1 REQUEST FOR PROPOSAL FOR ESRI CERTIFIED TRAINING IN: ARCGIS DESKTOP 1: GETTING STARTED WITH GIS (10.0) AND ARCGIS DESKTOP 2: TOOLS AND FUNCTIONALITY (10.0) FOR THE COUNTY OF INYO A. INTRODUCTION The County of Inyo maintains the Operational Area (OA) Emergency Operations Center (EOC) in a ready-to-activate status. The assigned EOC staff members are fully trained and capable of carrying out their responsibilities during activations. The EOC staff manages the EOC during responses to multi-department and countywide emergencies to support incident response activities. The new county EOC will be outfitted with advanced computer capabilities including the latest GIS software, allowing staff to inform emergency planning and response, and post response activities, with computer generated maps and spatial analyses. ESRI has been chosen as the GIS software platform for the county, and the county is developing GIS data infrastructure to support EOC operations and general county operations. The County of Inyo is soliciting proposals for GIS training, specifically, Arcgis Desktop I: Getting Started with GIS (10.0) and ArcGIS II: Tools and Functionality (10.0) from qualified ESRI-Certified consultant(s) with a minimum of 10 years of experience in ESRI training methodologies. The consultant will provide all classroom materials equivalent to an ESRI led training. Page 1

EXERCISE OBJECTIVES ArcGIS Desktop I: Getting Started with GIS (10.0) This course teaches the fundamental concepts and basic functions of a GIS, the properties of GIS maps, and the structure of a GIS database. In course exercises, you will develop basic software skills by working with ArcGIS Desktop 10.0 tools to visualize geographic data, create maps, query a GIS database, and analyze data using common analysis tools. This 2 day (16 hour) class will provide the participants with an understanding of: What GIS is, what it can do, and how others are using it. How your organization can benefit from a GIS. How to create a basic GIS map. How to work with different types of geographic data. How to access geographic datasets and features information. A systematic approach to analyzing data in order to find patterns and relationships. ArcGIS Desktop II: Getting Started with GIS (10.0) This course introduces the fundamental concepts of ArcGIS Desktop 10.0 software and teaches how to use it to visualize, create, manage, and analyze geographic data. In course exercises, you will use ArcGIS tools to efficiently perform common GIS tasks and workflows. By the end of the course, you will understand the range of ArcGIS Desktop functionality and be prepared to work with the software on your own to create GIS maps, work with geographic data, and perform GIS analysis. This 3 day (24 hour) class will provide the participants with an understanding of: How to create a file geodatabase to store and manage geographic data. How to create and edit geographic data to accurately represent real-world objects. How to explore geographic data in ArcMap. How to classify, symbolize, and label map features to improve map visualization and interpretation. How to create data by geocoding addresses. Page 2

3 How to query and analyze GIS data to support decision making. How to create maps to share with others. C. PURPOSE AND MEETINGS The training will provide a deeper base of GIS knowledge within the county staff, leading to a larger pool of capable GIS operators during Emergency Operations. GIS applications and analyses are complex in design and execution and this training is therefore a first step in building a competent GIS knowledge base within the county. D. TASKS/DELIVERABLES 1. Contractor will provide all training materials (excepting items described in D. 2.) as would have been provided by ESRI, had the training been delivered by ESRI, including books and required data to execute ESRI s training modules. The contractor should describe how Inyo County s GIS data will be integrated along with provided course data into the training to make the training more compelling and applicable to the attendees; Inyo County is prepared to discuss various approaches on how this goal might be best achieved. 2. County of Inyo will provide the training room, hardware and software for up to 14 class participants. The class setup will follow ESRI s guidelines (see attached). 3. In an effort to reduce the impact to daily operational obligations on the part of the attendees, Contractor will submit a proposal based on providing Arcgis Desktop I training during one business week and Arcgis Desktop II training during a different business week within one month following the first class. 4 E. REQUIRED SERVICES Proposals submitted should address the following services: 1. Contractor must provide training, specifically, Arcgis Desktop 1: Getting Started with GIS (10.0) and ArcGIS II: Tools and Functionality (10.0) from qualified ESRI- Certified Trainer(s) with a minimum of 10 years of experience in ESRI training methodologies. The consultant will provide all classroom materials equivalent to an ESRI led training. 2. Certificate of Completion, to be issued on last day of each class, to those who have substantially attended the class as determined by the County of Inyo. F. FUNDING AND CONTRACTING Funding for Emergency Operations Center Training is encumbered within the 2010 Homeland Security Grant. All services and fees will be inclusive of all materials, travel, lodging, per diem, and overhead rates. Successful respondents will be required to enter into Inyo County Standard Contract 113. G. SUBMITTAL REQUIREMENTS Proposals shall include the following information or considerations relating specifically to public finance: 1. A statement summarizing the most important skills and attributes your firm would utilize in providing the Required Services. 2. An identification of the roles and experience of the key individual or individuals that will be providing the required services. 3. Outline of the philosophy followed/used to working with a diverse group of people and interests in providing the Required Services. 4. A brief description and list of similar training projects previously worked on by your firm, highlighting work done for Local Governments 5. A list of references (name, address and telephone number) of persons who may be contacted to verify qualifications and previous performance. Page 4

5 6. Detailed outline of scope of services provided and methodologies used as defined under the Required Services Section. 7. A description of the specific training materials provided. 8. The contractor should be prepared to commit to specific class dates prior to contract being awarded. 9. A cost proposal including the total cost as well as the individual components comprising the total cost. 10. Contractor should also be prepared to enter into the County s Standard Contract 113 (attached for your information) and adhere to all the requirements thereof. 11. It is the responsibility of the respondent to ensure delivery by the date and time stipulated; the County reserves the right to discount failure of the delivery mechanism utilized by the respondent. SELECTION PROCESS The selection committee, comprised a representative of Inyo County Sheriff s Office, a representative of Inyo County Information Services and the Inyo County GIS Coordinator, will evaluate the proposals according to the following criteria: - Trainer must be ESRI certified for ArcGIS Respondent must have the ability to enter into and comply with the County s Standard Contract Quality and completeness meeting submittal requirements (10 points) 2. Number of ArcGIS I and II trainings executed per year, within the last 10 years (10 points) 3. Positive responses/recommendations from previous training clients. (10 points) 4. Trainer knowledge of / experience with GIS operations common to local government (document specific activities, project work etc.) (10 points) 5. Cost (20 points) In addition, the selection committee reserves the right to schedule conference calls and/or request interviews to evaluate the proposals further. No commitment will be made to select a solution solely on the basis of price. The primary basis for selection will be the proposed solution s ability to meet the County s business needs; however, weight will also be given to overall acquisition cost and respondent s reputation and ability to be a good business partner. I. RIGHTS OF COUNTY The County, at its sole discretion, reserves the right to: 1. Reject any or all responses without cause. 2. Reject all responses and seek new responses when such action is judged to be in the best interest of the County. 3. Request and receive additional information as the County believes is necessary and to disqualify any company and reject any responses for failure to promptly provide such additional information. 4. To waive any informalities or incomplete responses and to disregard all nonconforming, non-responsive or conditional proposals. 5. Negotiate with any and all respondents. The contractor should assume all references submitted will be contacted. Page 6

7 J. PROPOSAL S USE/VENDOR GUARANTEES Those submitting proposals do so entirely at their expense. There is no expressed or implied responsibility on the part of the County of Inyo to reimburse respondents for any expenses incurred for preparing or submitting proposals, providing additional information when requested by the County of Inyo, or participating in any selection interviews. Should any respondent find any omissions, discrepancies or ambiguities in this RFP, the respondent should notify the County contact person in writing (via ) immediately. All questions will be answered to the extent possible as soon as possible after the County receives the notification. Please note that all omissions, discrepancies, or ambiguities are not purposeful. By submitting a response to this RFP, the respondent acknowledges that the rights have been reserved to include any part or parts of the selected proposal in the final contract. Submission of any proposal indicates acceptance of the conditions contained in the RFP. By submission of a proposal, the respondent certifies that: The prices in this proposal have been arrived at independently and without consultation, communication, or agreement, for the purpose of restricting competition as to any matter relating to such prices, with any other vendor. The respondent has not paid or agreed to pay any fee or commission, or any other item of value contingent on the award of this contract to any employee, official, or current contracting consultant of the County of Inyo. All proposals submitted and the included pricing shall be valid for a period of 60 calendar days from the date of proposal opening. K.
