3 AGGREGRATE Data Dictionary The unit of analysis that will be used in the Alternative Measures Survey is the case. A case refers to one person s activity in Alternative Measures for an incident. An incident is a specific event wherein the person is alleged to have committed one or more related offences, with or without victims. Related refers to a sequence of criminal actions which occurred at the same location or in which one action led to the occurrence of another. This surveys focus is on authorized cases. An authorized case has received final authorization for AM participation following the referral and initial screening process. A person can be involved in more than one AM case in any given year. Therefore, the number of cases can be greater than the number of people. Data on cases are collected at multiple points in the AM process: referral, authorization, reaching agreement, outcome, and closure. 4 DATA ELEMENT NUMBER - 2 Case Type Case type refers to whether the cases are a pre-charge or a post-charge AM. Total Pre-Charge Cases Total Post-Charge Cases Total Cases DATA ELEMENT NUMBER - 3 Cases Reaching Agreement Refers to the total number of authorized cases in which an agreement for participation in AM has been reached with the alleged offenders. An agreement is usually signed, although an agreement may be unsigned by the person, and more than one agreement can be reached for a case at one time. A person who has reached at least one agreement is counted as a case reaching agreement. Non-Aboriginal refers to all others. Not stated is scored when no information is available on the person. Total Aboriginal Cases Total Non- Aboriginal Cases DATA ELEMENT NUMBER 7 Most Serious Offence (MSO) Refers to the seriousness of an offence according to the type of offence and its potential impact on the person as per the Revised UCR Offence Seriousness Index. One MSO is counted for each case reaching agreement. In a case where there is only one offence, that offence is the most serious. In a case where there is more than one offence, the MSO is determined by the most serious offence found within the following offence severity scale, ordered from most to least serious offence groups (see Appendix A for the Revised UCR Seriousness Index.). Of the three (3) charges, the most serious offence would be the assault. The other two alleged charges would be ignored for the purposes of this count. 6

7 DATA ELEMENT NUMBER 8 Type of AM Intervention Refers to all measures or interventions applied in cases reaching agreement. They are as follows: Note: The number of interventions may exceed the number of cases. 1) Supervision (i.e., other than community service, personal services) 2) Formal Caution Letter 3) Community Service 4) Personal Services to Victim (e.g., tasks) 5) Restitution or Compensation to Victim 6) Counselling 7) Educational program (e.g., stoplift) 8) Apology (verbal or written) 9) Charitable Donations 10) Essay or Presentation 11) Referral (e.g., to an agency offering specialized services such as AA or anger management) 12) Social Skills Improvement Course (Culturally specific measures) 13) Other AM Total Supervision Total Formal Caution Letter Total Community Service Total Personal Services to Victim Total Restitution or Compensation to Victim Total Counselling Total Education Program Total Apology Total Charitable Donations Total Essay or Presentation Total Referral Total Social Skills Improvement Course (Culturally Specific Measures) Total Other AM DATA ELEMENT NUMBER 9 Case Outcome Refers to the outcome of each case closed. One outcome is counted for each case reaching agreement. Outcome is counted as either completed successfully, partially completed, not successful or not stated. For cases with more than one agreement, score completed successfully only when all agreements have been satisfied. When one agreement is not completed successfully, then the case is scored as partially completed. If none of the agreements are completed successfully, then the case is scored as not successful.
