3 A Message from the Chairman The big effort this year has been the development of the Certified Community Paramedic (CP-C) exam. This exam focuses on the new and rapidly evolving domain of the paramedic working in a communitybased health care model where paramedics function outside their customary emergency response and transport roles in ways that facilitate more appropriate use of resources and enhance access to primary care for the medically underserved. Developed in cooperation with the North Central EMS Institute and The Paramedic Foundation, the exam examines four main subject areas that include 1. Community Based Needs, 2. Interdisciplinary Collaboration, 3. Patient Centric Care and 4. Preventive Care & Education. Completion of a specialized training program and work-experience in the Community Paramedic setting is part of the eligibility process. For a detailed content outline visit The Certified Flight Paramedic (FP-C) went through an update in 3Q15 and a new blueprint was published to ensure that the domain of knowledge is current. Exam items are constantly created and tested, but anytime that an exam is revised the need for new items skyrockets. The item writing group deserves my highest accolades for their hard work. Let by Leslie Lewis, the items writers for all exams are doing a great job of providing high quality items that meet our standards. In partnership with the Association of Air Medical Services (AAMS) we are working to validate the certification exam for the the Safety Management Training Academy (SMTA). The new certification exam will be the Certified Medical Transportation Safety Professional (MTSP-C) and will provide graduates of the SMTA a recognized credential that will help programs expand and recognize the important role that the safety officer has in medical transportation. OPERATING HIGHLIGHTS In October, David O. Bump moved from Secretary/Treasurer of the BCCTPC to a full-time position as the Chief Strategy Officer. David will be focusing on new projects and business development as we continue to grow so that we can continue to provide the highest quality exams for critical care paramedics and to develop exams in other areas as well. John R. Clark, in the capacity of the Chief Operating Officer continues to work with Executive Director Monica Newman to run day to day operations and to align operations with our strategic plan. LOOKING AHEAD The Certified Tactical Paramedic (TP-C) will be revised early next year with the release of the much anticipated Certified Tactical Responder (TR-C) which has been developed to address the knowledge of the tactical EMS medic that does not function at the critical care/advanced practice level of the TP-C. 4 The Certified Critical Care (CCP-C) exam is also scheduled for an updated job analysis in When we perform that work, we will be doing so with the input of our friends in the Paramedic Association of Canada to create an exam that captures the practices of critical care paramedics in both the USA and Canada with the intention of being able to offer two versions of the CCP-C exam for both sides of the border. I ve saved the biggest news for last. Because the BCCTPC has grown in both scope and influence in the last 15 years, it has come time to restructure the organization to meet the needs of other organizations and associations that are interested in developing specialty examinations and to be better able to serve our partners around the globe. In 2016, the BCCTPC will be one pillar of exams that will be under the umbrella of the newly formed International Board of Specialty Certification (IBSC). Under the IBSC, the BCCTPC will become a supporting board along side newly created boards for Community Paramedic, Safety and Tactical Medicine. I look forward to providing more detail early next year. Thank you for your support of the BCCTPC and I look forward to continuing this journey to improve the quality of care provided by specialty paramedics all over the world. 8 Independent Accreditation Since our inception in 2000, the BCCTPC exams have relied upon our psychometric partners at Applied Measurement Professionals (AMP) for accreditation. While we will continue to develop exams with AMP, to bolster our process, we have started the threeyear process to obtain independent recognition by the National Commission for Certifying Agencies (NCCA). The NCCA s Standards for the Accreditation of Certification Programs were the first standards developed by the credentialing industry for professional certification programs. The NCCA Standards were developed to help ensure the health, welfare, and safety of the public. They highlight the essential elements of a high-quality program. The NCCA standards are consistent with The Standards for Educational and Psychological Testing (AERA, APA, & NCME, 1999) and are applicable to all professions and industries. Certification organizations that submit their programs for accreditation are evaluated based on the process and products and not the content; therefore, the Standards are applicable to all professions and industries. Program content validity is demonstrated with a comprehensive job analysis conducted and analyzed by experts, with data gathered from stakeholders in the occupation or industry. To date, NCCA has accredited approximately 300 programs from more than 120 organizations. Accreditation for professional or personnel certification programs provides impartial, third-party validation that our organization has met recognized national and international credentialing industry standards for development, implementation, and maintenance of certification programs.
