3 UAE Laws & Procedures - UAE acceded both Vienna Conven3on and Montreal Protocol in December 22,1989 and the amendments in February 16, The Ministry of Environment and Water (MOEW) formerly the Federal Environment Agency (FEA) is the focal point for the conven3on and protocol - Two (2) decrees were issued by FEA in 1999 to meet interna3onal commitments and implement the conven3on and protocol - Decree No. 13 of 1999 Concerning Handling of ODSs 11,12,113,114,500 & 502 and Halons 1211, 1301, 2402 which includes CFCs - Decree No. 23 of 1999 Concerning the Establishment of a Permanent CommiWee to Regulate the Imports of ODSs - A licensing system was established and enforced in January 2001 in coopera3on with Customs Authori3es and Competent Environmental Authori3es in different Emirates - Decree No. 16 of 2003 Concerning the addi3on of fees to licenses given by FEA to impor3ng companies

5 UAE Ministerial Decree No. 33/ Ar3cle 2: All companies that are impor3ng HCFCs shall register in the MoEW - Ar3cle 3: Not allowed to import any compound men3oned in Ar3cle 1 without the approval of MEOW from January 01, Ar3cle 4: Not allowed to export any compound men3oned in Ar3cle 1 without the approval of MEOW - Ar3cle 5: All approved companies to import HCFCs shall not exceed the quota provided by MEOW from January 01, Ar3cle 6: All imported HCFCs by companies shall submit data every 6 months star3ng from June 01, Ar3cle 7: The MoEW shall put program to gradually reduce the HCFC and put annual quota for registered companies by June 01, 2012 as per the following schedule; - Freeze Average level, by 2013, 10% reduc9on by 2015, 35% reduc9on by % reduc9on by 2025, consump9on phase- out by 2030, 2.5% allowed for exis9ng equipment for service un9l full phase- out by 2040
