4 PART 1 OVERVIEW PEAC s Mission The mission of PEAC is to assure the quality of physiotherapy education in Canada through accreditation. This mission guides the organization, its staff and its members in all that we do, and provides a benchmark against which to measure our activities. The mission dovetails with the missions of other national physiotherapy organizations and together they form the framework of the profession of physiotherapy in Canada. PEAC is a federally incorporated not-for-profit corporation and relies heavily on volunteers to ensure the work is achieved. We are very grateful for the support, participation and engagement we receive from volunteers and, in many cases, from workplaces who support participation of those volunteers. 3
5 MESSAGE FROM THE PRESIDENT In 2012, Physiotherapy Education Accreditation Canada moved forward on various fronts, solidifying its structure, looking ahead towards maintaining standards of excellence as well as developing new tools in order to fulfill its mandate. I am pleased to report that PEAC has renewed a memorandum of agreement with the Canadian Association of Occupational Therapists (CAOT) regarding the Occupational Therapist Assistant and Physiotherapist Assistant Education Accreditation Program. That memorandum will greatly facilitate the operations of the OTA &PTA EAP. I would like to thank Lesley Bainbridge, Kathy Davidson and our colleagues on the CAOT side, Paulette Guitard and Claudia von Zweck for constructive discussions. During the last year, PEAC has had to revise its bylaw and organisational structure to reflect the changes brought by the new Canada Not-for-profit Corporations Act. Many thanks to Kathy Davidson who has done a wonderful job making sure that these changes would reflect our mandate and reality within this new legal Framework saw the addition of three new Council members : Bill Ng, Vanina Dal Bello-Haas and Alison Greig. These new members have come with broad experience in the fields of education and finance, and have blended right in, showing tact and a collaborative attitude. While we were pleased to accept these new members, we were sad to see two others go. Elsie Culham has been a Council member since 2005 while Sandy Rennie had been a member since 2009 although was also on Council in a different role from 2001 to Their insight, their sense of equity and their humour will be missed. Lynn Grahame was hired as our organization s first administrative assistant, providing support to both PEAC and the OTA & PTA EAP Program. With a long time background in college environments, most recently as assistant registrar, she has been a valuable addition to our team. Dawn Burnett, who has been active here under many hats, most recently as the Program Manager of the OTA & PTA EAP as it moved through the formative stages, has decided to pursue other activities. Over the years, her exceptional vision has greatly helped our organization to grow. Kudos. We are looking ahead now with a more precise and elaborate vision. I would also acknowledge the huge work Kathy Davidson has done since her first day here. She makes our work so much easier. It is an honour and a privilege to serve as your president as I learn so much each and every meeting and teleconference spent in your company. François Landry President, PEAC 4
6 PART 2 ACCREDITATION OF PHYSIOTHERAPY EDUCATION PROGRAMS In 2012 Canada boasted 14 entry-level physiotherapy education programs across Canada, all of which held accreditation status. Two new programs were under development and planning for accreditation reviews in the coming years once program development is complete and students are admitted. Accreditation is a six year cycle. Most often between full reviews, programs are required to update PEAC through Progress Reports to provide information about ongoing compliance with the accreditation standards. In 2012, two education programs underwent full onsite reviews successfully, and six progress reports were received and reviewed by PEAC. The PEAC Accreditation Standards were piloted and revised, and now include Standards that reflect the information contained in the Interprofessional Health Education Accreditation Standards Guide (2011) and the Clinical Education Guidelines for Canadian University Programs (2011). Collaboration with our key stakeholders was critical in the Standards revision process. 7 The following entry-level physiotherapy education programs in Canada have pre-accreditation status with PEAC in Pre-accreditation is a non-accredited affiliation with PEAC indicating that a physiotherapy education program is preparing for accreditation. The process offers developing physiotherapy education programs the opportunity to establish a formal, publicly recognized relationship with PEAC, and to become familiar with the PEAC accreditation standards and processes. 8 PART 3 ACCREDITATION OF OCCUPATIONAL THERAPIST ASSISTANT PROGRAMS AND PHYSIOTHERAPIST ASSISTANT EDUCATION PROGRAMS THE OTA & PTA EAP The Occupational Therapist Assistant and Physiotherapist Assistant Education Accreditation Program (OTA & PTA EAP) is responsible for the accreditation of physiotherapist assistant and occupational therapist assistant education programs in Canada. The OTA & PTA EAP is a collaborative initiative among three stakeholder organizations: Canadian Association of Occupational Therapists (CAOT), the Canadian Occupational Therapist Assistant & Physiotherapist Assistant Educators Council (COPEC), and Physiotherapy Education Accreditation Canada (PEAC). CAOT and PEAC are the Accreditation agencies for Canadian Occupational Therapist and Physiotherapist Education Programs respectively. COPEC is the organization of educators of Canadian OTA and PTA Programs. This accreditation program is quite unique; OTAs and PTAs are not regulated in Canada except in the province of Quebec, and therefore accreditation is a voluntary process. Its development was initiated by education programs seeking a means to ensure quality. In 2012, 20 OTA and PTA education programs were affiliated with the OTA & PTA EAP. Two programs, volunteers for the pilot process, completed full accreditation reviews and held accreditation status. The remaining 18 programs had successfully applied for and been granted Candidacy Status. Of these, three underwent accreditation review visits in the fall of 2012 and were awaiting accreditation award decisions, and 15 were planning for accreditation reviews in the coming years. As an evolving accreditation program, the pilot process provided valuable evaluative information to the Joint Accreditation Committee, to PEAC and to CAOT. Revisions were made to Standards, policies and procedures to reflect the feedback received. The OTA & PTA EAP Accreditation Standards were approved in the fall of 2012, and feedback will continue to be gathered from all key stakeholders in order to further inform the evolution of this program. Candidacy status offers OTA and PTA programs in Canada the opportunity to establish a formal, publicly recognized relationship with the OTA & PTA EAP, and to become familiar with the accreditation standards and processes.
