2 BOOK: Administration SECTION: Uniform Policy Pg. 2 of 16 PURPOSE The purpose of this policy is to ensure all uniformed Oklahoma City Fire Department personnel project a consistent and professional appearance that exemplifies the quality of service we provide. VALUE You only have one chance to make a good first impression. Pride in our personal and uniform appearance will greatly enhance the spirit and effectiveness of our Fire Department. SCOPE The scope of this document is neatness, cleanliness, image, comfort and safety. I. GENERAL POLICIES AND GUIDELINES UPDATED 1/1/ The Oklahoma City Fire Department is a uniformed service. Our personal appearance and uniform wear greatly enhances the esprit-de-corps essential to an effective fire department and instills confidence in our customers. Therefore, it is most important for all uniformed members to maintain a high standard of dress and personal appearance. 1.1 The philosophy remains that the uniform will be plain, distinctive and standardized. This standardization includes a minimum number of authorized badges, insignias, and patches. Immediate supervisors (all Station Officers, District Officers, Deputy Chiefs and Work Section Supervisors) are responsible for enforcing these uniform regulations. It is expected that these regulations shall be followed. These regulations apply to all uniformed personnel. Chief Officers of each district/worksite shall make determinations for their personnel when necessary to provide for areas in question or not covered by this policy. 1.2 The garments in these policies and procedures are not primary protective garments and cannot be relied on to provide protection from specific hazards, such as those encountered during structural fire fighting, wildland fire fighting, hazmat and EMS operations. The Class B and C uniforms identified in this standard must meet NFPA 1975 standards. That standard allows both flame resistant material and nominally 100% cotton. (Some of the uniform items in this policy are not available in 100% cotton at this time. The cotton content for those specific items will be noted on the page with the item (i.e., sweatshirt, etc.). All Class B and C uniform trousers must be 100% Nomex. 1.3 Uniformed members will wear only the uniform items prescribed by this regulation. The Fire Chief is the only person who has the authority to waive uniform appearance and grooming standards identified in this policy. This policy is a living document; please submit any requests for policy deviation through your chain of command. 1.4 Uniforms will be neat, clean, pressed, or wrinkle free, in a serviceable condition, and will not be allowed to become faded or worn. Faded or frayed patches will be replaced. Avoid washing uniforms in hot water and placing them in a hot dryer. Chlorine bleach should be avoided. To prevent extreme fading and shrinking, wash with a mild detergent in lukewarm water, remove from the dryer while still slightly damp and place on a hanger. Follow the manufacturer s care label on the cleaning of the garment. A professional dry cleaner or commercial laundry will maintain and keep the uniform looking its best. It is recommended that suspenders worn with bunker pants be washed several times prior to use, to prevent fading on uniform shirts. 1.5 Non-uniformed members are expected to dress in an appropriate, professional manner that reflects positively on the Department and the City and in a manner consistent with their counterparts in the business community. No official fire department uniforms, badges, brass, etc., will be worn by nonuniformed personnel without written permission from the Fire Chief. 1.6 Uniformed members will wear the Department uniform only when on duty, except for ball cap. Off duty wearing is allowed for special details, presentations, funerals and any other functions approved by the Fire Chief.

GENERAL POLICIES AND GUIDELINES - continued 1.7 Uniformed members will not purchase nor consume alcoholic beverages while in uniform or participate in any inappropriate behavior wearing any old or new OCFD uniform. 1.8 The Fire Chief may approve, for uniformed members, the optional wearing of civilian clothing on duty when it is in the best interest of the department. Civilian clothing worn on duty will be proper for the occasion, clean, neat, in good condition, and conform to the same standards of appearance required when wearing the uniform. The style should be consistent with the current style in the business community as determined by the employee s district/worksite chief officer. At no time shall civilian clothing and uniform items be mixed on or off duty. 1.9 There will be no experimental clothing worn unless reviewed by the Safety Officer, and approved by the Fire Chief. Experimental clothing will only be allowed during an identified research project evaluation Shirts will be tucked in at all times and only the top button may be undone. Short sleeve shirts will not be turned up at the sleeve. Long sleeve shirts can be rolled up, no farther than two cuff lengths, except when a long sleeve tee shirt is worn Shoes, belts, and leather articles will not appear worn or unshined Employees shall wear appropriate undergarments Sleepwear: Long or short sleeve tee shirts, shorts, or sweats identified in this policy are allowed. Other types of sleepwear or long insulated underwear must be 90% cotton or 100% wool for safety reasons. All sleepwear will be in good taste as determined by the Station Officer The term right or left refers to the wearer s right or left Shirt Color: Class A Uniform: White Class B and C Uniform: White shirts will be worn by District Chiefs and above. Blue shirts will be worn by all other personnel All personnel may wear Class C uniforms. The exception shall be those times listed under Class A, or Class B uniforms, or other times determined by the station officer or immediate supervisor Long sleeve or short sleeve shirts are optional year around Ensembles: The station officer or immediate supervisor will be responsible to ensure uniform consistency, and that all personnel are in the appropriate ensemble. RANK INSIGNIA, BADGE, LOGOS and BELTS 2.1 Name tag: Will be worn on the flap of the right shirt pocket, centered on the flap, 3/4 down from the top edge of the pocket. First initial and last name (example: J. DOE all capitols) above rank. Ranks: FIREFIGHTER DISTRICT CHIEF CORPORAL BATTALION CHIEF LIEUTENANT DEPUTY CHIEF CAPTAIN ASSISTANT CHIEF MAJOR FIRE CHIEF 2.2 Collar insignia: Will be worn on both collars. 2.3 Service Stars: One 3/4 star for each five years of completed service with the Oklahoma City Fire Department. Service with other fire departments will not be counted towards service stars. Color shall be the same as braid. 2.4 Patch(es): OCFD patch will be worn on the left sleeve, 2 down from the shoulder seam, and centered on the sleeve. Optional patches will be worn on the right sleeve in a like manner. The following is a list of the only shoulder patches authorized to be worn on the right shoulder of the OCFD uniform: A. Hazardous Materials (Hazmat): If currently assigned to the Hazardous Materials Team. B. Diver: If currently an active uniformed member of the OCFD Dive Team. C. EMT or Paramedic: Must be State licensed and adhere to the National Standard Refresher Course with successful completion of written and practical refresher examinations. 2.5 Approved Pins: The following pins are the only approved pins to be worn on the OCFD uniform: City of Oklahoma City Service Pin, Union Pin, CISD Team Pin, April 19, 1995 service pin and the Governor s ribbon. No more than two pins may be worn at the same time. These pins may be worn as a tie tack or on the uniform right shirt pocket under the name tag. 2.6 Tie Tacks: Any tie tack that meets the standard of neatness, safety, and fire department image may be worn. 2.7 Belt and Buckle: The uniform belt will be a 1 1/2 black 10-oz. leather trouser belt with a rectangular buckle. Personnel in the pay range of 922 and below will wear a silver buckle. Those personnel in the pay range of 923 and above will wear a gold buckle. No other type of decorative belt buckle, or any design, may be worn while on duty. Patent leather belts are acceptable. III. OCFD UNIFORM INSIGNIAS UPDATED 7/1/ The following descriptions are provided to use as reference in the uniform insignia placement guidelines that follow. All items that are color coded for rank (badges, name tags, sleeve braid, collar insignia, service stars, coat buttons, etc.) shall be silver for pay ranges 922 and below, and gold for pay ranges 923 and above. A. Name tag The name tag dimensions are 1/2" X 2 3/8 with two rows of letters. The top row should be the name of the individual with first name initial and full last name (example: J. DOE) in 3/16 letters. The bottom row should be the rank in 1/8" letters. All letters should be black and in capital letters, and the tag itself should be polished silver or gold (depending on rank). B. Sleeve braid The sleeve braid is worn on the Ike jacket and the dress blazer. Collar insignia The collar insignia shall be worn on both collars when called for and shall be of the size and type called for below. Badges The breast badge is to be worn over the left shirt pocket in the seamed holes provided for it. These are the badges furnished by the Department, given upon initial employment and replaced at some promotional levels, and are the only badges to be worn with the uniform. Personnel may purchase personal badges for wear on their uniforms as long as they are identical to the badge issued to them. Any changes must be approved by the Fire Chief before wearing. Badges purchased by individuals for their personal use are not covered under these guidelines. Recruit, Firefighter, Corporal Breast Badge: MTM Elite Badge # TT 5058 Size: 2 3/8. UNIFORMS Ensembles Class A Formal Uniform Class B Public Uniform Class C Daily Work Uniform Class D Physical Fitness / Maintenance Uniform Class A - Formal Uniform Ike Jacket Will be worn by Major rank and below This uniform will be worn at all formal functions, banquets and any other occasion designated by the Chief's Office. The uniform standard is a navy blue Ike jacket. Chief Officer and above wear a uniform dress blazer instead of the Ike jacket. Formal uniforms may be worn as a daily uniform for Deputy Chiefs and above and those employees assigned to nonsuppression work sections. UPDATED 7/1/11 Class A Shirt Long sleeve white cotton/polyester or fire retardant shirt with appropriate collar insignia, badge and nameplate. Class A Trouser Navy blue polyester or wool blend, uniform style currently in use. No pocket flaps, pleats or cuffs. Material and color to match coat. Class A Tie Navy blue, clip on or regular. Female uniformed employees may wear a navy blue crossover tie in lieu of regular uniform tie. Socks Navy blue socks when visible Footwear Plain black round toe shoes or boots (western or military style combat boots are not acceptable). Ike Jacket Navy blue, polyester or wool, uniform style currently in use. Will be worn by Major rank and below. Breast Badge Will be worn over left pocket in the seamed holes provided for it. Name tag Will be worn on the flap of the right pocket, centered on the flap, 3/4 down from the top of the pocket. Patch(es) OCFD patch will be worn on the left sleeve, 2 down from the shoulder seam, and centered on the left sleeve. Optional approved patches may be worn on the right sleeve in a like manner. Sleeve braid Will be worn on both sleeves. Sleeve Stars Upon completion of each individual s 5 years of service a sleeve star will be added. Jacket collar Insignias These will be the same insignia as the collar brass, but with a solid round backplate. Buttons Will be silver or gold (depending on rank) and will have the letters FD in the center.

UNIFORMS - continued UPDATED 7/1/12 Class A Formal Uniform Blazer Will be worn by Chief Officer rank and above Dress Uniform Blazer Navy blue, double breasted Romart dress blazer. Required for all Chief Officers and above. Trousers Same material and color as blazer. Breast Badge Worn on the left side in the same position as the shirt badge. Name Tag Centered on the right side, even with the top of the left hand pocket. Patch(es), Collar Insignia, Braid, Buttons, Stars/ Maltese Crosses To be worn on the collar as shown above. Class A - Dress Uniform Hat Worn by Major Rank and Below All uniformed members are required to have a Class A uniform hat, navy blue "Midway Flighter Style" cap. Firefighter, Corporal and Sergeant shall have a silver band and silver cap badge. Lieutenant and above shall have a gold band and gold cap badge. The uniform hat will be optional for daily dress. It may also be worn with the white short sleeve shirt. ROMART Class A Hat Worn by District Chief Rank and Above The District/Deputy Chief Class A hats are ordered through the Chief s office to ensure consistency. Specifications for the required Class A hat are on file with the Chief s office. District Chief Class A Hat Class A - Optional Female Dress Uniform Female uniformed members may wear the following as optional as the formal uniform: Dress Uniform Blazer Navy blue, dress blazer currently in use may be worn with skirt only. Skirt and blazer shall be of same material and color. Breast Badge Worn on the left side in the same position as the shirt badge. Patch(es), Collar Insignia, Braid, and Buttons Same as Ike Jacket Skirt The skirt length will be within 1 inch above, to 2 inches below, the crease of the back of the knee. It shall be one of the following: a) Navy blue, A-line skirt with a single center front pleat b) Navy blue straight line with back overlap slit Deputy Chief Class A Hat Optional tie Footwear Shoes shall be black with heels not exceeding 2 inches of plain design with closed heel and toe. Hose shall match skin color. Maternity Uniform Regulation shirt/blouse may be worn with navy blue maternity slacks, or other dress as approved by the Fire Chief.

UNIFORMS - continued UPDATED 7/1/12 Class B - Public Uniform This uniform shall be worn as the public uniform unless the Class C Work Uniform is appropriate as described in Section 1. The immediate supervisor may designate the uniform shirt of the day in accordance with this policy. Class B shirt Medium blue or white with appropriate collar insignia, badge and nameplate. White or navy blue, long or short sleeve tee shirts can be worn under the blue Class B shirt as an optional undershirt. Undergarment tee shirt sleeves will not be visible while wearing Class B uniform shirt. Also refer to General Policy and guidelines 1.2 Class B Tie Navy blue, clip on or regular. Female uniformed employees may wear a crossover tie. Ties are optional. Class B Trouser Navy blue 100% Nomex trousers with no pocket flaps, pleats or cuffs: Lions, 100% Nomex #2106 Workright 100% Nomex Full cut 7 1/2 oz. Nomex 3A #402-NMX75NB Regular Cut, #400NMX75NB Non-Suppression personnel may wear Class A trousers, unless they are responding to incidents where there is any potential of elevated thermal exposure or fire. Footwear B/C/D Plain black round toe shoes or boots meeting ANSI Z41 (ANSI Z41 will be stamped or labeled on footwear). Safety shoes will be worn with the Class B or C uniform by all suppression personnel. Socks Navy blue socks when visible. Class B - Public Uniform - Optional Polo Shirt and Wicking Polo Class B Shirt UPDATED 7/1/12 Navy blue or white shirt, with right breast embroidered with first initial and last name (example: J. DOE all capitals) above the rank and the Maltese Cross embroidered on the left breast. OKLAHOMA CITY FIRE lettering around the Maltese Cross and the name and rank lettering on the right breast will be white for navy blue shirt, or gold for white shirt. A left breast pocket is optional. Left breast embroidered with the Maltese Cross logo, and OKLAHOMA CITY FIRE. See Addendum B for specification description of embroidery and logo. Polo Shirt may be short or long sleeve. Polo shirt color shall follow guidelines in General Policies and Guidelines section, % Cotton Shirts Wicking Shirts Moisture wicking Polo shirts can be worn as a Public or Daily work uniform. UNIFORMS - continued Class C - Daily Work Uniform - Optional Tee shirt Class C Optional Work Uniform is allowed for work detail, drill ground activities, or other similar activities as determined by the station officer. Tee shirt 100% Cotton blue in color with right breast embroidered white with first initial and last name (example: J. DOE) above the rank, according to Section II 2.1. The left breast embroidered with the Maltese Cross logo and OKLAHOMA CITY FIRE. OKLAHOMA CITY FIRE lettering around the Maltese Cross and the name and rank lettering on the right breast will be in white embroidery. See Addendum B for specification description of embroidery and logo. The back will be silk-screened OKLAHOMA CITY RESCUE in white, and FIRE and the two lines will be in genesis phosphorescent. See Addendum B for specification description of silk-screening. Navy blue long or short sleeve tee shirts can be worn under the blue Class B work shirt as an optional undershirt. Long sleeve tee shirts may be worn under long sleeve Class B shirts, if cuffs are not rolled up. Long sleeve tee shirts may be mock turtle style. The mock turtle style shirt will be embroidered on the left front neck with OCFD in white. Pocket on left side under Maltese cross is optional. Sweat Shirt UPDATED 1/1/07 Navy blue 80% cotton (80/20) with the appropriate embroidery and logo. See Addendum B. Trouser Navy blue 100% Nomex trousers with no pocket flaps, pleats or cuffs: Lions, 100% Nomex #2106 Workright 100% Nomex Full cut 7 1/2 oz. Nomex 3A #402-NMX75NB Regular Cut, #400NMX75NB Footwear Plain black round toe shoes or boots meeting ANSI Z41, stamped or labeled on footwear. These trousers will be worn with the Class B or C Uniform Shirts. Class C Uniform Shorts UPDATED 8/10/12 Shorts: Navy Blue 65/35 Blend with Cargo Pockets Blauer Street Gear Style #8840X Flying Cross Style # Tactical Series Style # Footwear: All black athletic shoe or work shoe no higher than the ankle (3/4 top) steel toe not required. Socks: Black low cut ankle sock Only to be worn between May 1 and September 30 Shorts are not to be worn with the Public Uniform Badge Shirt.

UNIFORMS - continued UPDATED 7/1/13 Class B or C - Work Jacket Work Jacket: The "Horace Small" or Blauer #6025 or # work jacket may be worn with or without fur collar, liner, etc. Jacket will not be worn with the Class A uniform. No vests will be permitted. Breast Badge: Will be worn over left pocket. Patch(es): OCFD patch will be worn on the left sleeve, 2 down from the shoulder seam, and centered on the sleeve. Optional approved patches will be worn on the right sleeve in a like manner. Buttons: Will be silver or gold (depending on rank) and will have the letters FD in the center. Blauer # Horace Small Class B or C Optional Work Jacket UPDATED 12/1/13 Work Jacket: Blauer MJ Softshell Fleece Jacket in Dark Navy can be worn with either Class B or C uniforms. This jacket will not be worn with Class A uniform. Patch(es): OCFD Logo Patch to be worn on the front left side. OCFD Shoulder Patch will be sewn on the left shoulder. Embroidery instructions/details are available to approved vendors. Note: First Initial and Last name must be embroidered on right side of the front of the jacket, but the rank is optional. Blauer #4660-NV Class B or C - Optional Windbreaker (Fire Prevention Services Personnel Only) Navy blue, 100% nylon shell. The windbreaker may have an optional 100% cotton lining. The windbreaker may be worn with Class B or Class C uniform unless the employee is responding to any emergency incident where there is a potential of elevated thermal exposure or fire. Standard Embroidery Right breast embroidered with first initial and last name (example: J. DOE) above the rank. Left breast embroidered with the Maltese Cross logo, and OKLAHOMA CITY FIRE. See page 15 for specification description of logo. The back will be silk-screened, OKLAHOMA CITY RESCUE in white, and FIRE and the two lines will be in genesis phosphorescent. See page 15 for specification description of silk-screening. Fire Marshal Work Section Windbreaker Embroidery (Investigation or Inspection) Front right side Back of Windbreaker Front left side FRONT Right breast embroidered with first initial and last name (example: J. DOE) above the rank. Below the rank should be, the officer s designation either INSPECTOR or INVESTIGATOR. Left breast embroidered with a 3-inch gold badge with the words FIRE (curved) above the badge and MARSHAL (curved) below the badge. BACK The words FIRE MARSHAL will be embroidered on the back in gold, with the words being 8 1/2 inches across and 1 1/2 inches in height.

Class D - Physical Fitness (Aerobic Activity) Wicking T-Shirts: Dry-fit or wicking material is now available in many brands. Wicking T-shirts must be sleeved (long or short), crew necked and white in color. Small logos that are already printed on the shirt are permissible, however, larger screen-printing, emblems, designs or other large writing will not be allowed. Tank top, sleeveless and v-necked styles will not be allowed. Short Sleeve Wicking T-Shirt Long Sleeve Wicking T-Shirt A Class B or C uniform shirt will be readily available (placed on the apparatus) in the event of an emergency response. Under no circumstances will this type of clothing be visible when responding to, working at or returning from an emergency/non-emergency incident, or any other activity not taking place at the worksite. The Class D wicking T-shirt is for aerobic fitness activities that includes running or jogging, walking, stationary cycling, elliptical and treadmill training. The Class C T-shirt will be worn for weightlifting, stretching, strength conditioning and similar activities, and can be worn for aerobic fitness, if desired.

PERSONAL APPEARANCE AND GROOMING 5.1 Introduction: Hair regulations for uniformed members are necessary to maintain acceptable safety standard and present a professional appearance. This enables the public to feel secure in seeking safety services from our uniformed organization. Differences in regulations for men and women are necessary - and allowable under the law - to meet the need for an appropriate appearance as a public safety professional. Officers will pay close attention to uniformed members appearance on a daily basis thereby assuring compliance and minimizing perceptions of unequal enforcement. 5.2 Safety is a critical component of the Oklahoma City Fire Department employee s appearance. Personal appearance shall not interfere with any employee s ability to perform any emergency or non-emergency task. Hair, jewelry, clothing, cosmetics, or any other appearance item shall not interfere with the proper fit of personal protective equipment, including personal protective equipment for head, eyes, face, body, hands, feet and respiratory system. 5.3 Jewelry: Members in uniform may wear a wristwatch and a medical bracelet. Rings also may be worn, but only one on each hand. A wedding set will be considered one ring. Decorative jewelry will not be worn. Necklaces are permitted, provided they do not show when wearing the uniform or present a safety hazard. Earrings or other body piercing jewelry will not be worn while on duty. 5.4 HAIR: The use of the term hair in this standard will apply to hair, wigs, or hairpieces. Hair will not present a ragged, unkept, or extreme appearance, and shall be clean and neatly groomed at all times when on duty. The bulk of the hair will not interfere with the wearing of SCBA, head gear, or other personal protective equipment, and will not be worn in an extreme or fad style such as corn rows, pigtails, carve cut, dog ears, mohawk, or ducktails. Bush, afro or other similar hairstyles will be worn in moderation as long as they do not interfere with wearing of personal protective equipment. If hair is long enough to hang below the ear on the side of the head, or below the bottom of the shirt collar on the rear of the head, it shall be kept back by pins, ponytail, braids, etc.: FEMALES: When held back in such a manner, it shall not be allowed to be longer than six (6) inches below the bottom of the Class B uniform collar in the rear. MALES: Hair shall not extend below the Class B uniform collar. Hair will not extend greater than three (3) inches outward or upward from the head. Hair holding ornaments (barrettes, pins, clips, bands, etc.) must be transparent or similar in color to the hair, if used. When required to be in Class A uniform, hair will be combed or brushed behind the ear. Hair will not be dyed or treated to become an unusual color or be an unnatural extreme contrast. Hair will be of a color naturally occurring in the human species. Uniformed members shall follow these guidelines at all times when in uniform. Members allowed to wear civilian clothing when on duty will keep hair worn in such a manner and style as to be comparable to their counterparts in the business or professional community. When on an incident scene and the use of personal protective equipment is required, hair must meet standard for on-duty in uniform as described above. MALE 5.5 Sideburns: Sideburns will be kept neatly styled and will not extend below the ear lobe. Porkchop, powder puff, or any other type of sideburn that would interfere with wearing of the standard selfcontained breathing apparatus face gear or other safety equipment will not be permitted. 5.5 Facial Hair: Members will be clean-shaven. Mustaches will be permitted, but will be kept neat and trimmed at all times. Mustaches will not extend more than ½ inch below the corners of the mouth or extend sideways in such a manner as to appear unprofessional. Bushy, unkempt mustaches are not allowed. Handlebar mustaches are not allowed. Eccentric mustaches, which attract attention or impair safe operations, are not allowed. Goatees, or other facial hair, are not allowed. FEMALE 5.7 Cosmetics: Makeup must be applied conservatively and in good taste. Exaggerated or faddish cosmetic styles are inappropriate with the uniform and will not be worn. Lipstick must be conservative and complement the uniform. Nail polish will be clear.

By filling out this application you are agreeing to comply with and be bound by the following terms. Please review the following terms carefully. If you do not agree to these terms please do not complete this application process. 1. Acceptance of Agreement. You agree to the terms and conditions outlined in this Terms of Use Agreement ("Agreement") with respect to our uniform shirt duplication and sales. This Agreement constitutes the entire and only agreement between us and you. This Agreement may be amended at any time by us from time to time without specific notice to you. The latest Agreement will be mailed to you and it should be reviewed prior to any further shirt sales or duplication. 2. Limited Right to Use. The printing, duplication and sales of the City of Oklahoma City Fire Department shirt design must meet all fire department uniform policy specifications and may only be sold to Oklahoma City Fire Department members. No part of the uniform logo design may be used for sales to the general public. We reserve the right to disqualify your right to duplicate and sell the City of Oklahoma City Fire Department Uniform logo, if at anytime it is determined that you sold to the general public. 3.
