1 MISCELLANEOUS BRIEFING FEBRUARY 2, 2021 FY2021 REQUESTS COMMISSIONERS COURT ADMINISTRATION - requests approval for copies of Measure What Matters by John Doerr to be distributed to Department Heads and Assistant Directors in furtherance of the County s Objectives and Key Results program. Quantity of 100. Estimated cost is $2,000. Funding is available within budget ( ). CRIMINAL JUSTICE requests approval for a budget adjustment of $2,000 from Business Travel (04010) to Computer Hardware (02093) in the 1115 Waiver Crisis Services Project funding (Project 94702). This funding will be used to purchase computer equipment for staff who works on the project. This request to add additional funding to this line item will be funded out of existing funds in the 1115 Waiver account and will be at no additional cost to the County. The funding code for this budget adjustment is ELECTIONS requests approval for the following: a. Pay cancellation fee in the amount not to exceed $491,000 to GCX Corporation. Funding is available through HAVA Program Income ( ). b. Adjust funding source for disposable stylus originally briefed in a Special Called Session of Commissioners Court on October 12, 2020 and resulting in CO Total estimated cost is $135,000. Funding source has changed from CTCL Grant Funds to Federal CARES Act Funds ( ). c. Adjust funding source for Facilities cleaning of Elections building due to COVID issues originally briefed in a Special Called Session of Commissioners Court on October 12, 2020 and resulting in CO Total estimated cost is $120, Funding source for Zoono Protect America, LLC Invoice # has changed from CTCL Grant Funds to Federal CARES Act Funds ( ). d. Adjust funding source for Deluxe A-Frame signs purchased to accommodate extra polling locations. Total cost is up to $37,682. Funding source has changed from HAVA Program Income to CTCL Grant Funds ( ). FACILITIES has approved Retro Report to film documentary style filming throughout Dallas County for Precinct 5 Judge Orozco. This project has been approved by all parties mentioned. Filming will take place from January 7, 2021 through February 28, Location agreement has been signed along with insurance documents received. No fees or deposits required, company has a 501(c)3 insurance certificate attached. INFORMATION TECHNOLOGY requests to purchase ten (10) Apex SQL Fundamental for SQL Server licenses. These licenses are necessary to assist with trouble shooting SQL issues, reviewing SQL queries, formatting SQL code, and exporting datasets into clean Excel datasets

2 for customers. The toolkit is essential to the Dallas County SQL support team and licenses are required for utilization. The estimated cost is $3,490 (quote # ) from SHI for a one (1) year term. Funds are available in the Major Technology Fund ( ). HUMAN RESOURCES/CIVIL SERVICE requests to pay Invoice # B1 for HR Compensation - Business and Legal Resources (BLR). Total estimated cost is $1,835. Funding is available within budget ( ). HOMELAND SECURITY / EMERGENCY MANAGEMENT requests to pay Invoice # from Services 365, LLC for a 2007 Great Dane reefer trailer (VIN#1GRAA06207S701524). Total estimated cost is $11,450. The trailer will be housed and maintained at the Dallas County Medical Examiner; however, it will be considered a local asset. Funding is available through Escrow Fund ( ). Travel/Training Requests Due to current and ongoing travel ban, travel was assessed and confirmed to be necessary for continuing education, licensing, and/or certification. BUILDING SECURITY requests approval for Aldo Acevedo to attend TCIC/TLETS Less Than Full Access Training in Fort Worth, Texas from April 6, 2021 April 7, Total estimated cost is $91 ($71 transportation, $20 meals). Funding is available within budget ( ). CONSTABLE PRECINCT #1 requests approval for the following: a. Phillip Brown s attendance at Class #21-03 Managing the FTO Unit NAFTO held in Cedar Hill, Texas on January 25, Total estimated cost is $250 (registration fee). Funding is available through Training Fund. a. Thomas Seaton s attendance at Texas State & Federal Law Update #3186 (TCOLE) b. COUNTY CRIMINAL COURT #5 requests to reimburse Judge Lisa Green for registration costs associated with her attendance at the virtual Family Justice Conference held on January 14, Total estimated cost is $65. TEXAS COOPERATIVE EXTENSION requests approval for reimbursement to Elizabeth Rudd for travel to Coleman County on December 1, Travel was for Warren Range Brigade training, of which Ms. Rudd is a committee member. Total cost for reimbursement is $227 (mileage). Funding is available within budget ( ). MISCELLANEOUS CARES / CORONAVIRUS ITEMS All items are charged to the Coronavirus Aid, Relief, and Economic Security (CARES) Act SHERIFF requests approval for additional funds for cleaning and sanitizing areas inside the jails. The following amounts are requested areas for the next three (3) months: Parkland - $90,000; Jail Secured Area - $100,000, Jail Non-Secured Area - $50,000. Terms are in accordance with Court Order , with funding available through CARES funds. HOMELAND SECURITY/ EMERGENCY MANAGEMENT requests approval for the following: a) Continue CARES funding for three (3) Support Clerical Assistant II positions originally funded through the CARES Act up to December 30, 2020, but due to the extension of the CARES deadline, may be funded for the additional time frame of January 31 April 30, Cost is approximately $9,306 for 47 hours per week at an hourly rate of $15.23 per hour. Funding available through CARES funds. Previous extension authorized in CO#

5 b) Additional funding for security at COVID-19 testing sites as follows: West Dallas Multipurpose - $4,084 per week (misc. briefed January 19, 2021) Irving Health Center - $4,084 per week (misc. briefed January 19, 2021) Vickery Meadow - $1,094 per week (CO# ) Total cost thirteen (13) weeks for the time period of January 31 April 30, 2021 is approximately $120,407.
