1 DISCLAIMER The NJ Motor Vehicle Commission (MVC) provides the following list of manufacturers whose motorcycles meet Federal Motor Vehicle Safety Standards (FMVSS) and are thereby approved for issuance of a New Jersey Title and Registration. The listed manufacturers have obtained National Highway Traffic Safety Administration (NHTSA) certification and have been issued a World Manufacturer s Identifier (WMI). Also, the motorcycles meet standards promulgated by the Federal Environmental Protection Agency (EPA) for Noise Emissions and Exhaust Emissions. All motorcycles must have permanently affixed NHTSA and EPA (2) labels before New Jersey can issue a title and registration. Fully-electric motorcycles must have one EPA Emissions Exemption label accompanied by the NHTSA label. Motorcycle manufacturers who do not appear on the approved roster may submit a request by clicking on the link below to the NJ MVC Contact Us webpage at STEP 1: Manufacturers should their inquiries using the format provided on the webpage indicated above.

7 7 STEP 2: The MVC will personally contact the manufacturer to request the following information about the motorcycles for which the company is seeking approval to title and register in NJ: 1. A legible (scanned attachment) of both sides of a completed sample of a Manufacturer s Certificate of Origin (MCO). 2. If the name, address, and signature of the manufacturer do not appear in the lower right corner of the MCO, a Power of Attorney (POA), which appoints the Agent of Service of Process on Foreign Manufacturer, is issued by the manufacturer, on the manufacturer s letterhead and signed by the president or CEO of the company. The document must authorize the distributor or dealer to complete the information for the company: Example (partial): Pursuant to 110(e) of the National Traffic and Motor Vehicle Safety Act, 15U.S.C.i399(e), the manufacturer listed below hereby designates in writing an agent upon whom service of all administrative and judicial processes, notices, orders, decisions, and requirements may be made for and on behalf of said manufacturer. The appointment of an agent is for service of process only; it is for no other purpose whatsoever. In accordance with the implementing regulation of the DOT / NHTSA, 49CFR (1989), the manufacturer listed below hereby appoints as its agent for the purpose of service of process and hereby certifies as follows: (Minimum Requirements of the POA) 1. Full name and address of manufacturer 2. Name of products authorized 3. Full name and address of designated agent 4. Signature, Title (CEO, President, etc.), Date 3. A legible photograph (scanned attachment) of the motorcycle in full profile. The photo must include an adult rider who is sitting on the motorcycle and holding the handle-grips. 4. A legible photograph (scanned attachment) of the NHTSA label that is permanently affixed to the motorcycle. Please ensure that the name of the manufacturer and the Vehicle Identification Number (VIN) are legible in the photo. 5. A legible photograph (scanned attachment) of the EPA Noise Emissions label that is permanently affixed to the motorcycle (not applicable to fully-electric vehicles). 6. A legible photograph (scanned attachment) of the EPA Exhaust Emissions label that is permanently affixed to the motorcycle (not applicable to fullyelectric vehicles). 7. We cannot accept scans of labels that were photographed on a desk or table. The labels must be permanently affixed to the motorcycle as required by

8 8 federal and state statutes. Labels cannot be affixed by screws since screws are easily removed. Due to the increased volume of submitted approval requests, complete documentation packages as indicated above, must be submitted by the manufacturer, distributor, or dealer only. Customers should contact the manufacturer, distributor, or dealer of their motorcycle. After conducting a thorough investigation of the scanned documents and photographs (complete documentation package) submitted by the company spokesperson, the NJ MVC will contact the manufacturer, distributor, or dealer within seven (7) business days.
