5 DUTIES OF FIRE BRIGADE ACCORDING TO THE MUNICIPAL LAW NO. 5393
6 The Municipal Law no Fire Brigade Item 52- Fire Brigade working principles and procedures, duties and responsibilities of employees, the required qualifications to be a clerk, taking vocational training, promotion in position, dismissal, clothing and equipment for defense purposes, units in the fire brigade to be established in accordance with the requirements of the service, are regulated by the regulations issued by Interior Ministry. Municipality can make additional regulation unless being contrary to this regulation.
7 The Municipal Law no Item 52 (continued) - Fire service is carried out continuously. Fire Brigade personnel work time and hours are regulated regardless of the work time and hours stated in the Law on Civil Servants no. 657 to ensure that the execution of the service without interruption. The employees working de facto at fire brigade are paid, in order not to exceed the upper limit determined by budget law, a fixed amount determined by the decision of the city council as overtime pay.

9 The Metropolitan Municipal Law Title no Item 7- Duties, powers and responsibilities of Metropolitan Municipality are as follows: u) In accordance with the plans of the provincial level, to make plans and the other preparations about natural disasters at metropolitan scale, to support other disaster regions with tool, equipment and material, to carry out fire and rescue and emergency services, to identify places of production and storage of explosives and flammable substances,to control measures to be taken by housing, offices, entertainment facilities, factories and industrial organizations and public institutions against fire and other disasters, to permit and licence required by legislation about this issue.
10 DUTIES OF FIRE BRIGADE ACCORDING TO THE MUNICIPAL FIRE REGULATIONS OF INTERIOR MINISTRY DATED
11 Municipal Fire Regulations Duties of Fire Brigade Item 6 (1) Duties of Fire Brigade are as follows: a) Respond to fires and extinguish, b) Respond to all kinds of accidents, crashes, explosions, being trapped and similar cases requiring technical rescue services and carry out first aid ; to make all kinds of search and rescue operations on land, under and above water, c) Respond to floodings, ç) Participate in the rescue efforts at natural disasters and emergencies,
12 Municipal Fire Regulations d) Do the tasks given by the Regulation on Fire Protection of Buildings which has been put into effect by the decision of Council of Ministers dated and 2007/12937 numbered, e) Educate obligants of fire service established in accordance with Bylaw on Personal Liability Associated with Civil Defense, Evacuation and Thinning, Planning and Other Services, entered into force by the decision of Council of Ministers dated and no. 6/3150 and to help treatment processes for pollution due to nuclear, biological and chemical (NBC) agents.
13 Municipal Fire Regulations f) Inform public, organizations and institutions about the services of fire brigade, and educate about the measures to be taken, and perform exercises, g) Help for education and training of fire units of public and private institutions and the volunteer fire brigade staff, check their buildings, vehicles and equipment compliance with the standards of fire brigade, and give these units competence certificate about fire, and cooperate with these units when needed. ğ) Respond to the incidents out of municipality borders.
14 Municipal Fire Regulations h) Clean chimneys within the limits of the municipality or have them cleaned for a fee to be determined the municipal council and check the chimneys in terms of fire control measures, ı) If requested, participate in the work to extinguish forest fires, i) Identify locations for flammable, explosive and flammable material storage according to development plans, j) Check offices, entertainment facilities, factories and industrial enterprises in terms of fire protection measures and to give permit and license on these issues legislation has envisaged. k) Perform other tasks given by the mayor.
