Heffernan (administrative assistant) 15/83PH Public Forum The Chairman, Cllr Ms A. Williams said that there were two members of the public and that they would be speaking later in the meeting with reference to planning applications in agenda Item 8. 15/84/PH Apologies Cllr S. Williams Personal commitments. Cllr O. Lovell Personal commitments Cllr Mrs L. Robinson Work commitments 15/85/PH Minutes Proposed by Cllr J. Broom and seconded by Cllr B. Larcombe, the minutes of the meeting held on 27 October 2015 were ADOPTED. 15/86/PH Disclosable Pecuniary Interests Cllr Mrs M. Ellis declared a disclosable pecuniary interest in agenda Item 8, application number WD/D/15/ as the applicants were her immediate neighbours. 15/87/PH Dispensations There was no grant of dispensations made by the town clerk in relation to the business of this meeting. 15/88/PH Matters arising from the minutes of the previous meeting held on 27 October 2015 Cllr Mrs C. Reynolds asked how soon the meeting with Mr Alaric Little, the community highways officer, would be taking place. The deputy town clerk said that he hoped to arrange if for either later next week or the following week. PH-24/11/15-1 -

2 After further discussion Cllr Ms A. Williams said that week commencing Monday 14 December 2015 would be suitable and that we would need to get information out to Alaric Little as soon as possible. She also asked if there was a list of issues so as to not waste time. The deputy town clerk said that there was a list and that he had already provided Alaric Little with a briefing on the matters raised so that he had an opportunity to consider issues and options prior to the meeting. He also suggested that they meet in the Guildhall first to discuss the issues and then go outside for the walk about. It was suggested that the meeting should start at 1.00pm so that there would be time to go outside before it became dark. It was agreed that the deputy town clerk would arrange the meeting and notify the committee of the date and time. 15/89/PH Update Report There were no updates. 15/90/PH Planning Applications Planning applications were considered in accordance with details circulated, a copy of which is attached to the minutes of this meeting. The chairman introduced each planning application and invited members of the public to speak. Application No. WD/D/15/ This application was discussed and then the applicant, Mrs Blinman, spoke in favour of her application. She said that the neighbours were fully supportive of the application and that the main objection from the planning officer had been the height of the eaves along the proposed new extension and that this had now been addressed in this new application. She also said that the purpose of the conversion was to provide more suitable accommodation for an elderly relative and not to create a holiday let. Application No. WD/D/15/ This application was discussed and then Mrs Doney, resident of a neighbouring property spoke against the application. She said that the proposed application, especially the top floor sitting area would overlook her property, particularly the rear conservatory and patio which were both well used for living and sitting out. She was also concerned that the design incorporated a flat section of Sedum roof and she requested that if councillors were minded to support the application, conditions be recommended to prevent this roof area being turned into a balcony as again this would create a further loss of amenity to her property. Cllr Mrs M. Ellis left the meeting at 8.55pm in line with her declaration of pecuniary interests Cllr Mrs M. Elis retuned to the meeting at 9.00pm 15/91/PH Amended/Additional Plans These were NOTED. However, the committee would like it noted that this business is already trading and that a retrospective planning application should have been submitted. 8) WD/D/15/ FULL (Received 23 October 2015) Durham- Diggins - Demolition of existing detached residential property and construction of new replacement detached house, including minor alterations to upgrade the existing garage outbuilding. Shutters, Clappentail Lane, Lyme Regis, DT7 3LZ. Recommend refusal. The property is not sympathetic in scale, mass or bulk to neighbouring dwellings; has an overbearing impact to neighbouring properties; has a detrimental impact on residential amenities to neighbouring properties and is significantly higher than the existing roof line.
