Mrs A Bradbury Illness Cllr. Mrs M Ellis Due to change of date of meeting. 14/142/PH Minutes Cllr. Ms A Williams asked for an amendment to minute number 14/139/PH of the meeting held on 10 April 2015 as follows: The committee unanimously supported the closure of the upper section of Colway Lane for the use of a dedicated cycle and pedestrian pathway Proposed by Cllr. C Clipson and seconded by Cllr. O Lovell the minutes of the meeting held on 10 April 2015 with the above amendment were ADOPTED 14/143/PH Disclosable Pecuniary Interests Cllr Ms A. Williams declared a disclosable pecuniary interest in item 8, application number WD/D/15/ as she is employed by WDDC who are the owners of the building. Cllr T. O Grady declared a Disclosable pecuniary interest in item 8, application number WD/D/15/ as he is working on the building next door. 14/144/PH Dispensations There was no grant of dispensations made by the town clerk in relation to the business of this meeting. PH-14/04/15-1 -
2 14/145/PH Matters arising from the minutes of the previous meeting held on 10 February 2015 There were no matters arising on this agenda. 14/146/PH Update Report Cobb Road Members considered that the revised proposal be unacceptable. The deputy town clerk will convey this to Dorset County Council Highways and that there is a possibility that people will be confused and the consultation would have been for nothing. Kingsway Members agreed that the parking on Kingsway outside of St. Michael s School be re-visited in 12 months along with any other traffic restriction orders that might be wished to be applied. Cllr Ms A Williams and Cllr T O Grady left the room at 7.45pm in line with their declaration of pecuniary interests. Cllr Ms A Williams and Cllr T O Grady returned to the meeting at 7.50pm 14/147/PH Planning Applications Planning applications were considered in accordance with details circulated, a copy of which is attached to the minutes of this meeting. Under the formalised arrangements for public participation the chairman introduced each planning application, and where notified in advance, invited representations from members of the public on a per application basis. Mr Bamford, resident gave his concerns with regard to application number WD/D/15/ The committee suggested that Mr Bamford contact Lyme Regis District Councillors with his concerns. 14/148/PH Amended/Additional Plans These were noted 14/149/PH Withdrawn Applications There were no withdrawn applications PH-14/04/15-2 -

4 PLANNING AND HIGHWAYS COMMITTEE 14 APRIL 2015 PLANNING APPLICATIONS CONSIDERED Town councils comments in italic 1) WD/D/15/ FULL (Received 5 March 2015) Witherden Erect and extension and alterations - Old Vicarage Gardens, 2 Old Vicarage Garden, Lyme Regis, DT7 3HS Recommend refusal on the grounds that the committee thought it overdevelopment of the site and that it would be detrimental to the amenities of the neighbours. The plans would affect the setting of neighbouring listed buildings and contrary to planning policy in that it fails to preserve and enhance the conservation area and the listed building structures. 2) WD/D/15/ LISTED BUILDING CONSENT (Received 24 March 2015) Lawrence Line chimney with 5 flue liner, fit cowl and attach register plate (retrospective) 37 Coombe Street, Lyme Regis, DT7 3PY Recommend approval 3) WD/D/15/ FULL (Received 17 March 2015) Fat Face Ltd New roof plant to flat roof of building 25 Broad Street, Lyme Regis, DT7 3QH No objections subject to the agreement and comments of the environmental officer at WDDC in respect to the noise. 4) WD/D/15/ CHANGE OF USE (Received 26 March 2015) Hill Change of use: gift shop (A1) to Creperie (A5). Erection of shop canopy. Change of colour scheme and installation of extractor vent. 67B Broad Street, Lyme Regis, DT7 3QD Recommend refusal as the committee has concerns that whilst a creperieis a good idea and would be an asset to the town, the existence of pedestrians queuing in the entrance to an active car park would be a very bad mix of pedestrianisation and vehicle traffic. Members would welcome a site visit taking place. 5) WD/D/15/ LISTED BUILDING CONSENT (Received 25 March 2015) Stafford Strip and re-fix existing slates to main roof and re-paint external render. 1 Silver Street, Lyme Regis, DT7 3HR.
