2 Tuolumne County Economic Development Authority s Work Plan Table of Contents OVERVIEW PRIORITIES... 3 Goal A... 3 Goal B... 6 BOARD MEMBERS... 7 Mission Statement Promote a diverse and growing economy by pursuing business retention, expansion and attraction that enhances quality of life in Tuolumne County. Purpose Statement The TCEDA is vested with the power to effectively implement, coordinate and administer general economic development programs within the County of Tuolumne, State of California, including the City of Sonora, in accordance with local, state and federal laws. General economic development programs shall include, but are not limited to: 1) business retention and expansion; 2) business attraction; 3) business assistance programs; 4) identification of appropriate locations for and creation of shovel ready commercial and industrial properties including but not limited to adaptive reuse; 5) support the creation, expansion and rehabilitation of public infrastructure needed to support and sustain local business and industry (e.g. roads, water, power, sewer, telecommunications, etc.); 6) assist with educational and training opportunities tailored to equip and support the community s workforce; and 7) pursuit of funding sources to facilitate all of the above. In carrying out its general mission of economic development, the goals, policies and implementation programs of the TCEDA shall be generally consistent with those contained in the Economic Development Element of the Tuolumne County General Plan and Economics Element of the City of Sonora General Plan.
3 Work Plan Overview of the Economic Development Work Plan This work plan provides a road map for the Tuolumne County Economic Development Authority to implement its economic development agenda over the next year. Major areas of focus are as follows: Create high value, high wage jobs; Diversify the local economy; Increase the local tax base; and Anticipate our economic future. Goal A: Assist in retaining, expanding and attracting businesses. Action Item A-1: Manage a business retention and expansion program focused on companies with the growth potential of five or more jobs. Facilitate job creation by working with existing businesses to expand or relocate their facilities within our county. Help by assisting them in accessing capital, training personnel and expanding their markets. Ongoing visits are made with existing businesses and assistance is provided. A minimum of fifty client visits will be conducted. Action Item A-2: Conduct a network-based business attraction and recruitment program. Work through new and existing business networks to recruit businesses to Tuolumne County. New and existing business networks are accessed and a minimum of one hundred Out of County businesses are contacted and marketed to. A minimum of thirty client visits will be made. 3
4 Work Plan Action Item A-3: Conduct a traditional business attraction and recruitment program. Engage in Passive and Active business recruitment programs to recruit new businesses to Tuolumne County. Program established that focuses on personal business visits, trade show attendance, networking events and other recruitment type activities. A minimum of one hundred and fifty Out of County businesses are contacted or marketed to and a minimum of fifty client visits will be made. Action Item A-4: Help to fill vacancies of industrial buildings/sites and commercial buildings of 10,000 square feet and above. Work with new and existing businesses to occupy existing buildings and sites. Personally or through real estate agents, available locations were shown to prospects and/or existing businesses. Action Item A-5: Manage a downtown business attraction and expansion program focused on all of our towns. Work with new and expanding businesses to occupy existing buildings and sites. Program established that focuses on personal business visits, networking events and other recruitment type activities. A minimum of fifty Out of County businesses are contacted or marketed to and a minimum of twenty-five client visits will be made. 4
5 Work Plan Action Item A-6: Work with businesses to obtain local, state, and federal project approvals. Arrange meetings for businesses with city, county, state and federal government staff. Work with City and County Administrators to keep them up-to-date on issues affecting businesses and their respective entities. New and existing businesses are awarded timely approvals at the city, county, state, and federal level. Action Item A-7: Expand the InnovationLab concept to other locations around the county. Focus on community events, technology training and school outreach programs. Partner with appropriate parties to expand the reach of the InnovationLab InnovationLab is in operation and is reaching out to the greater community. Action Item A-8: Work on new uses for waste products and surplus materials of other industries. Work through new and existing business contacts to facilitate this activity. Innovative partnerships are established that benefit local companies and the community. 5
6 Work Plan Goal B: Create and expand training opportunities in Tuolumne County Action Item B-1: Encourage workforce development. Work closely with workforce partners to form innovative partnerships to assist our businesses in hiring and training employees and providing a pathway for local youth to establish careers in the community. An established and ongoing relationship is maintained with workforce partners, and youth are offered opportunities to remain in the community. 6
