4 Visitor and Contractor Parking Policy 1 Introduction The purpose of this policy is to ensure a sensible allocation of the limited number of visitor s car parking spaces at each of the seven campuses. Available spaces at each campus are indicated below in Table 1, which also includes contact information details for booking visitor s car parking spaces, permit distribution locations and a description of the location of visitor s car parking spaces. 5 2 Administration of Visitor bookings 2.1 General Visitors Visitor bookings should be made in advance prior to the visit using the contact listed in Table 1 above, wherever possible. A paid or pay and display visitor s car parking permit will be made available for collection at the relevant reception area or distribution point indicated in Table 1. If for whatever reason a visitor s space can not be pre-booked, the visitor should report to the contact at each site and a pay and display or paid disposable visitor permit should be allocated subject to availability, from the locations listed in Table 1. For the All Saints campus the Security Lodge should be contacted in the first instance to see if spaces are available before collecting a permit from All Saints Reception. The visitor permit must have the details of the car registration and date/s permitted to park written on the disposable permit. Please note if a designated visitor space is not available, visitors should seek alternative parking off campus. Visitors to the University excluding designated Directorate visitors and Governors will be charged the normal pay and display tariff for the duration of their visit. 6 2.2 Designated Directorate Visitors & Governors Designated Directorate Visitors are defined as those visitors who will be attending a meeting with a Directorate level member of staff confirmed through the Directorate s PA. A stock of 50 paid visitor s permits will be held at the distribution point for each campus (Table 1) which currently issue the general visitor s pay and display permits. Directorate PAs will then be responsible for liaising with each of the contacts in Table 1 to firstly, book a visitor s space and then authorise the issuing of the paid visitor s permit to the designated Directorate visitor. Please Note: A simple audit trail of who has been issued a paid visitor s permit and on what date will be kept by the contacts detailed in Table 1 for auditing purposes in the attached spreadsheet, to ensure the effective management of visitors spaces. This audit should be sent to the Car Parking Office every time a new batch of 50 paid visitors permits are requested. 2.3 Inter-Site Staff Visitors Single-Site Permit Holders Staff visiting another site from their allocated car parking location, should in the first instance be encouraged to use public transport. Where this is not possible, single site permit holders needing to visit other university campuses, on an infrequent basis are required to book a visitor space subject to availability. Visitor s spaces can be booked by contacting the relevant site contact in Table 1. Please note, due to limited visitor parking, staff visiting from another site may only be granted a visitor s space subject to availability. If one is unavailable, alternative parking facilities off campus should be sought. 4 Visitor and Contractor Parking Policy

7 Staff who have opted to pay and display will receive a pay and display disposable visitor s permit and will be required to pay the normal pay and display tariff for the duration of their stay. See section 3 below about transferability of pay and display tickets between campuses. The staff visitor must show their annual pay and display car parking permit on request in order to collect a visitor s permit from the collection points indicated in Table 1. For staff who have opted to pay monthly they will receive a paid disposable visitor permit on production of their annual pay monthly car parking permit at the visitor permit collection location. The visitor s paid or pay and display permit must contain the vehicle s registration details and date of use Multi-Site permit holders Multi-Site permit holders are only entitled to bring their vehicle on site to look for an available parking space and are not permitted to book a visitors space. If one is unavailable alternative parking facilities off campus should be sought. Multi-Site car park permit holders who have opted to pay and display will be required to purchase a pay and display ticket for the duration of their stay at any given site and display their Multi-Site permit. See Section 3 below about transferability of pay and display tickets between campuses. Pay Monthly Multi-Site Permit holders just need to display their permit and are not required to pay and display. 2.4 Open Days /Interviews The University regularly holds open days eg. to recruit under-graduate students. Parking is generally not offered to these groups of visitor at the Central Manchester sites. However at sites such as Didsbury, Gaskell and Crewe these groups are accommodated with parking on campus, whenever possible. At the Crewe campus where parking is extremely tight for both staff and students and demand outstrips supply, the only days of the week where such large groups can be accommodated are on Wednesday afternoons and at weekends. The car parking team is currently communicating this to key contacts who organise such events. Open day delegates will be issued with Pay and Display visitors permits in advance wherever possible and will be required to pay the normal pay and display tariff for the duration of their stay. Alternatively paid visitor s permits can be purchased from the Car Parking Team in blocks of 50 at a cost of 2 each, to be sent to open day / interview delegates free of charge. The department requesting the paid visitor s permits will be recharged for this cost. For large groups of delegates attending open days / interviews, specific local arrangements can be made in advance, (subject to car parking capacity) by contacting the car parking office Ext 2989 or via carparkpermits@mmu.ac.uk Visitor and Contractor Parking Policy 5

8 2.5 Seminars/ Conferences All delegates to seminars and conferences will be required to pre-book visitor s spaces through the contact details provided for each campus site (Table 1). However prebooked pay and display visitor s permits will be allocated from the conference centre subject to space availability. Visitor spaces are limited and delegates are encouraged to access the university by public transport or means other than the car. Spaces will be allocated on a first come first served basis and visitors must pay for their car parking as per current University s pay and display tariffs. Alternatively paid visitor s permits can be purchased from the Car Parking Team in blocks of 50 at a cost of 2 each, to be sent to seminar / conference delegates free of charge. The department requesting the paid visitor s permits will be recharged for this cost. For large groups of delegates attending open days and conferences, specific local arrangements can be made in advance, (subject to car parking capacity) by contacting the car parking office Ext 2989 or via carparkpermits@mmu.ac.uk 2.6 Sports Centre Visitor Car Parking Public visitors attending both sports centres at Didsbury and Alsager (including members of visiting sports teams) may pay and display using the same process as normal visitors to the University as outlined above. Local arrangements will be in place at both campuses to allow the control barrier to be lifted after 4.30pm and 5.00pm at the Crewe campus and charging to be suspended until the following day at 7.00am. The Sports Centres run various classes for the public; the following policy is proposed to accommodate these groups: Didsbury Sport Centre Visitor Car Parking Visiting public accessing the Didsbury Sports Centre should use the Sport Centre car park and pay and display for the duration of their stay at the chargeable rate of 30p per hour or 2.30 per day. A car parking permit is not required in the Didsbury Sport Centre car park and access is granted via the intercom buzzer. Please note charging is not applicable between 4.30pm-7.00am Monday to Friday or at weekends. PLEASE NOTE public visitors to the Didsbury Sport Centre car park are not permitted to park in any other campus car parks Crewe Sports Centre Visitor Car Parking There are no designated public visitor car parking spaces at the Crewe Sport Centre. Visitor permits should be pre-issued to public members of the Sport Centre as part of the registration process. The visitor permit can be issued for the duration of the Sport Centre membership. The permit should include the date of expiry and car registration details. Visiting public using the Crewe Sports Centre should use the Crewe Brock Sport 6 Visitor and Contractor Parking Policy

9 . Centre car park and pay and display for the duration of their stay at the chargeable rate of 30p per hour or 2.30 per day. Please note charging is not applicable between 5.00pm-7.00am Monday to Friday or at weekends. Public visitors are not permitted to park in designated visitor spaces within the Crewe Reception car parks. A Sport Centre visitor's pass only entitles the bearer to hunt for an available parking space, if one is not available alternative parking facilities off campus should be sought Visiting Sports Teams Visiting teams coaches or minibuses must report to the Crewe Main Reception or Sports Centre reception to receive a disposable visitor pay and display permit and pay the normal pay and display tariff for the length of their stay. Only one permit per vehicle needs to be displayed containing the date of use and the vehicle s registration details. Designated coach parking is available and should be pre-booked by contacting the Car Parking Office on Visiting sport team members arriving in their own private vehicle must report to the Crewe Main Reception or the Sports Centre reception to be issued with a disposable visitor s pay and display permit containing the vehicle s registration details and date of use, and pay the normal pay and display tariff for the length of their stay. Visiting sport team members are not permitted to park in designated visitor spaces within the Crewe Reception car parks and should seek an available parking spaces within the Crewe Brook car park. The visitor's permit only entitles the bearer to hunt for and available parking space, if one is not available alternative parking facilities off campus should be sought. 10 2.7 Disabled Visitors Disable visitors will be given priority when booking visitor spaces in the designated disabled parking locations, nearest to their intended designation wherever possible. Disabled visitors will be issued with a paid visitors permit from the contact detailed in Table 1 on production of their Blue Badge. If all disabled parking spaces are full at any given site, local arrangements should be found to park the visitor in a suitable location even if this is on a yellow line or double yellow line as long as the vehicle is not causing an obstruction. The enforcement agents will not issue tickets to these users in such a case as long as the vehicle is displaying a blue badge. 2.8 Halls of Residence Booth Hall There are limited visitor parking spaces at Booth Hall in Crewe. A visitor space can be reserved by contacting Tina Delves on Visitors will be required to pay the normal pay and display tariff for the duration of their stay Broomhurst Halls of Residence There are limited visitor parking spaces at Broomhurst Halls of residence in Didsbury and these are allocated on a first come first served basis. There is no need for visitors to display a visitor s permit but the visitor will be required to pay the normal pay and display tariff for the duration of their stay. 2.9 Hire Cars Charges for parking a hire car on campus are being discontinued with effect from Tuesday 10 November 2009, provided the hire car is parked in one of 6 Hire Car parking bays being designated at Didsbury or one of 3 Hire Car parking bays being designated at Elizabeth Gaskell campus. A hire car parking pass should be collected from either Elizabeth Gaskell reception ext 1391 or from the Lodge at Didsbury Campus ext Please note that there are no designated Hire Car parking bays at other campuses. Hire cars parked on other MMU campuses must display a valid MMU visitor's parking permit and pay and display at a rate of 30p per hr or 2.30 per day for the duration of your stay. Please consult Table 1 for contact details to obtain a visitors permit (subject to availability) at each campus. 3 Transferability of Pay and Display Tickets Please note that pay and display tickets are transferable from one car park to another and also inter-site as long as the pay and display ticket has the correct time allowance and date for the duration of your stay. However staff moving from one site to another as a visitor need to pre-book a space through the contacts given in Table 1, subject to availability. 8 Visitor and Contractor Parking Policy

11 4 Contractor permits 4.1 Car Park Charges for Contractors Contractors will not be charged to park vehicles subject to availability. However a temporary or fixed term contractor permit must be displayed at all times. The issue of Contractor parking charges will be reviewed annually. 4.2 Fixed Term Contractors Fixed term contractors will be issued with a Fixed Term Contractors Permit with the name of the company provided on the permit, please see Appendix 3. The permit will be transferable between company vehicles and will allow access to any of the University s car parks. PLEASE NOTE that Contractor permits do not guarantee a parking space. The permit only entitles the users to bring their vehicle on site to look for an available parking space. PLEASE NOTE that Contractors are not permitted to park in designated Visitor Parking Bays which are clearly marked at all campuses. 4.3 Temporary Contractors Temporary contractors are defined as those contractors who are not contracted to the University on a permanent basis. Temporary contractors should be allocated a temporary contractor s permit via the contacts listed in Table 1. Before Temporary contractors are issued with a permit they should be verified as genuine contractors who have been commission to carry out work, on behalf of the University. This should be confirmed by asking the contractor which department/contact has commissioned the work and the authorizing contact asked to confirm the information is correct. 12 should indicate the company name and date of expiry and be displayed on the dashboard of the vehicle at all times. 4.4 Access to Car Parks for Temporary and Fixed Term Contractors Car Parks will be accessed using the intercom buzzers found at all car parking barriers by stating the contractors name to the operator. 5 Terms of Use of the University Car Parks for Visitors and Contractors Visitors and contractors MUST adhere to the terms and conditions of use of the University s car parks as clearly displayed on signage within the car park and as listed below. 1) Vehicles must be parked clearly displaying a valid permit AND a valid pay and display ticket or a valid pre-paid permit. 2) Vehicles must be parked wholly within a designated bay, so as not to restrict access to adjoining bays. 3) The appropriate car parking charges must be paid for the full duration of stay. 4) Vehicles left in a disabled bay must be parked clearly displaying a valid disabled badge. 5) Vehicles must not be parked in areas reserved for emergency vehicles, fire exits or no parking areas. 10 Visitor and Contractor Parking Policy

13 6) Vehicles must not be parked on yellow lines or in cross hatched areas. 7) Vehicles must not be parked so as to cause obstruction or inconvenience to others. By entering the car park and parking your car you are deemed to agree to these conditions, and the charges set out below, and have contracted to be legally bound by them. 6 Compliance Checks To protect the interests of all permit holders, the car parks will be patrolled daily to ensure all permit holders are not being inconvenienced by users who are not complying with the Terms & Conditions of the parking policy. This is to ensure safety, fairness and equity for all. The patrols will be carried out by specialist car park operators on behalf of MMU. The Car Parking Partnership is an organisation which operates many University Car Parks successfully e.g. Keele University. As a member of the British Parking Association it is obliged to abide by the British Car Parking Association s Code of Practice. Anyone failing to comply with these conditions agrees to pay an additional parking charge of 70 within 28 days, reduced to 35 if paid within 14 days. A parking charge notice to this effect will be issued to you. 7 Payment of Parking Charge Notices Payments should be made to the Car Parking Partnership direct, not to the University: Payment Line: Web Payments \ Appeals \ View Evidence: Postal Payments \ Appeals: The Car Parking Partnership, PO Box 597, Northampton, NN4 7XN Consequences of Non-Payment: If a civil parking notice is issued and is not paid in the allotted time, the vehicle keeper details will be obtained from the DVLA, which will result in further action being taken to recover the additional parking charge. 8 Appeal of Parking Charge Notices Appeals against parking charge notices must be directed to the Car Parking Partnership, not to the University. Representations can only be received in writing, either to the Car Parking Partnership website ( or by registered mail to the Car Parking Partnership address: PO Box 597, Northampton, NN4 7XN. When an appeal is received, the notice is held at its current amount until a response is made to the person making the appeal. Visitor and Contractor Parking Policy 11

14 If your appeal is denied, you will be sent a letter giving the reasons for the denial and a period of 14 days in which to settle the notice at it is then, current outstanding amount (i.e. the rate it was at when the appeal was received). The appeal outcome is final. 9 General Rules & Permit Rules u u u u u The University reserves the right to withdraw permits, to update these rules as necessary or to change the area where car parking is allowed. The University accepts no responsibility for damage to or loss of vehicles or their contents in any of its car parks. Visitor permits may only be used for the car they registered to or for contractors permits, vehicles belonging to the company name indicated on the permit. Permit holders must inform the Car Parking Office of any changes to their circumstances or their car registration details immediately. Failure to do so may result in the revocation of your permit. Parking permits are not transferable to any other person or company. The new process will come into force on Thursday 1st Oct 09 and permits are valid until 30th Sept This policy will be reviewed and reissued annually and is therefore subject to change. 15 Appendix 1: Flow Chart Indicating the Process to Obtain a Visitor s Permit Visitors to the University should pre-book a space where ever possible, with as much notice as possible, and a visitor s permit sent in advance. If this is not possible, a space still needs to be pre-booked (subject to availability) and a visitor s permit issued from the contact given in Table 1 on the day of the visit. The exception to this is multi-site permit holders who only have a license to hunt for an available space and cannot pre-book a visitor s space. Conference, seminar and open day delegates and visiting sports teams see below. Deleegates should be sent visitor permits in advance and will be required to pay the normal pay and display tariff of 30p/hr or 2.30/day A stock of paid visitor permits will be allocated to each of the permit collection points in Table 1 at no cost to the Faculties, to be distributed to Board of Governors and Governors / designated Directorate guests which are defined as visitors meeting Executive level or above members of staff. A spread sheet of who these visitor permits have been issued to need to be collated for auditing purposes to ensure effective management of visitor spaces Faculties can pre-purchase blocks of 50 paid visitor permits at a cost of 2 each by contacting the Car Parking Office ext 2989 to be issued to volunteers or any other visitor they feel should not pay for parking (excluding Governors or Executive Guests) Please Note: All issued visitor permits must contain the vehicle registration details and date of usage and visitors must adhere to the terms and conditions of use of University car parks Visitor and Contractor Parking Policy 13
