9 Flood risk management plans and disaster control plans In the framework of the implementation of the EU Floods Directive in Bavaria a uniform catalogue of measures was created Two measures of this catalogue concern and challenge the disaster control management: Creation of local alarm and action plans by the municipalities Creation of special disaster control plans flood by the lower disaster control authorities Eva Mayer, Bavarian Ministry of the Interior, for Building and Transport 9
10 Challenges to the implementation of the measures First actions in general taken by local security authorities and not by disaster control authorities base of every disaster control planning is the analysis of hazards and risks Flood risk assessment needs enough data material to be analyzed flood hazard maps and the flood risk maps, which had to be built up till 2013 in the context of the EU-Floods-Directive and persons with local knowledge Eva Mayer, Bavarian Ministry of the Interior, for Building and Transport 10
11 The local alarm and action plan - proceeding Analysis of the flood hazard and risks and identification of the geographical areas and the objects or infrastructures which are likely to be affected by floods inside the municipality Risk assessment and scenarios, planning assumptions Identification and definition of measures to ensure rapid response and resources mobilization Specification of the defined measures and translation of them into alarm and deployment commands The summary of these alarm and deployment commands form the local alarm and action plan Eva Mayer, Bavarian Ministry of the Interior, for Building and Transport 11
