Introduction The University Halls of Residence is an accommodation facility at The Secondary Technical School of Transport, Ostrava-Vítkovice, state-funded institution (hereafter referred to as SŠTD). Its main purpose is to ensure the accommodation for the students of colleges and universities in the city of Ostrava. Dormitory management For the operation of the dormitory and its running is responsible the headmaster of SŠTD (hereinafter referred to as the headmaster). Decisions about accommodation 1. There is no legal claim for dormitory accommodation. 2. The accommodation for students is provided by a letter of application. 3. Student is accommodated on the basis of the accommodation contract for one academic year (hereafter referred to as AY), after paying the refundable deposit. 4. The accommodation is provided by an operations accommodation manager (hereafter referred to as the operations manager). The students choose their beds on the spot, according to the current situation. 5. Check in is followed by the schedule for the relevant AY, which is approved by the headmaster. 6. During the AY the student can move his/her bed only by the approval of the operations manager. In exceptional cases, the operations manager can, if necessary, order moving, for example for operational reasons, due to the efficient use of accommodation or for another serious reason. 7. Providing accommodation for children is unacceptable. II. End of accommodation 1. The accommodation ends: a) by passing the period of time, for which it had been arranged. b) by the eviction from the side of an accommodated person with one month notice period. It starts to run by the first day of the month following the submission of the eviction. c) by leaving the school, with interruption of studies and exclusion. d) by backing out of the Accommodation Contract because of: - serious abusing of the dormitory rules - repetitive non-paying of the residence fee and if the sum owed is higher than the amount of the residence fee for one month. If this situation happens, the student is obliged to move out within the seven days since the day of delivery of the written invitation to eviction. 2. In case of not keeping the period of moving out, the student can be evicted by the committee consisting of the operations manager (or the chief employee in charge of the headmaster of SŠTD) and two other employees of the dormitory). There must be taken a statement about the eviction. 3. Backing out of the Accommodation Contract is in charge of the headmaster. 4. The student can appeal against the decision within seven days. 5. In an especially serious case (endangering of safety and property, commiting the crime by the person who is accommodated), the headmaster can decide about backing out of the Accommodation Contract and moving out immediately.

2 III. Rights of accommodated clients 1. Anytime to come in or leave the dormitory except the night closure with two thirty minutes long breaks used for refreshing the service at the reception according to the regulations of the Labour Code. Time limits of the breaks will be assigned by the deputy of the manager for technical management of the dormitory. 2. To allocate and maintain the basic equipment of the room. 3. To change bed linen once every three weeks. 4. To receive a dormitory card, which enables them to enter the dormitory and a key of the room. 5. To use common shared spaces, things and devices in the dormitory in a way they should be used for. 6. To receive visitors. 7. To participate in events held at the dormitory. 8. To submit proposals to the dormitory management which are related to the questions concerning the life at the dormitory. IV. Students are obliged to 1. Show the decision about allocation of accommodation, an identity card (foreigners will show a valid passport and residence permit) and 2 ID photographies when moving into the dormitory. 2. Move in the given time to the certain room. 3. Keep the principles of civil coexistence. 4. Announce all electrical appliances that have been brought in to the operations manager. 5. Keep order in common shared rooms, in rooms themselves and in collectively used spaces and facilities. 6. Keep the safety, fire and health regulations in all areas of the residence hall and pay the fines resulting from breaking these rules and regulations in the rooms. 7. Pay the residence fee in a way that had been determined by the managment of the dormitory. Pay a late fee in case of the delay in payment. Pay the operating costs according to the current price list in case of using own electrical appliances. 8. Immediately inform about problems and defects that were found or identificated. 9. Submit to the health, hygienic, fire and safety measures if required under special circumstances. 10. Give the room to its original state to the moment of the termination of accommodation, return the borrowed equipment, give back the accommodation card and keys and check out. 11. By the time of the termination of accommodation/leaving, each student is responsible for all wear and tear which goes beyond the normal measure (pollution and damage of the painting, floor, furniture and other objects/things). At the same time, the student is responsible for all other damages that he/she caused. The restoration will be done at student s expense. 12. Move the room during the AY in serious cases. The student has to be notified in writing with the given reason. 13. Show the dormitory card anytime when required. 14. Follow the rule of no smoking in the whole area of the residence hall, including the rooms. Smoking is allowed only in a specified area in front of the dormitory building. 15. Respect the ban on keeping animals in the dormitory and taking them there without the approval of all room-mates and without the written permission of the dormitory management. Show this permission at request of dormitory staff. 16. Allow entry to assigned accommodation spaces to authorized persons (dormitory management, building maintenance) in emergency. 17. Use only allowed electrical appliances, in agreement with the order of the headmaster about use of electrical appliances in accommodation.

3 V. What is probihited to students: 1. Use their own cooker, iron, immersion heater, electric stove and other electric appliances in the room, except those that are permitted, because of overloading of the wiring. Not keeping of this regulation is fined 500,- Kč (for sample form Decision on imposing a fine - see Appendix no. 1). 2. Touch the wiring, water pipes, harm or abuse the fire protection equipment. When not obeying this point, the student is going to pay a fine of 500,- Kč. 3. Go freelance in the dormitory without a proper lease agreement. 4. Move to another room without telling the operations manager. 5. Bring inside the building of the dormitory and use drugs, toxic substances, firearms, alcoholic drinks in boxes, barrels and other bulk containers, manipulate with chemicals and flammable substances. 6. Throw any objects out of the windows of the residence hall or pour any liquids. 7. Lend the dormitory card to somebody else and make its fakes. 8. Move the equipment and facilities from the common rooms to the rooms. 9. Intentionally damage the dormitory equipment, ride a bicycle or roller skate in the corridor. 10. Store the sports equimpent, bicycles and other large-sized objects without the approval of all room-mates. 11. Put up the posters - on the wall and furniture. VI.Rights and duties of the dormitory The dormitory management is given the right to: 1. Back out of the accommodation contract according to the conditions stated in the dormitory rules and accommodation contract. 2. Demand a financial compensation for proven damages. 3. The management is given the right to carry out inspections in rooms by prior arrangement. 4. Enter the room in the presence of the accommodated or the person in charge of the accommodated in other cases. In case of averting the imminent danger, accident, damage even on property or health, the accommodation provider can enter the accommodation spaces without previous announcement. Afterwards, the accommodation provider informs the accommodated student about the situation in an appropriate way. The dormitory management is obliged to: 1. Ensure the proper operation of the dormitory. 2. Announce all the rules and instructions related to the accommodation and operation of the dormitory. 3. Inform the accommodated people about all important circumstances that can affect the running and accommodation conditions, ensure keeping of the dormitory rules. 4. Remove faults, eliminate problems and deficiencies as soon as possible. 5. Within the financial, material and technical possibilities improve the life conditions in the dormitory. VII.Internal dormitory rules 1. Student is obliged to show the dormitory card when entering the building. 2. Student has the right to receive visitors freely at time reserved for it. Visiting hours are from 6 am to 11 pm. 3. The visitor(s) is/are obliged to show the identity card when entering the dormitory building. It is written down into the book of visitors. 4. It is not possible to receive visitors in rooms against the will of room-mates.

Accommodation of visitors: a) visitors, occurring in the dormitory betweeen 11 pm and 6 am, are obliged to sign into the book of visitors (in the presence of the visited person) and they become guests. b) the fees for overnight stays follow the current price list, issued by the management of the dormitory. c) in case of an illegal overnight stay, the operations manager of the dormitory has the right to require a fee of price that is prescribed for the commercial use of the dormitory. As an illegal overnight stay is classified the overnight stay that had not been written into the book of visitors. 6. The visited person is for the time of visit responsible for obeying the dormitory rules by visitors and guests. 7. Staying of people, who are not checked in at the dormitory, is prohibited. 8. Students behave in a way that they do not bother neighbours with making so much noise. 9. The right for an undisturbed rest requires no bothering with any kind of noise at night-time, i.e. between 10 pm and 6 am. At this time it is especially not possible to play any musical instruments, sing, talk noisily and do any kind of activity that makes noise. It is also necessary to turn down the radio and television sets etc., so as the noise does not resound to the neighbourhood. VIII. On-the-spot fines imposing On-the-spot fine will be imposed on the student in case of breaking the dormitory rules in connection with not keeping the fire safety rules as follows: 1. Breaking the safety standards when using electric appliances which are allowed to use in the dormitory (it is prohibited to use own heating, electric, gas and other appliances which are not allowed to use) 2. Breaking the rule of no-smoking on the premises 3. Doing the works and activities for which the student has no permission and that could cause a fire 4. Causing damage or abuse of means of fire potection or making use of these devices impossible in any other ways. There was assessed an on-the-spot fine of 500,- Kč for breaking the dormitory rules. This on-the-spot fine can be imposed by the operations manager of the dormitory. However, onthe-spot fine is not covered by imposing fines within 78 ltr d) and e) of the Law on Fire Safety no. 133/1985 Sb., as subsequently amended by infringement proceeding, according to which FRS of the region can impose a fine up to ,- Kč (according to points 1 and 4). The Dormitory Rules have come into force since 1st September Thereby the Dormitory Rules of VŠ at SOŠD and SOU Ostrava-Vítkovice of 29th March 2009 are cancelled.
