports (vii) At NEA's request, all necessary reports concerning special matters related to the project (installation, work methodology, safety, claims, checklist for equipment testing and commissioning etc.) (viii) Monthly reports concerning physical progress/status of works, expenditures, delivery of materials etc. in the formats acceptable to NEA and ADB. (ix) Quarterly progress report giving the progress status, schedules, costs, budgets etc. in the formats acceptable to NEA and ADB. (x) Semi -annual and annual environmental report. (xi) Project Completion Report (PCR) as per requirement of NEA and ADB All documents and reports would be made available on electronic format to ADB. All reports will be in English language.

13 11. Counterpart Support and Inputs Provided by NEA NEA Project Team: Each subproject listed in 1 (a) to (e) above shall have its own contract management team comprising of project manager, engineer and other support staff. The subproject team shall provide contract documents, survey and other reports available to the Consultant. The subproject team shall work in close collaboration with the Consultant's team and be fully involved in all aspects of the consulting services. Both NEA and Consultant's teams shall work together as one single team in all matters related to the Project Construction Supervision: NEA engineers and technicians under the responsibility of the Consultant will carry out the day-to-day construction supervision at different site locations of the subprojects and the Consultant shall report to the Project Manager of each subproject who is deputed on behalf of the NEA. Besides, the NEA Project team shall help expedite in resolving the local problems, land acquisition, compensation and forest clearance. NEA will provide in total 70 and 76 man months of inputs of NEA electrical engineer and civil engineer respectively during construction supervision Administrative support for Consultant Team: If required by local regulations, NEA will provide Consultant with necessary support letters for obtaining visas and permits for its experts. The cost and timing of obtaining the above is entirely the responsibility of the consultants Office Space, Office Equipment, Transportation and Accommodation: NEA will provide office space, necessary furniture and office equipment (computers, fax, telephone etc.) in Kathmandu and in the project sites outside of Kathmandu for transmission line projects. NEA will provide office space and necessary furniture in specific locations outside of Kathmandu for supervision of distribution projects. However, the Consultant shall make his own arrangements for transportation in Kathmandu and local transportation and accommodation for its personnel in the project sites outside of Kathmandu. The Consultant shall arrange itself any other equipment required during execution of works. Consultant shall be responsible for international telephone bills, maintenance of office equipment and consumables necessary for its own use. 12. Qualification/Experience of Experts International Experts a) Team Leader and Transmission Line Electrical Engineer shall have preferably Master s Degree in Electrical Engineering/High Voltage Engineering and preferably more than 15 years' experience in transmission line projects and substantial experiences in developing countries other than his/her own country. The expert shall have previous team leader experience in detail design and construction supervision of 400 kv and above voltage level transmission line projects involving efficient conductor. Experience shall cover 400kV or higher voltage class transmission line design, specification, construction, testing and commissioning. It is expected that the amount of time spent by the Team Leader in the field (at the office in Kathmandu or project sites)will not be less than 80 percent of the required total person month inputs from the Team Leader during the execution of the project.

The expert shall have an understanding of line clearances and safety considerations. c) Structural Engineer (Transmission/Substations) shall have preferably Master s Degree in Structural Engineering, with preferably more than 15 years of experience in design of 400 kv and above voltage level transmission line towers and substation structures. The expert shall have previous experience in design and construction supervision of 400 kv and above voltage level transmission line projects with 100 km in length. d) Electrical Engineer (Substations) shall have preferably Master s Degree in Electrical/High Voltage Engineering, preferably with more than 15 years of experience in substation of 220 kv and above voltage level. The expert shall have previous experience in detail design, preparation of specifications and construction supervision of 220 kv or above voltage level substations. e) Civil Engineer (Transmission/Substations) shall have preferably Master s Degree in Civil Engineering with preferably more than 10 years of experience in the design of foundations for transmission line towers and substation structures for 220kV and above voltage level. The expert shall have previous experience in design and construction supervision of transmission line and substation projects of 220 kv and above voltage level. f) SCADA/Communications Engineer shall have preferably Master s Degree in Electrical/Communications Engineering or other relevant discipline with preferably over 10 years of experience in the design, selection and preparation of specification of SCADA and communication systems for 400kV and above voltage level transmission lines, substations and control center interfacing. The expert shall have previous experience in designing/planning SCADA/communication system for interconnected/integrated power grid system. g) Protection Engineer shall have preferably Master s Degree in Electrical Engineering with specialization in protection system and/or further qualifications and training in protection system engineering with preferably over 15 years of experience in design, selection and preparation of specifications of interconnected electrical power system. Previous experience of the expert shall cover design of protection system for 400kV transmission systems and substations. h) Distribution System Engineer shall have preferably Master s Degree in Electrical Engineering/High Voltage Engineering Power Engineering with more than 15 years of experience in system reinforcement, distribution system expansion and loss optimization of 33 kv, 11 kv and 400 V distribution systems. i) Environmental Safeguard Specialist shall have preferably Master's Degree in Environmental Science, Environment Management, Environmental Engineering or closely related discipline with more than 10 years of professional experience. The expert

15 shall have experience in conducting environmental impact analysis (EIA), initial environmental examinations (IEE) of 220 kv or above voltage class transmission line projects as per international standard and practice as well as well as latest ADB or other donor agencies guidelines with regard to environmental protection and resettlement.
