1 Notes from Trainers Conference call September 28, 2010 I. Minutes Volunteer Thanks, Peggy Fleming!! II. Pre-Service - Arlene has gotten several questions regarding pre-service: 1) Waiver test When? Only in beginning of employment not meant to be taken years after employment. It is based on incoming base-line knowledge and there should be NO preparation for the wavier test. 2) Attendance during pre-service? 100% is required. For trainees who miss there must be a make-up before they can take the post-test 3) # of hours allotted for the pre and post-tests this information is listed on the Academy web-site 3 hours for the pre-test, post test and the waiver test. 4) How many learners can we have at a time? However many your training room can accommodate. 5) Bruce Bryant - Most areas are now using the new Integrated Curriculum. The old curriculum will be archived after September 30, 2010 on the Academy web-site in the Curriculum Downloads section. Item to clear up Request for log-ins*. The Academy and Arlene are getting requests for User IDs from Case Management Organizations (CMO s). The Academy and Arlene are requesting that all such requests go through the Lead Agency s Training Coordinator (e.g., User IDs for FSFN Training Region). FSFN Some Agencies may not be training it the way it is designed. It was stated that the trainers can enhance the training to fit their local agency s needs or systems of care, but they may not leave anything out, they must train the curriculum the way it was developed to maintain consistency. FSFN was designed not only for navigation but for best-practice also. Eventually FSFN questions will be added to the post-test. Changes to curriculum - Diane Frazer-Hayhurst FIU will be doing curriculum revisions every quarter. FIU has gotten and incorporated feedback from the field into the curriculum.
2 One change that was made was to eliminate Decision Making as a stand alone course and integrate it into Assessment. If trainers want to continue to train Decision-Making as a stand alone it is o.k., but don t have to. FIU is working on making the activities more realistic. Legislative changes appropriate to curriculum have been incorporated. They are shooting for October 15 th to complete current changes and be on the Academy web-site. There was a discussion about moving I.R. ahead of Removal and Placement, however there still remains flexibility as to how the training is sequenced and the time frame for how long each takes, depending on guest speakers, etc. Time required for training The time frames in the curriculum are recommended time frames, but may take more or less time, whatever is best for your system of care. Can re-order how you present it, as long as you train everything in the curriculum as written. FIU tried to have flow fit what happens in reality. On-line courses Trainers should make sure all trainees are doing the online courses by doing the reviews after the online course has been done it is best to have trainees all do the online courses at one time in the classroom, so that the trainer can debrief and discuss immediately afterwards. There was a comment about some problems with the video used in the Human Trafficking online course. FIU stated they were aware of this and said it may depend on the software or quality of computers etc. at each site. Diane suggested it may take a while to load, so trainees should be patient and see if it works. They are looking into those for alternatives. They are reluctant to send out C.D s. because they want to maintain consistency (updated versions, etc.). If anyone has problems with online courses, please send to Diane or Arlene. Post-Test Study Guide there have been some glitches with the online quizzes. They work properly until the trainee gets to the final
3 page that shows what they got wrong and right. There are two possible solutions: 1) Warn trainees to stop before going to the last page and if they want to they can go and do the test again to see what the right answers might be. 2) FIU can remove the link and not have it available until all glitches have been resolved. Most opted to leave them up and asked for an answer key, or Bruce Bryant suggested FIU may want to reference where in the participant guide the learner may find the correct answer, to increase learning. Dirty house pictures in Assessment course, they are now posted on the Academy website with the curriculum (Assessment). Someone asked for any updated/current CD s or videos that would be appropriate to use during Investigative Responsive. It was stated that it is hard to find, so if anyone has found any, let Arlene or Diane know. III. Training Rule Status - The target date for the Rule to be adopted is Oct. 14 th. Arlene is working on a webinar to present the rule. They will be offering the webinar 3 different times to give everyone an opportunity to view it. Once the rule is adopted, Arlene will get the dates out for the webinars. IV. Recertification Status Round 2 will cover all certified staff who were not captured before Dec. 31 st, 2010 or whose initial certification expires on or before Dec. 31 st, They will be starting in the Southern Region and moving to the Northwest. Arlene will be sending the dates and form to use sometime today. For this round, they will be requiring a copy of their most recent certificate. Initial certifications - Currently the initial certifications are processed once a month. Based on the needs of the field they are going to move to 2 times a month beginning in October. Certificates will be processed on or about the
4 15 th and 30 th of each month; please remember to send in the signed FBPA Assessment Results forms. *Remind agencies that staff required to be certified should be certified one year from date of hire, passing the post-test or waiver-test, whichever is earlier. Bruce Bryant brought up questions regarding Supervisory Certification. There are staff who have been promoted to Supervisor, but have not yet completed SFE or the Supervisory FBPA who may need access to SkillNET as a Supervisor. The Academy will approve their role in SkillNET as long as an is sent to Bruce stating they have been promoted to the role and are working on getting SFE and their FBPA. SkillNET is undergoing enhancements. They are creating a Training Manager role which will allow the Training Manager to go in SkillNET and see history: in-service hours, training history etc. V. FSFN Linda Johns There are a series of builds that will serve to correct problems and change functionalities. FSFN staff are currently in the midst these builds and working to resolve known issues. R2C8 is almost done R2C12 will be completed at the end of the year. One change incorporates changes to worker assignment on "courtesy" supervision, changing wording to "out of county services". The Unified Home Study (in R2C8) is being worked on to resolve timing out and saving. Until fix is confirmed staff is not required, but encouraged to use it. There has been an issue around trainers being able to access the production region. It is not acceptable for a trainer to use the production region for training purposes, but there may be other legitimate reasons for a trainer to have access to the production region. This is being addressed. More information will be forthcoming from Arlene. There was a question as to whether the Unified Home Study is going to be adjusted to reflect the new ruling regarding adoption and homosexuality. It was stated that Tallahassee is going over the form with a fine tooth comb to
5 make the necessary changes. It was stated that if there are some areas that trainers see that still need to be changed, they should please inform Tallahassee. There was a discussion regarding the Unified Home Study being used for inhome cases, i.e. doing a Unified Home Study on a parent that the child will be residing with under in-home services supervision. We also discussed home studies on placements with non-custodial parents. It was stated that the Unified Home Study was designed to be associated with providers, therefore may not be appropriate for cases in which safety is being assessed for a child residing in his or her own family home. Under those circumstances the "home study" should be a part of the Pre-Disposition Study. It was stated that the discussion would continue in-house in the CBC and that Linda Johns will research further. VI. Other - Someone asked what the current status is of test scores since implementing the new integrated curriculum. It was the consensus that the scores have been higher. Arlene stated that she got a question from Adina Swan asking if anyone had developed a FBPA for Independent Living. If there is anyone who has developed one, it needs to go through Arlene for approval, and then it can be shared. Big Bend stated they have submitted one but got it back and they are continuing to work on it. Next Trainers Conference Call is slated for: October 26th
