1 NORTHVILLE HISTORIC DISTRICT COMMISSION Sept. 21, APPROVED Wednesday 7:00 P.M. Northville City Hall -Council Chambers 1. CALL TO ORDER: Chairman Chris Johnson called the Historic District Commission meeting to order at 7:03 P.M. 2. ROLL CALL: Present: Bayly, Luikart, Hoffman, Argenta & Johnson Absent Excused: Field, Vernacchia 3. MINUTES: August 17, 2011 Commissioner Luikart made the following additions/changes to the Aug. 17, 2011 Minutes: Page 4 Under Commissioner Comments & Concerns add: Commissioner Luikart stated that the majority of examples of horseshoe drives provided by Mr. Lomske were in Northville Township, not the City, and none in the Historic District. The 3 examples on South Rogers Street included 2 where homes are situated on corner lots with one curb on each street. The one case on Rogers street with 2 curb cuts on Rogers, the driveway passes behind the house. The driveway is not in the front yard and not near an intersection. The first bullet point is not correct. It should read: Commissioner Luikart referenced the Northville Historic Design Standards 3.13 Setback and Spacing Guidelines Consistent front setback gives continuity to the streetscape. The goal of the HDC review is to preserve the established historic rhythm and continuity of the street. She added that when a driveway is in the front yard setback it does not carry the continuity of the street. Also, please add that: Commissioner Luikart cited Historic Design Standard 3.24 Garage & Carport Guidelines Driveways are to be a single car width between the street and front of the house. No parking pads paved or otherwise, are permitted in the setback. This project has two driveways, with two curb cuts. Cars will be parked on the horseshoe driveway in front yard. Commissioner Hoffman made the following corrections: Under Case # 2 correct the word redirected Under Case # 4 correct the word unsightly Commissioner Luikart made the note the following correction during the meeting: 1

CASES: CASE #1 Graphic Visions/Executive Wealth Management 175 Cadycentre Sandy Mustoven from Graphic Visions asked to talk about case #1 and case #3 together since they are part of the same project. She also asked to bring case # 2 back next month due to changes by the client that could not be prepared in time for this meeting. She presented a revised layout that shows conforming signs and a letter from Jim Penn stating that the revised signs meet all of the requirements for projecting signs. The signs are to be projecting at the Center Street entrance to the CadyCentre building. Colors: Executive Wealth Management Flat Silver leaf carved in SW 6454 to closely match PMS 357 Green lettering and Black Border Motion by Luikart, supported by Bayly to accept the application for completeness. Motion By: Luikart, supported by Hoffman to grant a notice to proceed referencing Secretary of Interior Standards #9, and the Northville Historic District Design Standards 4.24 for signs, 5.18 for color. CASE #2 Graphic Visions/Maincentre Office Suites 100 Maincentre Tabled at the applicants request. 2
3 Motion by Bayly, supported by Luikart to table case #2 at the request of the applicant to be brought back at a later date with additional details. CASE #3 Graphic Visions/The Accounting Office 175 Cadycentre, Suite 300 Colors: The Accounting Office, Inc. Masked and painted SW 6559 (and tint of SW 6559) with carved in white lettering and border. Motion by Argenta, supported by Bayly to accept the application for completeness. Motion by Hoffman, Supported by Luikart to grant a Notice to Proceed referencing the Secretary of Interior Standards #9, and the City of Northville Historic District Design Standards 4.24 for signs and 5.18 for color. CASE #4 Early Bird of Northville 333 E. Main Commissioner Hoffman told the applicant that they really need to see color samples and that they could make that part of their motion. Commissioner Luikart explained that copies are not always true to color. Kathy Dimitrios of the Early Bird of Northville explained that they are the new owners of the restaurant and need to change the name to match. She stated they had previously owned the Dandy Gander Restaurant 20 years back. The existing sign will be re-faced. Colors and design will be the same as the temporary banner currently in the window. frame will be painted black. Commissioner Argenta asked if they would consider putting a border around the perimeter. The applicant stated she had brought that up to the sign company and they told her it would not add anything to the sign but she would certainly ask them to do it. The applicant was directed to drop off color samples to the building dept. for the subcommittee review. Motion by Hoffman, supported by Bayly to accept the application for completeness based on receipt of the sample colors. Voice Vote: Ayes: All. Nays: None. Motion Unanimously Carried. Motion by Hoffman, Supported By Luikart to grant a Notice to Proceed subject to the approval of colors by the sub-committee of commissioners Luikart and Argenta, referencing the Secretary of Interior Standards # 9, and the City of Northville Historic District Design Standards 4.24 for signs and 5.18 for colors.. 3
4 CASE #5 James A. Spagnuolo 115 E. Main Windows Jim Spagnuolo the owner of 115 E. Main explained that he was presenting a small project that he would like to do to his building. He would like to re-paint the back of the building the same color as existing and replace the rear windows that were installed in the 1980 s. The windows will be custom made to fit in the existing openings and look basically like the current wood windows only slightly lighter in color. The windows are Ellison series 1300 vinyl clad in beige color to match the trim. Trim will be repaired where necessary. A brochure and trim sample was provided with the application. Windows are double hung with screens and grates on the inside. Motion by Luikart, supported by Bayly to accept the application for completeness. Motion by Hoffman, Supported by Bayly to grant a Notice to Proceed referencing the Secretary of Interior Standards #9, the Northville Historic District Design Standards 4.6 for windows. CASE #6 Chris & Colette Rizik 208 S. Rogers Revised Landscape Plan The Rizik s were returning to address commission concerns from the September meeting. They provided a sample of the Flagstone used for the drive. The color of the flagstone is a blue/black look which will be sealed and have a darker sheen once sealed. Applicants also stated that the horseshoe drive has been narrowed to 10 feet as requested and the shrubs are now north/south hedges to soften the look of the driveway. Shrubs will be maintained at 3 tall to screen the drive from the road. Commissioner Argenta mentioned that the house at 402 Randolph has a similar horseshoe drive situation at their house. Commissioner Bayly stated that she was not present at the last meeting and was confused because she noticed that the landscaping is intact. She further stated that traditionally you appear before the commission for consideration of your proposal before it is actually executed and was curious why the landscaping is in place prior to this meeting. The applicant stated that they came out of the last meeting with the understanding that they had approval and were to return to show the commission they had made the requested changes. Motion by Hoffman, supported by Argenta to accept the application for completeness. Motion by Hoffman, Supported by Bayly to grant a Notice to Proceed referencing the Secretary of Interior Standards #9 & #10, the City of Northville Historic District Design Standards3.2 for landscape & 3.21 for materials 4
5 CASE #7 Stuart C. Busse 214 N. Wing Addition & Door Greg Presley presented the design for the dormer addition at the rear of the home. The home is bungalow style home in need of repair. They are proposing an addition of a dormer to create 2 suites with private bathrooms. The addition is in the conforming area. The roofing sample was brought to the August meeting and has been completed. The siding will be Hardiplank, 5 exposure. Trim is 1X pine, smooth side out. Garage door spec was provided with the application. Siding and garage door color will be Benjamin Moore #167-Amherst Gray. Trim will be Benjamin Moore exterior Rm Brilliant White. Windows are Jeldwen, aluminum clad wood, factory painted white. Garage doors are dilapidated and need to be replaced. New doors will be steel. Pitch guideline was discussed. It was decided to leave the pitch as presented. Motion by Argenta, supported by Bayly to accept the application for completeness. Motion by Bayly, Supported by Luikart to grant a Notice to Proceed referencing the Secretary of Interior Standards #9 & #10, the City of Northville Historic District Design Standards 3.20 for Preserving Historic Buildings, 3.23 for dormers, 3.21 for materials and 3.24 for garages. CASE #8 Chuck & Mary Keys 502 W. Main Driveway Mary Keys thanked the board for allowing them to be on the September agenda. She stated that they have lived in their home for 24 years and things have changed a lot. There is now a lot of activity on their street. They had asked the police to post a no parking zone during the school year to safeguard children being dropped off at the school and therefore gave up the ability to park in front of their home. There is no parking on the Linden side of their house because of parking by Star Manor employees. They are requesting to add a second driveway to the Linden side of their home. Their current driveway is one lane wide and will be cut down in the future to allow for additional sod on the Main street side. The driveway will be constructed of used City brick pavers that are currently for sale. The applicants would also like to re-do the original driveway in the pavers at a later date. Commissioner Argenta said the applicant may need to check the Zoning ordinance with the building official regarding front yard setback for parking. Motion by Bayly, supported by Luikart to accept the application for completeness. 5
6 Motion by Bayly, supported by Luikart to grant a Notice to Proceed referencing the Secretary of Interior Standards #10, the City of Northville Historic District Design Standards 3.2 for landscaping, 3.21 for materials and 3.24 for garages & carports. 7. DISCUSSION: MARINO FENCE The commission discussed if the Marino property was within the Historic District boundaries. They also discussed what the definition of routine maintenance is and if there was a need for this property to go to the HDC and the change in the ordinance. Sally Elmiger summarized that they would confirm that the boundary line on the Zoning map is the correct boundary for the Historic District. She also wants to make sure to see how our standards coordinate with the new language in the Zoning ordinance for fences. She also thinks SHIPO may have some definitions by what they define as ordinary maintenance and they may be able to help with that definition. CLG MODIFICATION Sally Elmiger reported that the City is still trying to get certified as a certified local government and we keep sending materials in to SHIPO and they keep telling us we are sending the right stuff but we also need this. The last time information was sent in they had not told us that we need to also include the Code of Federal Regulations CFR-61 which is the ideal qualifications and education background for someone who sits on the HDC. SHIPO says the City does not have to specifically find people with these specifications, but they have to try. Sally suggested that the Mayor could write a letter saying this is our intent. SHIPO responded that it really needs to be in one of the documents and the requirements need to be added to the rules and regulations. Sally has added them to the rules and regulations and they now need to be approved by the HDC and adopted by City Council. A signed copy can then be sent to SHIPO and the packet will be ready to be a certified local government. The mayor expressed concern that this is the 5 th time the documents have been submitted and every time we get a list back telling us to do more. He would like to see some of the communities that have been certified and their guidelines. Sally added that the State Historic Tax credit is going away and in the design guidelines there is some information about the state tax credit. This could be kept in the table of contents with reference to it being discontinued and possibly being re-instated in the future or taken completely out. The mayor stated it should be left in but annotated. Sally said she would do revised language and bring it next month. 6
7 Commissioner Luikart added that the board should be careful on clarifying their verbiage to applicants who are coming back. It needs to be clear that they are not supposed to do the work until they actually have approval. She felt the board was very clear at the previous meeting that an applicant had to get approval and it was translated by the applicant that he could come back after he had done the work. The verbiage in the minutes after reading it could be confused as approval to go ahead. 8.
