2 , Austin, Texas fax ROBBY CHAPMAN Robby Chapman is Program Director for the Texas Municipal Courts Education Center. Prior to joining the Center, Mr. Chapman served as an Assistant District Attorney for Nueces County, Assistant City Attorney and City Prosecutor for the City of Cedar Park, and a criminal defense attorney. While with the City of Cedar Park, Mr. Chapman received the Merit Certification in Municipal Court Prosecution from the Texas City Attorneys Association. Mr. Chapman received his undergraduate degree from the University of Texas at Austin, and he received his Doctor of Jurisprudence from St. Mary s University School of Law. CANDACE CHAPPELL Candace Chappell grew up in Lubbock, Texas and is a third generation attorney. She is a graduate of Texas Tech University where she earned her Bachelors Degree, Masters Degree and Juris Doctorate. She worked in the Dallas Criminal District Attorney s Office, the El Paso Court of Appeals, and the El Paso County District Attorney s Office, and as an Assistant City Attorney for the City of El Paso. In 1995, Ms. Chappell went to work for the City of Irving, the year the city became a court of record. She is presently employed in Irving as a Senior Assistant City Attorney where she performs both prosecutorial and general municipal law duties. HILDA CUTHBERTSON Hilda Castillo Cuthbertson graduated from Sul Ross State University located in Alpine, Texas with a Bachelor of Science degree in Biology with a minor in Chemistry in Ms. Cuthbertson taught Science in Texas public schools for five years at three different school districts: Pecos, Yates High School in Houston, and Dublin, Texas. Ms. Cuthbertson went to work for the City of Bryan in March of 1983 in the City Secretary s office and was later promoted to Court Administrator July She served as Court Administrator in Bryan until March 31, 2014, and continues to work in the court as a licensed court interpreter. Ms. Cuthbertson has been very active in this profession as a leader in the field of court administration particularly involved with the Texas Court Clerks Association since l985. As a City of Bryan employee she has been awarded the Division Employee of the Year award in 1989 and 1994 and the Employee of the Year award in Ms. Cuthbertson is now a consultant with the Law Firm of Alan Borjorquez, Inc. offering cities assistance with audits, validations, and training. She was elected Vice President in 1989 through 1992 and was elected President of the Texas Court Clerks Association in 1992 through She was the TML affiliate representative from She has also been very involved with the Gulf Coast Chapter since 1985 and held the position of President twice, and again TCCA has awarded her the Distinguished Service Award in 1995 and the TCCA Extraordinary Achievement Award in 1996 and In 1997, she was awarded the Award of Excellence. She was named the Clerk of the Year by the Texas Municipal Courts Association for the year TCCA awarded her the Board of Directors Award at the 2013 annual conference. She has been a faculty member for the Texas Municipal Courts Education Center since 1991 teaching various subjects. She is a member of Texas Municipal Courts Association and is currently serving as Secretary of the board. She is currently a member of the TCCA Education Committee.

3 She is currently a Level II certified court clerk and is also a certified study session facilitator for Level I and Level II. She is a State of Texas Licensed Court Interpreter in Spanish. She is currently working on her Level III certification. She also holds a Certified Court Manager certification through the Institute of Court Management. Ms. Cuthbertson is very active within her community, as well. She has been a presenter, English and Spanish, for the Bryan Police Department Citizens Police Academy. She is a volunteer at the Dispute Resolution Center as a bilingual certified mediator for family law and other types of mediation. She is a Past President of the local Habitat for Humanity Affiliate Board of Directors and has been a volunteer the last eight years. She is Bryan Rotary Club member. MARK GOODNER Mark Goodner serves as the Presiding Judge for the City of Woodcreek and is the Program Attorney and Deputy Counsel for the Texas Municipal Courts Education Center. Prior to joining the Center, he worked in civil litigation in Austin. Mr. Goodner graduated from the University of Texas School of Law with a juris doctorate and certification in the Graduate Portfolio Program in Dispute Resolution in May of While in law school, he worked in the mediation clinic, was a finalist in the Thad T. Hutcheson Moot Court Competition, and served on the executive board of Assault & Flattery. DAVID JOHNSON David Johnson is the Deputy Chief Prosecutor for the City of Arlington. He also serves as the lead prosecutor for appeals, code compliance, and civil enforcement matters. Prior to joining the Arlington City Attorney s Office, he worked for Dallas attorney S. George Alfonso. Mr. Johnson obtained his juris doctorate from Texas Wesleyan University School of Law. Mr. Johnson received his Bachelor's Degree in Journalism from Texas A&M University, College Station, Texas. Mr. Johnson has been a presenter for the Texas District & County Attorneys Association, the Texas Court Clerks Association, the Texas City Attorneys Association, as well as a past presenter for. CATHERINE KLIER Catherine Klier is an Administration Manager with the City of Houston Municipal Courts Department, with over 12 years experience in criminal justice. As an Administration Manager, Ms. Klier is responsible for managing all operations of the Juvenile Case Manager Program, which places Juvenile Case Managers in local middle and high schools as well as within the Municipal Court to reduce juvenile referrals into the criminal justice system. The City of Houston Juvenile Case Manager Program is the largest program of its kind in the state as well as the most highly developed. In addition to her current position, she currently serves as faculty for the Texas Municipal Courts Education Center by providing education on topics related to juveniles in the criminal justice system and serves as President of the southeast region chapter of the Juvenile Case Manager Association. Ms. Klier has been with the City of Houston Municipal Courts Department since January 2009, where she was one of four original Juvenile Case Managers; she was promoted to Senior Juvenile Case Manager in April In August 2011, Ms. Klier was honored with a Bravo Award, which is the highest recognition program for City of Houston employees. Prior to 2009, Ms. Klier served as a conservatorship caseworker with the Texas Department of Family and Protective Services (DFPS). She also served as a Pretrial Officer and Defendant Monitoring Officer

4 with Harris County Pretrial Services. Ms. Klier began her career in criminal justice as a Pretrial Officer with Travis County Pretrial Services. Ms. Klier received her bachelor s degree in Art and Art History from the University of Texas at Austin in BRIAN LEIJA Brian Leija serves as an Administrative Specialist for the City of Houston Municipal Courts. Starting as a Senior Courts Cashier in 1997 he has held many positions and many duties within the last 16 years. He has achieved Level II certification from and currently working to become a Trainer for and TCCA to help the other Court Clerks. He works on keeping the court system error free and establishing changes to better meet the Court and Legislative standards. KEVIN MADISON Judge Madison graduated from UT-Austin with a B.A. with Honors in Psychology. After college, Judge Madison attended the UT System Police Academy and graduated as the class Valedictorian. Judge Madison earned his law degree from the University of Houston, served as a deputy sheriff after law school, and then was appointed as an Assistant District Attorney for Travis County. Later he served as the Chief of Police in Smithville. Judge Madison has over 26 years experience as a municipal judge and has served as Lakeway s Presiding Judge since Judge Madison received the 2009 Outstanding Municipal Court Judge award from the Texas Municipal Courts Association and his court in Lakeway has been recognized for his traffic safety initiative programs by and TxDOT in 2008, 2009, 2012, and Judge Madison proudly serves his community as a volunteer firefighter and EMT. JAN BLACKLOCK MATTHEWS Jan Blacklock Matthews is municipal judge for the city of Wilson (appointed 2011). She an attorney and trained mediator in civil, criminal and USDA matters. She served as a Municipal Court Judge for the City of Lubbock (elected 1994 and 1998, appointed ). Judge Matthews has a Bachelor of Business Administration degree from Sul Ross State University and her Juris Doctorate from Texas Tech University School of Law. Prior to becoming judge, she held the position of Assistant District Attorney and Misdemeanor Chief for the Lubbock County District Attorney s Office. Matthews is the Region I director for the Texas Municipal Courts Education Center and the Texas Municipal Courts Association. JONI MAY Joni May is the Administrative Services Supervisor and Court Administrator for the City of Hudson Oaks and is a Level II Court Clerk. The City of Hudson Oaks has a population of only 1600, but has been labeled as the fastest growing City in Parker County. In addition to Municipal Court, Ms. May is responsible for Payroll, Accounts Payable, Permits and Utility Billing for the City. Prior to joining the Court, Ms. May worked for the Assistant City Administrator for the City of Fort Worth. Ms. May is currently going to school to obtain her Bachelor's Degree in Business Administration and hopes to obtain her Level III Court Certification in VICTORIA MEDLEY Victoria Jaramillo Medley is currently the Court Administrator for the City of Amarillo. Ms. Medley received a Bachelor of Science degree and a Masters in Public Administration from Northern Arizona University. Ms. Medley has been in her current position as the Court Administrator since 2002.

5 Prior to becoming the Court Administrator for the City of Amarillo, Ms. Medley worked for Bernalillo County Juvenile Probation in Albuquerque, New Mexico and Randall County Juvenile Probation in Amarillo, Texas. She was an officer specializing in serious offenders. Ms. Medley was originally hired by the City of Amarillo in 1990 to serve as the first Teen Court Coordinator for the City of Amarillo and was responsible for designing and implementing one of the first Teen Court Programs in Texas. Ms. Medley has completed Level 2 of the Clerk Certification program and is a Certified Court Manager through the Institute of Court Management. TAMMY ODOM Tammy Odom has served as the Deputy Court Clerk and City Clerk for the City of Sweeny since July She is currently a member of the Texas Municipal Courts Association, President of the Texas Court Clerks Association and Past-President of the TCCA - Gulf Coast Chapter. She has been the recipient of the Texas Court Clerks Association s Distinguished Service Award (2005), Extraordinary Achievement Award (2006) and the Excellence Award (2007). She was also named Clerk of the Year in 2007 by the TCCA Gulf Coast Chapter. In 2002, Ms. Odom earned her Certified Court Clerk Level II. REBECCA STARK Ms. Stark has worked in city government since 1978 and has been teaching various classes for for several years. She was the city manager of a medium sized city and then of a small city in the Metroplex area. She left city management to become the court clerk for a large city, Fort Worth, and is now the court clerk for the Austin Municipal Court. Ms. Stark has experienced court operations in various sized cities and is here to share her experiences while teaching this seminar today. RYAN KELLUS TURNER Ryan Kellus Turner is General Counsel and Director of Education for the Texas Municipal Courts Education Center. Prior to joining the Center in 1999, he served as Briefing Attorney for Judge Sharon Keller at the Texas Court of Criminal Appeals. Mr. Turner obtained his juris doctorate from Southern Methodist University School of Law. He received his Bachelor's Degree in Psychology with highest honors from St. Edward's University, Austin, Texas, where he now teaches as an adjunct faculty member in the School of Behavioral and Social Sciences. In 2004 and 2013 he was the recipient of the School s Adjunct Teaching Excellence Award. Mr. Turner is currently Deputy City Attorney for the City of Dripping Springs and has served as a Special Assistant County Attorney for Kendall County. In 2011, he was an advisory member on the Texas Judicial Council s Juvenile Justice Committee. The Committee was charged with assessing the impact of school discipline and school-based policing on referrals to Texas courts and to make public policy recommendations. In 2012, Mr. Turner was named Co-Chair of the Texas Judicial Council Legislative Subcommittee on Juvenile Justice. A native Texan, Mr. Turner was raised in the north Texas town of Vernon. He is the co-author of the books Lone Star Justice: A Comprehensive Overview of the Texas Criminal Justice System and The Municipal Judges Book.
