A medical, commercial/hotel, military grade copper silver ionisation system is sought for: Legionella prevention within: DHW loop(s) only (or) 100% Potable Water excluding any cooling tower. B. Each water areas include: (Zone A), (Zone B), (Zone C), (Zone D) Patient Care Beds / Rooms / H2O Usage (GPD-DHW) / H2O Flow 100% C. Multi-Zone: When multiple DHW loops are in a common mechanical room, the manufacturer can provide Multi-Zone controller(s): Mech. Room 1 = DHW-Loop(s) Mech. Room 2 = DHW-Loop(s) Mech. Room 3 = DHW-Loop(s) Mech. Room 4 = DHW-Loop(s) C-1: Each Multi-Zone area(s) include: (R1), (R2), (R3), (R4) Patient Care Beds / Rooms / H2O Usage (DHW) / H2O Flow (100%) 1.2 DEFINITIONS: A. VDC: Volts of Direct Current. / VAC: Volts of Alternate Current. B. TCP/IP: Transmission Control Protocol (TCP) supporting the Internet Protocol (IP) Suite. C. DHW: Potable Domestic Hot Water Loop D. PLC: Programmable Logic Controller / HMI: Human Machine Interface E. IPS: Iron Pipe Size / CTS: Copper Tube Size 1.3 SUBMITTALS A. Equipment Data: Attached "Equipment Data / Cut Sheet must be included. B. Shop Drawings: Include plans, sections, details, and connections to piping systems. C. Operation and Maintenance Data: Include operation and maintenance manuals. D. Warranty: Include all warranties. E. 2 F. Data Logs & Reporting: Include Internet address where data logging & reporting will be accessed by the end user. Temporary username and password must be provided to verify application claims. G. Past Installations: Document synopsis report to include a list of no less than 10 comparable installations in the last 5 years with: Project ID, geographical location, synopsis, model number, date commissioned, technology parameters, capacity, installation pictures. H. The technology manufacturer must provide a US-EPA registration number when applicable to the installation s geographical location. I. The manufacturing company will included a letter to certify that the proposed copper silver ionisation technology has been manufactured either in Canada, the USA or the UK. J. The manufacturing company will maintain at its expense Comprehensive General Liability Insurance. Commercial General Liability Insurance policy limits shall be not less than a Combined Single Limit for Bodily Injury, Property Damage, and Personal Injury Liability of $4,000,000 (USD) or $5,000,000 (CAN) per occurrence valid both in Canada and/or the USA. K. The manufacturing company will provide a post commissioning report example unique to their business. L. The manufacturing company will provide an on-site training agenda with topic descriptions and required class time. M. Letter of compliance to these performance specifications including original corporate ink stamp and signature. 1.4 QUALITY ASSURANCE A. Product Options: Include any drawings indicating size, profiles, and dimensional requirements of copper silver ion generators based on the specific system/configuration indicated. 1.5 COORDINATION A. Coordinate size and location of copper silver ion generators and controller(s). 1.6 WARRANTY A. 2 to 10 Years limited warranty on controller and 1 year pro-rated warranty for each individual ionisation chamber cell. The manufacturer will include standard form in which manufacturer agrees to repair or replace components of copper silver system that fail in materials or workmanship within specified warranty period. 1. Type of Failure: Include type of failures. 2. Warranty Period by component: From date of Substantial Completion: a. Ion Chamber Cell(s) (1 Year) b. (UK) Available upon request by sending to: support@portal-hub.com 2.2 INDUSTRIAL SIZED COPPER SILVER ION GENERATORS SYSTEMS A. DESCRIPTION: ION CHAMBER CELL(S) 1. The ionisation chamber cell will be constructed of Schedule 40 stainless steel (or) powder coated aluminum to meet fire building codes and international plumbing codes when applicable. CPVC Schedule 80 Chamber cells will be allowed when building fire codes do not apply to said facility potable water distribution network.: (Mandatory) 2. Internal electrode protection engineering feature to prevent premature physical water related erosion when installed within a domestic hot water loop with continuous water circulation. Internal water turbulence prevention feature to prevent sedimentation and more frequent preventative maintenance cleaning: (Preferred) 3. The use of either Victaulic couplings or flange type connections: (Mandatory) 4. When multiple chamber cells are required, such ion chamber cells must be installed in parallel to each other and not end to end as to prevent ionic re-deposition: (Mandatory) 5. Ion Chamber Cells should be installed vertical position & at less than 6M / 18 from the controller when possible: (Preferred) 6. Safety activation flow switch or flow meter as proposed by the manufacturer s recommendation and application process. (Mandatory) 7. For 100% Facility Potable Water Applications: When installed for 100% facility potable water treatment applications: (No facility water storage), the manufacturer will include a properly sized commercial grade flow meter connected to the facility incoming water supply. The flow meter will provide a 4-20ma output signal to the automated ion controller for variable ionisation process. (Optional when manufacturer provides alternate monitoring & application methods) 8. For 100% Facility Potable Water Applications: When installed for 100% facility potable water treatment applications: (With facility water storage), and constant water flow rate, the provider will include either: A) a commercial grade flow meter connected to the facility water supply that will include a 4-20ma output signal connected to the ion controller for variable water flow ionisation control or B) a commercial grade activation flow switch connected to the facility water supply and calibration of the copper silver ion controller. 4 9. The system will include integrated dielectric ion chamber cell isolators (Optional) Revised: January 26, Must Identify type of waterproof engineering and pressure tolerance levels. Must also include the storage shelf life of the ionisation chamber cells. (Mandatory) 11. Minimum operational water pressures of between 40PSI to 200 PSI in any liquid water temperature or 33 F / 1 C up to 176 F / 80 C for a period of no less than 12 consecutive hours. (Mandatory) 12. Having a water flow capacity of up to 45 GPM each ion chamber cell (Mandatory) 13. Only one (1) ion chamber cell per automated amps / VDC drive or amps / VDC output: (Mandatory) 14. Electrode MSDS composition demonstrating alloy purity and trace elements present in the electrodes. Report must be by an independent 3 rd party. (Mandatory) 15. Provide NSF61 documentation on all wetted components. (Mandatory) 16. Usage lifespan (warranty) of the ionisation chamber cells must be associated to one (1) ion chamber cell only. Each chamber cell must be capable of treating no less than 20,000 US-GPD per day & last for a period of no less than 9 months. (Mandatory) 17. Replacement chamber cells Spare cells that extend the perceived warranty lifespan of an originally installed chamber cell will not be allowed. (Mandatory) 18. The internal electrodes will be composed of % pure copper (Cu) and 99.99% silver (Ag). (Mandatory) 19. The Cu and Ag alloy ratio will be no less than 90% Cu / 10% Ag and no more than 60% Cu / 40% Ag. The provider will indicate the composition of the proposed alloy. (Mandatory) 20. A 3 rd party laboratory alloy report will be supplied by the manufacturer at all times as to demonstrate both the alloy purity and impurity presence within the alloy. (Mandatory) 21. The solution will have less than 5 PSI drop in water pressure post treatment. (Mandatory) B. DESCRIPTION: FULLY AUTOMATED PID (COMPUTER & SOFTWARE) ION CONTROLLER 1. Required is a fully automated industrial grade (PID) copper silver ion generator capable of treating the required amount of daily potable water usage within the intended facility location: See project parameters for details (Mandatory) 2. Facility power source requirement will be (100 to 240 VAC) (Mandatory) 15 amps 25 amps 35 amps 45 amps 2x30 amps 2x40 amps 3. Output PLC/ software controller set-point capacity of 1 to 10 amps constant current for each individual ion chamber cell with a total controller capacity output of: (Mandatory) 10 amps 20 amps 30 amps 40 amps 60 amps 80 amps 4. The copper silver ionisation controller (s) must be able to generate via amperage set points between ppm Cu and ppm Ag within the DHW loop over existing pre-startup Cu and Ag values without going over the maximum acceptable limits of 1.0 ppm Cu (Canada) and 1.3 ppm Cu (USA). 5 5. Upon startup, the ionisation controller must be calibrated in order to provide ionic the required CuAg saturation concentrations within 30 minutes or less. (Preferred) 6. The system will include 0 to 100 VDC or 0 to 180 VDC fully automated constant current set point variable power output drives for each ionisation chamber cell to maintain ion controller amperage set point(s) in any potable water conditions including high or low conductivity environments required: (Mandatory) 7. The system will include variable power drive(s) that are individually controlled and monitored by the Ion Controller and for each ion chamber cell(s). If multiple ion chamber cells are required, each cell will have its own individually controlled variable power drive that will all be controlled from either multiple controllers or one (1) common Ion Controller having independent ionisation cell control features: NOT ALLOWED: Multiple (twinning or tripling) ion chamber cells connected to one (1) common variable output DC drive is not permitted at any time. Ion chamber cells must have their own independent automated VDC drive controlled by one PLC. PLC controllers can be connected to multiple VDC power drives yet demonstrate independent control. (Mandatory) 8. Nema 4 or 12 Enclosure: (Mandatory) 9. Panel mounted electrical circuit breakers to each chamber cell: No fuses (Preferred) 10. User & administrative password protected features: (Preferred) 11. Front mounted UL/CSA listed load bearing PLC electrical breakers (electrical fuses not permitted): (Preferred) 12. Front mounted UL/CSA listed load bearing ion chamber cell electrical breakers (electrical fuses not permitted): (Preferred) 13. M20 water proof industrial access port: (1 to 8 based on requirements) (Preferred) 14. UL listed 10 amp / 600 V capacity electrical connectors: (Preferred) 15. Reverse Polarity Ionisation feature: (Optional) 16. PLC with touch screen or membrane type HMI interface: (Preferred) 17. PLC/HMI display of ionisation process variables in real time: (Mandatory) 18. Operational status LED Safety Light (Green/Yellow/Red/Flashing Red): (Preferred) 19. Operational alarm status to BMS / volt free contact, normally closed: (Mandatory) 20. Proper labeling of all front panel controller parts: (Mandatory) 21. External Safety power interruption: (Mandatory) 22. Provide a Windows based (or other), computer software for remote HMI login and management. (Preferred) 23. Remote PLC monitoring & management via TCP/IP connection: (Mandatory) 24. System must be UL 508 and CSA certified based on geographical installation location. (Mandatory) 25. Must be CE certified based on geographical installation location. (Mandatory) 26. 6 27. Must be capable of providing additional analogue & digital I/O ports. (Optional) Revised: January 26, 2015 C. FLOW METRE (S) (OPTIONAL) 1. The proposed copper silver ionisation unit will have the option to include or omit the use of any PID flow meter device (AKA: Proportional Control) as a means to control the ionisation process based in technology engineering requirements and application protocols. (Optional) 2. In the event that a flow meter is utilized, said flow meter will be of either a: turbine type, or b: pallet type or c: magnetic / non-intrusive type. (Optional) 3. Should a flow meter be utilized, said flow meter will provide a 4-20 ma analogue signal to the copper silver ionisation controller. (Optional) 4. Should a flow meter be utilized, said flow meter will be calibrated in relation to both low and high water flow velocities in relation to a 4-20 ma signal. (Optional) D. FIELD COPPER TESTING KIT (MANDATORY) 1. Provide a LaMotte 1200 Colorimeter Copper test kit (or) Hach Pocket Colorimeter II digital display water testing colorimeter for copper with testing procedure instructions. PART 3 - QUALITY CONTROL & DATA LOGGING / REPORTING 3.1 QUALITY CONTROL (Mandatory) A. Provide a post-commissioning report signed by the manufacturing company. 3.2 WATER DATA LOGGING & REPORTING (PREFERRED) A. Provide on-line access to input / output (reporting) water sample data logging accessible by registered end users and/or a group of authorized users via a secured internet SSL connection. All data input variables will be identified by input date and data submission origin (username). Water data collection and reporting variable will include: locations, times, multiple copper values, water temperatures, comment area, and any other necessary type of variable associated to the technology used. 3.3 PREVENTATIVE MAINTENANCE DATA LOGGING & REPORTING (PREFERRED) A. Provide on-line access to input / output (reporting) and scheduled preventative maintenance data logging accessible by registered end users and/or a group of authorized users via a secured internet SSL connection. All data input variables will be identified by input date and data submission origin (username) and will include data entry items required such as: type of maintenance, location, site name, technology model number, mechanical room location, service tech name, and any other necessary type of variable associated to the technology used. PART 4 - EXECUTION 4.1 IMPLEMENTATION (MANDATORY) A. Describe implementation process. 4.2 CONNECTIONS (MANDATORY) A. Piping installation requirements: Include digital shop drawings to indicate general arrangement of piping, fittings, and specialties if any Performance Specifications for Copper Silver Ionisation Water Treatment Technology Page 6 of 7
7 B. Install piping adjacent to equipment to allow service and maintenance. 4.3 FIELD QUALITY CONTROL (MANDATORY) A. Manufacturer's Field Service: Engage a factory certified service representative to inspect, test, and adjust field-assembled components and equipment installation, including connections, and to assist in field-testing. Report results in writing via commissioning report within 15 days after commissioning. B. Perform the following field tests and inspections and prepare test reports: 1. Leak Test: After installation, charge system and test for leaks. Repair leaks and retest until no leaks exist. 2. Operational Test: After electrical circuitry has been energized, start units to confirm proper unit operation. 3. Test and adjust controls and safeties. Replace damaged and malfunctioning controls and equipment. C. Remove and replace malfunctioning copper silver ion generators that do not pass tests and inspections and retest as specified above. 4.4 STARTUP SERVICE (MANDATORY) A. Engage a factory certified service representative to perform startup service. Complete installation and startup checks according to manufacturer's written instructions. B. Commissioning. C. Prepare post-commissioning report for sign off by Owner or Owner representative. 4.5 ON-SITE TRAINING & DEMONSTRATION A. On-Site training by a manufacturer-authorized service representative for facility engineers on the operations, maintenance and on-going documentation requirements associated to the technology. Owner's maintenance personnel will be capable of: troubleshooting operational issues, proceed with water test for copper values, adjusting, operate, and maintain the copper silver ion generator(s), consult the manufacturing company at all times by or by phone without any charges imposed to the technology owners. B. The training seminar will be scheduled within the same startup & commissioning period. C.
