Ellis, the minutes of the meeting held on 9 February 2016 were ADOPTED. 15/136/PH Disclosable Pecuniary Interests There were no disclosable pecuniary interests declared at this meeting. 15/137/PH Dispensations There was no grant of dispensations made by the town clerk in relation to the business of this meeting. 15/138/PH Matters arising from the minutes of the previous meeting held on19 February 2016 There were no matters arising at this meeting 15/139/PH Update Report The deputy town clerk reported that he was meeting with a technical expert from Dorset County Council (DCC) on 9 March He was concerned to ensure that any preferred location was technically capable of being implemented. PH-08/03/16-1 -
2 Cllr Mrs C. Reynolds referred to a local petition in support of a light controlled crossing in Broad street, which now had more than 100 signatures. Cllr B. Larcombe enquired about progress with any measures to introduced priority for vehicles ascending lower Silver Street. The deputy town clerk confirmed that he had not heard further from DCC on this particular matter since the site meeting on 28 January He undertook to follow up. Cllr B. Larcombe also asked about the latest position with the possible (re)introduction of double yellow lines on the north-western quadrant of the roundabout at the junction with Silver Street, Clappentail Lane and Uplyme Road. He questioned whether this would require the making of a traffic regulation order because he suspected that there had been parking restrictions in this location which had never been repainted subsequent to the resurfacing of the road in that location. It was agreed that in the first instance, the deputy town clerk should make enquiries of DCC about the existence of any historic traffic regulation orders in this location. 15/140/PH Planning Applications Planning applications were considered in accordance with details circulated, a copy of which is attached to the minutes of this meeting. The chairman introduced each planning application and invited members of the public to speak. 15/141/PH Amended/Additional Plans These were noted. 15/142/PH Withdrawn Applications There were no withdrawn applications at this meeting. 15/143/PH Planning Decisions The decisions of the planning authority were received and NOTED, with the following comments: WD/D/15/ Cllr J. broom questioned whether the applicant had served the required notice on the council as landowner. He also queried whether the council had ever approved the replacement of the chalet as landowner. The deputy town clerk replied that he understood the town management committee to have approved the replacement of this particular chalet in April He further understood that no planning notice had been received by the council: although the applicant was adamant that it had been served as required prior the the submission PH-08/03/16-2 -
3 of the planning application. He expressed some concern about the planning permission granted by West Dorset District Council (WDDC) in that it extended approximately 2 years beyond the expiry of the site-wide permission. It also raised the issue of whether individual units on Monmouth Beach required separate permissions and, if so, which of the units this arrangement might apply to. WD/D/16/ Cllr Mrs M. Ellis questioned the process by which WDDC had refused permission for a dwelling at Cobb Road. The town council had unanimously supported the application and members had noted that it would re-instate the historic street scene and replace a long-demolished property. Members were generally concerned that the decision may have been made by an officer without reference to committee; despite the decision being at odds with the strong views of the local council. The deputy town clerk was requested to seek clarification from WDDC about how they dealt with such applications and what general policies might apply in such circumstances. 15/144/PH Correspondence from West Dorset District Council regarding planning matters The correspondence was noted. 15/145/PH Exempt Business There was no exempt business at this meeting The meeting closed at 8.00pm PH-08/03/16-3 -
